Report on Attendance at the Halon (HTOC) Meeting Don Thomson (Past Chair) attended and represented MOPIA at last months Halons Technical Options Committee (HTOC) meeting in Manchester, United Kingdom (21-23 January). He reports that: At the 19th Meeting of the Parties to the Montreal Protocol (September 2007) Decision 16 requested the HTOC to address 7 issues regarding halon issues facing the Signatures. The issues addressed deal with the projected regional imbalances on availability of halons, investigate and propose mechanisms to better mitigate such imbalances, operation of Halon Banks, annual halon consumption, need for halons to support critical or essential equipment to end of life, difficulties RMC Bulletin Refrigerant Management Canada (RMC) (www.hrai.ca/rmc/bulletins.html) has issued their latest industry bulletin. They noted they have achieved a major milestone by collecting over 1.2 million kilograms and destroyed one million kilograms of refrigerants. These refrigerants were ozone damaging and/or contribute to climate change. RMC is also encouraging Environment Canada to revise the federal regulations to mandate halocarbon manufacturers and importers to be included in the RMC (levy) stewardship program. At present, HFC’s are not included. in accessing halons to support that equipment, encourage parties to inform critical users of halon to reduce their reliance on halons and to draw the attention of the International Maritime and International Civil Aviation Organizations as to the need to reduce their reliance on Halons. The committee met for 3 days of meetings to address these issues. The first draft of their Report is to be forwarded to the Ozone Secretariat by April 1st with the final report being available for the 20th Meeting of the Parties. Upcoming Events The Manitoba Geothermal Energy Alliance (MGEA) will be hosting their 2nd Geothermal Energy Conference and Trade Show on Saturday March 15 at the Victoria Inn in Winnipeg. This breakthrough utilizes a number of advanced thermal, insulating, and heat-pump technology all condensed into a standard 500ml can. An all natural refrigerant contained within a vacuum draws the heat from the beverage through an evaporator into an insulated heatsink container. It’s this action that can reduce the temperature of the beverage by 16.3oC in less than three minutes. The technology uses no CFCs, HFCs or carbon dioxide in the chilling process – as previous experimental models utilized up to one ounce of HFC-134a – a climate changing substance 1,300 times more powerful than carbon dioxide. UV Levels There are several excellent internet sources for instant or recent ozone data. The Manitoba Eco-Network is hosting their 25th Anniversary Gala Dinner and Dance on March 8 at 6:30 pm in Winnipeg.
