THE FINAL REPORT OF THE NIGERIAN COUNTRY STUDY ON THE IDENTIFICATION OF THE NATIONAL TECHNICAL AND SCIENTIFIC RESOURCES FOR INTEGRATION INTO THE SIST PLATFORM
INTRODUCTION
African researchers and Scientist have done a lot of work most of which are largely absent from the international arena. But these research results constitute very vast and essential contribution to the International research in the global world. The SIST project which was launched in 2003 by the French Ministry of Foreign Affairs, really started in January, 2004. It is borne out of the desire to make the research work of African scientists more visible in the global arena. The Nigerian SIST project which is jointly implemented by NITDA and the French Ministry of Foreign Affairs aims at making the work of Nigerian researchers which are currently dispersed, isolated and difficult to access, readily accessible through a robust mega search engine and database hosted at NITDA.
1. Objective of the study
The study involves carrying out an inventory of all the available scientific and technical information (-a compendium of published research papers and books) by Nigerian scientists. The study gives an estimation of the necessary work for the digitalization of the relevant scientific information available on paper. The four main objectives of the study are: 1. Identification and description of the existing national Technical and Scientific electronic resources which are in the form ready to be connected to the SIST platform. This entails identification of the major national producers of Scientific and Technical Information (STI) such as the universities, research centers/ institutes, ministries etc and the sources of digitalized data in a format compatible with the SIST platform. 2. Identification, description and estimation of the volume of the existing non electronic Scientific and Technical resources that must be eventually connected to the SIST. This includes paper documentation (thesis, annals, and reports) which the scientific value justifies their on-line publishing through the SIST. It can also be collections of data on paper format which can be the object of a data base (directory, projects cards, training program). 3. The signing of necessary agreements for the use of these resources within the framework of the project SIST. 4. Establishing the international sources most frequently used by the national scientists for their research works.
2. Methodology
The method adopted for the study was to administer a questionnaire to all the 76 universities and the 90 Polytechnics in the country, the research institutions, some Federal government agencies involved in research, and to a few identified individual scientific researchers
3. Thematic covering of the study
The study covered all the scientific disciplines with priority given to Agriculture, Environmental sciences, Technology, Medical Sciences, Social Sciences and Sciences in general.
5. Geographical coverage of the study
Study was mainly concerned with all the scientific and technical information producers located in the country (universities, research, institutes, etc) The study was also extended to private sector, civil society, NGOs and a few individual researchers
6. Sources selection criteria
The inventory covered by the study was based on the following criteria: scientific validity, relevance to Government priorities, The sources have been classified into three categories as follows: a) Electronic sources accessible through the Internet WYFE Tel: 08033106930, 08035951774
b) Electronic sources not Accessible through the Internet and c) Non Digitalized sources
7. Nature of the searched electronic sources
We were guided by the following non exhaustive list of sources:
Electronic resources accessible through the web
Bibliographical data bases, in the format of lists or searchable database, Textual data bases among which: electronic documents directories, on-line review, electronic management tools for documents and finaly open archives mechanisms, Statistical data bases, Data bases of invitations to tender in lists format on a Web site, or, Research project data bases in lists or cards format, or of searchable data bases, contents of Web sites which present an interest for the SIST, structure or experts directories in lists format or under searchable data base format, Announcements, programs or texts of vocational training, in the format of lists, of current events, of data base or Web sites in a whole., Devices of trainings or autotraining under the shape of Web sites or data bases, Reference texts or documentary files, under Web sites pages format, Forms that is any not interactive working sheet accessible on Web. (Example: order form), any interactive model for the data capture of an electronic document. (Example: interactive model to publish an article on Internet), forums, blogs, wiki.
RESULTS OF THE STUDY
The results of the study have been tabulated in the three attached index cards labeled as follows: a) Index Card A : Accessible National Resources on the Internet b) Index Card B: Electronic Resources Not Accessible on the Internet c) Index Card C: Non digitalized Resources

The Raw Materials Research and Development Council (RMRDC) of the Federal Ministry of Science and Technology has compiled the Bibliography of Science and Technology Literature, a compendium of published research papers and books by Nigerian Scientists within and outside the country. The volume 1 covers the research institutes while volume 2 covers the institutions of higher learning (Universities, Polytechnics and Colleges of education.
