                                         DEVELOPMENT APPLICATION CHECKLIST


                                         CHANGE OF LAND USE
            (NOT INCLUDING CULTIVATION OR EXCAVATION OF LAND OR KEEPING OF LIVESTOCK OR HORSES)

          THE FOLLOWING INFORMATION IS REQUIRED FOR ALL CHANGE OF LAND USE APPLICATIONS

                                     INCOMPLETE APPLICATIONS WILL BE RETURNED

      MAXIMUM PLAN SIZES ACCEPTABLE IS A1. PLEASE INCLUDE A DISK CONTAINING THE PLANS/ AND OR
                         SUPPORTING DOCUMENTATION IN DIGITAL FORMAT (.pdf)

  PLEASE REFER TO THE CITY’S ‘PLANNING FEES & CHARGES SCHEDULE’ TO CALCULATE THE PRESCRIBED FEE

        Completed application form This is to be signed by the current owner/s of the subject property. If the owner is a
        Company, details of the Directors of the Company are required.

Change of Use (utilising existing building/structures)

        A location plan of the site (lot) which indicates on the plan - the street number, lot number, the abutting street/roads,
        abutting rights of way, the nearest cross road to the site and the north point.

        A recent survey of the site undertaken by a Licenced Surveyor, which indicates existing ground levels of the site in
        AHD, existing features of the site and verge, the location of lot boundaries and lot dimensions (the requirement for a
        Survey may be waived for minor applications, however details of existing ground levels and proposed changes to
        ground levels must be shown on the plans)

        A current copy of the Certificate of Title for the lot, showing ownership, lot dimensions and indicating details of any
        restrictive covenant/s, easements or other notifications on the title.

        Three (3) copies of a site plan, drawn ‘to scale’ showing the existing features of the site and the abutting verge,
        including:

                 existing building/s, signs, driveways, loading/unloading areas and individual
                 parking bays on site;
                 the existing uses of all building/s onsite and the use of outdoor areas onsite;
                 the location of the section of building or specific unit on site which involves the
                 proposed land use change;
                 existing areas of vegetation and landscaping;
                 existing fencing and/or retaining walls onsite;
                 existing stormwater drainage;
                 the location of the building/s on adjoining lots and state the use of the adjoining buildings; and
                 the north point for the site plan.

        Three (3) copies of all elevations, to scale, of the existing building/s onsite.

        Three (3) copies of all floor plans, to scale, of the existing building/s and shown in relation to the lot boundaries of the
        site.
        Provide written documentation with the application to assist in describing the proposed activity/development.
        (e.g. Details of the hours of operation, number of employees, describe the business operations, seating layout (eg
        restaurants), the number of patrons to the site/activity, the number and type of service vehicles and manoeuvring
        onsite)

        Provide written documentation to justify any non compliance or variations to planning requirements in relation to this
        application.


Change of Land Use (requiring new buildings/structures)

        A recent survey of the site undertaken by a Licenced Surveyor, which indicates existing ground levels of the site in
        AHD, existing features of the site, the location of lot boundaries and lot dimensions (the requirement for a Survey may
        be waived for minor applications, however details of existing ground levels and proposed changes to ground levels
        must be shown on the plans)

        Three (3) copies of a site plan drawn ‘to scale’, showing the proposed development/land use of the site, including;

                 the location of the new building or unit on site which involves the
                 proposed land use change;
                 existing car parking bays;
                 indicate the location of any new or changes to outdoor storage areas or other
                 outdoor land use activities/areas;
                 existing and proposed stormwater drainage;
                 proposed landscaping (including plant species);
                 any building additions which are proposed for the change of land use; and
                 the location carparking bays and any changes to car parking layout, driveways and crossovers.

        Three (3) copies of the specific floor plan of the building/s which will accommodate the new land use, including;

                 the proposed activities and land uses within each room or unit of the building;
                 the erection of any partitions/dividing walls to separate different land uses within the building

        Three (3) copies of elevations of all proposed signage, to scale, and including;

                 the colour of the sign and indicate if the sign is/is not illuminated;
                 the wording of the signage; and
                 the location of the signage on the buildings, or if a free standing sign indicate the location on the site plan.

        Provide written documentation with the application to assist in describing the proposed activity/development.
        (e.g. Details of the hours of operation, number of employees, describe the business operations, seating layout (eg
        restaurants), the number of patrons to the site/activity, the number and type of service vehicles and manoeuvring
        onsite)

        State if the site is currently connected to deep sewerage or if connection to deep sewerage is proposed as part of the
        proposal. If no deep sewerage is available then indicate what type of effluent disposal system will be used onsite.

        Provide written documentation to justify any non compliance or variations to planning requirements in relation to this
        application.

        Any landuse which is listed as a “D” or “A” use in the Scheme (refer Zoning Table) will require written justification for
        the land use – its appropriateness and compatibility in this location. Council consideration and the exercise of Council
        discretion is required for the non compliance/variation to any planning requirement and/or consideration of the “D” or
        “A” land use.
