Meeting of Bristol South and West Primary Care Trust
To be held on Thursday, 27 May 2004 at 2.00 pm In the Boardroom, King Square, Bristol
Report to the Board of the Meeting of the Professional Executive Committee held on 13 May 2004 Agenda Item: 8.1
1 Topical Issues The main item for discussion was the successful formation of the Bristol LIFT Company on Friday, 11 May. There are many opportunities to develop services particularly within primary care and we hope that the LIFT Company will be successful in implementing innovative changes. 2 Implementing a Care Pathway for People with Down’s Syndrome with the view to early diagnosis of Dementia The Executive Committee welcomed proposals to improve health care for people with Down’s Syndrome as part of the wider agenda to address access for patients with learning difficulties to primary care. 3 GMS Update Progress continues to be made with implementation of the new GP contract and current issues are in relation to payments for enhanced services and developing commissioning strategies in respect of key priority areas such as sexual health, depression and drug misuse. An update was received on the costings for out-of-hours care from the existing providers and concern was expressed that this represented a financial pressure for the PCT. The Executive Committee were pleased to note that there was now sufficient funding for appraisers and to arrange appraisals for the 75 non-principals on the supplementary list. 4 Intermediate Care Boundaries A discussion was held on the issue of integrated intermediate care and the problem of patients registered with a GP within Bristol South and West PCT but who live outside the Bristol city boundaries. The status quo will be maintained pending further information on the extent of the problem and on discussions with neighbouring PCTs with a view to preventing individual patients from falling through the net. 5 Communications Strategy The Executive Committee endorsed the Communications Strategy for the PCT. 6 SureStart Concern was expressed that the SureStarts Boards for Hartcliffe and Withywood and Knowle West were withdrawing funding which had supported additional appointments particularly within health visiting. The Executive Committee felt it was reasonable for the PCT to ask the SureStart Board for a period of notice of any changes proposed.
