New Faces at the Alliance

The Alliance Board, Associates and staff welcome three new board members who were elected in July. We are anxious to begin working with these dedicated individuals who each bring a lifetime of experience and forward-looking goals to the cause of energy efficiency. John R. Fielder is president of Southern California Edison (SCE), one of the nation’s largest electric utilities. Before assuming the presidency, Mr. Fielder was senior vice president of SCE’s Regulatory Policy and Affairs Division. He has been with SCE since 1970. Fielder is a member of the Rancho Los Cerritos Foundation and serves on the board of directors of Miller Children’s Hospital and the Aquarium of the Pacific.

Bob Malone
Bob Malone is chairman and president of BP America, Inc., the senior BP executive in the U.S. He also is group vice president for BP plc. Mr. Malone is currently a member of the executive committee of Oil Companies International Marine Forum and a board member of the UK Chamber of Shipping. He has served on the Board of Directors of the California Climate Action Registry and the National Petroleum Council.

Jim Rogers is president and CEO of Duke Energy. Before the merger of Duke Energy and Cinergy, Mr. Rogers served as Cinergy chairman and chief executive officer for more than eleven years. Rogers is chairman of the board of directors of the Edison Electric Institute. He also serves on the boards of the American Gas Association, U.S. Chamber of Commerce, Business Roundtable and the National Coal Council.

Alexander (Andy) Karsner, DOE’s Assistant Secretary for Energy Efficiency and Renewable Energy, joined the Alliance on July 18th at the American Gas Association to speak about efforts underway by the Department of Energy to encourage greater energy efficiency. Karnser passionately advocated for the advancement, enlargement and increased funding of energy efficiency programs across the board. Karsner further Alexander “Andy” Karsner & Thomas R. Kuhn, EEI stated that to address our country’s addiction to oil we need a systematic change to bring about market transformation. The Assistant Secretary also offered his vision of what will be required to ensure energy-efficiency gains, what he called the “3-legged stool” or a combination of technology, policy, and market and finance solutions working together.

Alliance Testifies on Capitol Hill
Congress continues to search for innovative and effective ways to address rising energy costs. While many options are currently under consideration – from increasing supply through additional drilling and exploration, to increasing renewable energy output, and expanding the use of alternative fuels – energy efficiency remains the cheapest, cleanest and quickest solution to the current energy crisis. On June 22 Alliance President Kateri Callahan testified before the Senate Energy and Natural Resources Committee in support of the Enhanced Energy Security Act of 2006 (S. 2747). Alliance Vice-chair, Senator Bingaman (D-N.M.), introduced the measure on May 4 and it currently has 11 cosponsors. During the hearing, Callahan encouraged the committee to meet the bill’s national oil savings targets by including additional energy-efficiency measures.

Specifically, the Alliance promotes an innovative “feebate” concept to reduce U.S. oil dependence. Feebates would encourage manufacturers to use more fuel-efficient technologies in their vehicles, and encourage consumers to purchase more efficient vehicles. The idea is market-based, revenue-neutral and can yield continual improvement without further action by Congress. Regardless of the approach taken, Callahan noted, there has rarely been a better opportunity to implement significant energy-saving legislation. According to polls, about half of American households have cut back on other spending because of energy costs and a majority of citizens want long-term solutions. Energy-efficiency measures will not only provide immediate relief, but also will benefit the economy, the environment, and energy security for years to come. The following week, on June 28, Alliance Senior Policy Analyst Lowell Unger testified before the House Small Business Committee on the opportunities for small businesses to manage natural gas prices through greater implementation of energy-efficiency practices. The Alliance’s testimony reflected the need for Congress to extend and fund tax incentives; increase funding for federal programs like Energy Star and Industrial Assessment Centers; support utility energy-efficiency programs such as Demand Side Management and Energy Efficiency Resource Standards; and, implement and enforce energy standards for appliances and buildings. Collectively, many of these proposals will reduce electricity use in addition to direct natural gas use. However, since most of the increased electricity generation in this country comes from natural gas, often the best way to save natural gas is to save electricity.

