REPORT OF THE CAPITAL PLANNING COMMITTEE May 5, 2003
Our Town Bylaws define capital items as having a value of $20,000 or more and a useful life of at least 3 years. The Capital Planning Committee’s report consists of the capital requests for fiscal year 2004 and a projection through 2008. Contained in this Warrant are the items we are recommending for your approval at this year’s Town Meeting. This year we instituted a quarterly status report on all outstanding capital projects. In arriving at our recommendations we: Toured the construction projects completed during the past year as well as those that are active but not yet completed. Reviewed those projects that were approved but not yet started. Toured the sites of capital project requests.
After discussions with the Department Heads, we are recommending the purchase of the capital items contained in the Capital Planning Article. The total amount being recommended is $2,678,848.42. Of this amount, $175,000 will come from the Water Fund, $440,000 from the Sewer Fund, $586,000 will be bonded, $705,000 will be borrowed from the Massachusetts Water Pollution Abatement Trust, $632,848.42 from the Undesignated Fund Balance and 140,000 from Tuition for Full Day Kindergarten. The Capital Planning Committee would like to thank the department personnel, appointed officials and the elected boards for the time and effort spent in preparing the capital requests and working with our committee.
