					SHARED CORPORATE SERVICES

As you would be aware, the creation of the Southern Adelaide Health Service (SAHS) has
presented an opportunity to consider the development of joint corporate services across the
region.

Exploring the potential of shared or centralised corporate services is one of key objectives of
the Southern Health Board for 2004/05. In recent years a number of public and private
organisations have successfully used this strategy to improve their systems and achieve
financial savings.

I am keen for us to explore whether shared corporate services will offer the region a blend of
the best features of centralised and decentralised corporate service models.

In common with a centralised approach, shared corporate services could provide us with
common systems and procedures, consistent standards, economies of scale and a critical
mass of skills. It would also allow us to take advantage of synergies and innovation across the
region.

In line with a decentralised approach, it is envisaged that health units would maintain control
of decisions and obtain recognition of local priorities through service level agreements and
client management strategies. Should shared or centralised corporate services be realised,
the service model would (where practicable) allow health units to retain direct access to key
local experts in relation to corporate operational activities.

To progress this matter a working party has been established, representative of key corporate
personnel from across the region. The Repatriation General Hospital has also accepted an
invitation to participate. This working party will determine:

               •   what functions are in scope
               •   methodology for collecting and analysis of data
               •   risks and risk management response
               •   provisional implementation plan, including timelines and milestones
               •   communication and change management plan
               •   evaluation methodology

The working party’s deliberations will be presented to Regional Executive to consider and
determine whether there are sufficient advantages to move forward.