Alliance Tapped for NPC Steering Committee
Alliance President Kateri Callahan has accepted an invitation to serve on the coordinating steering committee for a new global oil and natural gas study recently requested by Secretary of Energy Samuel Bodman. The National Petroleum Council (NPC) study will attempt to address the ability of global oil and gas supply to keep pace with growing world demand and the steps US industry and government leaders might take to keep America economically competitive and energy secure while remaining environmentally conscious. The proposed study and accompanying report will concentrate on three fundamental questions: 1. What is the future (through 2030) of global oil and natural gas supply? 2. Can strict supply options solve the problem of anticipated demand in a timely and cost-effective manner without hindering economic growth? 3. What strategies will best ensure U.S. stability and prosperity? To answer these and other questions, the committee and its task forces will conduct analyses to determine the U.S. and global supply and demand balance as well as any opportunities or vulnerabilities in the energy marketplace. The committee

will also seek to identify potential supply and demand solutions including policy initiatives, new technologies, alternative and renewable energy sources, and energy efficiency. Representatives from numerous institutions, organizations and agencies were invited to participate in the compilation of this report. The Alliance is particularly pleased to be working alongside several of its Associates including BP America Inc., The Dow Chemical Company, Duke Energy, and Keyspan Energy. In addition to serving on the Global Oil and Gas steering committee, the Alliance will actively participate as members of the Demand Task Force Group. The study and preparation of a draft report is anticipated to be completed within one year.

Alliance Programs Making Headway – Education
The Alliance to Save Energy’s Green Schools and Green Campus programs continue to shine, earning prestigious awards and achieving impressive, measurable energy savings through their promotion of energy-efficiency practices. Four Northern California schools in the Alliance to Save Energy Green Schools Program have earned the U.S. Environmental Protection Agency’s ENERGY STAR, the nationally-recognized symbol for effective energy-saving efforts and superior energy management. The four schools receiving the ENERGY STAR are Freshwater Elementary & Charter, Garfield Elementary, Peninsula, Union Elementary, and Sunny Brae Middle. The ENERGY STAR label, a decorative bronze plaque to be displayed on each building, distinguishes these schools as being in the top 25 percent of public and private institutions in the nation in terms of building energy performance. Examples of California Green Schools’ student efforts include the installation of a solar fountain, conducting classroom energy audits and educating consumers on the energy and money-saving benefits of switching from standard 75-Watt incandescent bulbs to 23-Watt compact fluorescent light (CFL) bulbs. On the collegiate level, two Green Campus schools - UC Santa Barbara and CSU San Bernardino - were honored with Higher Education Best Practices awards for implementation of student-led energy conservation programs. UC Santa Barbara Green Campus Interns were honored for a successful year-long, campus-wide energy competition, establishing a class on purchasing practices in the University of California system, and their role in passing The Green Initiative Fund ballot measure, which created a student-fee increase to fund future energy-efficiency and renewable energy projects. CSU San Bernardino Green Campus Interns were recognized for significantly reducing the energy usage of campus vending machines and incorporating energy conservation into the educational programming of campus resident advisors.

The Alliance enthusiastically welcomes seven new Associates, raising the number of innovative businesses, organizations and government offices participating in the 2006 Associates program to 113. The Air-Conditioning and Refrigeration Institute (ARI) is the national trade association representing manufacturers of more than 90 percent of North American produced central air-conditioning and commercial refrigeration equipment. Formed in 1953, ARI has emerged as the major voice for the air conditioning and refrigeration industry, developing and publishing standards and procedures for measuring and certifying product performance and international standards. Dallas Fort Worth International Airport (DFW) is a world leader in energy and environmental stewardship within the airline transportation industry. Currently the world’s third busiest airport, serving more than 59 million passengers and offering 2,300 flights a day to 152 domestic and international destinations, DFW has aggressively pursued the efficient and environmentally friendly use of energy, and is well on its way to becoming one of the “greenest” airports in the world. From building commissioning and energy retrofits, to more efficient building design and adherence to strict energy codes, DFW has reduced its energy use (using 2001 as a baseline) at the central plant by 28 percent, and its energy use per square foot served by the plant by 39 percent. This has resulted in a total avoided energy use of 25 million MMBtus, or $150 million at today’s energy prices. The National Association of State Energy Officials (NASEO) is the only nonprofit organization that represents Governor-appointed energy officials from each state and territory. The organization was created to improve the effectiveness and quality of state energy programs and policies, provide policy input and analysis, share successes among the states, and be a repository of information on energy issues of concern to the states and their citizens. NASEO committees identify emerging issues that are relevant to state and territory energy offices. The committees collect, analyze, and disseminate information about these emerging issues and work to educate members and others. Alliance Associates Assist Utilities with New Efficiency Initiative
The Alliance has joined more than 80 utilities, government entities, large energy users, consumer advocates and other energy industry stakeholders in launching the National Action Plan for Energy Efficiency (NAPEE). The initiative presents a set of policy recommendations designed to create a sustainable, aggressive national commitment to energy efficiency through the utility industry. This type of commitment has the potential to save billions of dollars and significantly reduce greenhouse gas emissions. Jim Rogers, CEO of Duke Energy and co-chair of the NAPEE Leadership Group, introduced the initiative last month at the Summer Meeting of the National Association of Regulatory Utility Commissioners (NARUC) in San Francisco. Keep your eyes open for another Special Edition of the Associates Bulletin where we will highlight the actions and commitments of all Alliance Associates who contributed to the Action Plan.
North American REEEP Annual Meeting
Over 40 representatives from 30 private sector, non-profit, and governmental organizations met in Washington, DC, on Monday, June 19th for the annual meeting of the North American (NA) Renewable Energy and Energy Efficiency Partnership (REEEP) Partners. The objective of the meeting was to explore the continuing role of the NA Regional Secretariat in supporting sustainable energy, including future financing, policy and regulatory priorities and objectives, review NA regional REEEP program implementation, and to elect members for the NA Steering Committee. North American REEEP Secretariat meeting co-chairs, Mike Eckhart, President of ACORE, and Kateri Callahan, President of the Alliance to Save Energy, took the opportunity to highlight the NA Regional Secretariat’s accomplishments during the past year, including the Wall Street Renewable Energy Financing Conference, the Canadian REEEP partners meeting, the Beijing Renewable Energy Conference, the Great Energy Efficiency Debate, and multiple other secretariat sponsored events designed to advance the implementation and financing of renewable energy and energy-efficiency projects in North America. From discussions at the G8 to coverage by the Wall Street Journal and even an appearance at the box office by Al Gore, climate change is definitely a “hot” topic. This year, the Alliance to Save Energy will convene a summit, Energy Efficiency: The First Solution to Climate Change, to pose questions, explore issues, and provide answers on this very timely subject. The Alliance’s New, Efficient Home
It’s official. The Alliance has a new home. Last month we executed a smooth transition to our new office space at 1850 M St., NW, Washington, DC. Through extensive planning and many months spent working with builders, designers, Associates and our own in-house crew of experts, the Alliance has finally completed significant improvements and renovations at the new 17,995 square foot space. Our team specifically designed the new office space to achieve Leadership in Energy and Environmental Design for Commercial Interiors (LEED-CI) Silver certification. This US Green Building Council (USGBC) designation will allow the Alliance to showcase its commitment to environmental and energy sustainability, proving once again that we don’t simply ‘talk the talk’ when it comes to energy efficiency. Pursuing LEED-CI status would not have been possible without the participation, generosity, and support of our Associates. We would like to thank each of the following for their time, knowledge and contributions, without which, the comfort and sustainability of our new home would be greatly diminished. Efficient lighting and light metering play a key role in the LEED certification process. We started with advanced Lithonia Lighting fixtures specially ordered and specifically designed to maximize light output and accommodate the T-5 lamps donated by OSRAM SYLVANIA. These lamps are the next evolution in commercial light bulb efficiency. They are integrated with Universal Lighting Technologies’ dimmable specific ballasts. Each office’s lighting system is computer controlled using Encelium Technologies lighting controls. Each employee has the ability to adjust his/her office space light levels from the PC. Sensor Switch has supplied state of the art motion detector and infrared lighting sensors to further maximize lighting efficiency. Advanced Power is responsible for the installation and integration of the lighting controls and energy management system. Additional items selected include direct digital controls (DDC) for the heating and air conditioning system supplied and installed by Siemens Building Technologies. These controls vastly improve the operation and performance of the HVAC system. Armstrong ceiling and floor materials were specifically selected for their recycled and rapidly renewable resource content. Several companies donated Energy Star appliances, including a 60-inch Panasonic plasma television for the lobby and a refrigerator and dishwasher from Whirlpool. Niagara Conservation supplied high-efficiency sink aerators and shower heads and due to the Alliance’s inability to modify the building envelope, Owens Corning insulation was used for soundproofing throughout. To maximize the benefits of these high-tech energy saving devices, the Alliance has received commitments from New Horizon Technologies and Texas A&M of time and materials to coordinate a planned measurement and verification study of the performance and efficiency potential in a typical commercial interior office space with similar attributes to the Alliance’s. Finally, Cardinal Glass donated tempered glass for office side lights to bring daylighting into interior spaces. As an added bonus, Cardinal Glass is providing two pieces of special glass for the lobby that display the Alliance’s mission statement and the list of donors which will be printed on 3M graphic vinyl transparent film. Once again, the Alliance would like to thank all of the companies, organizations and people that donated their time and resources to ensure that our new office reflects our goal of creating a cleaner environment, a healthier economy and energy security through energy efficiency.
