The Volusia County Council has expressed its desire to explore alternative solutions to
the increasing animal population, the resulting number of animals euthanized and
abandoned, and the rising costs associated with housing animals through contracts.
At the January 2006 Animal Control Board meeting, a letter from the Greater Daytona
Dog Fancier's Association was received and read. The letter stated that their board and
members voted to donate $50,000 toward the purchase of a mobile spay neuter clinic.
This letter served as a commitment from the Association for that action.
The mobile spay neuter clinic is a bus formerly operated by the ARNI foundation. ARNI
has given Volusia County first option for the acquistion of the bus for its continued use
as a mobile spay neuter clinic. A total of $100,000 has been set by ARNI for the bus.
The Animal Control Board accepted the letter and voted to recommend that the County

Council approve the purchase of the mobile clinic. The Animal Control Board
recommends that Volusia County accept the offer of the $50,000 donation, and match
the donation by using funds currently budgeted for the rebate program.
The Animal Control Board recommends that the County Council terminate the current
rebate program in order to free up funds for this purpose.
Further, the Animal Control Board recommends that the County Council give approval
for animal control to use license fees to help support the operating budget of a mobile
spay neuter clinic.
As envisioned the mobile spay/neuter program would operate with one veterinarian and
two veterinarian technicians,($145,000 either employees or by contract- to be
determined) operating costs of $90,000 for a total cost of $235,000. An appropriate fee
schedule would be developed prior to the implementation of the program which would be
brought back to County Council for approval. Based on the experience of the ARNI
program we expect to perform 20-25 surgeries per day or a total of 5000-7500 surgeries
per year.(based on 50 weeks of operation)
The mobile clinic would be used for spay and neuter of animals in the unincorporated
area of Volusia County and participating municipalities.
It is anticipated that this program would begin to reduce the number of
unwanted/abandoned animals picked up by animal control officers and impounded at
animal shelters. If approved the program would start October 1, 2006.
In order to implement this program, the County Council may consider the following:
1. Accept the $50,000 donation from the Daytona Dog Fancier's Association
2. Suspend/discontinue the existing rebate program as of 30 April 2006 which makes
$38,000 available for the acquistion of the mobile clinic.
3. Authorize the acquistion of the unit with the funds described above for a total cost
not to exceed $100,000 with the balance ($12,000) coming from the operating budget of
4. Approve the Mobile Spay and Neuter Clinic for operation beginning October 1, 2006
with an annual operating cost of $235,000. Funding for this project will come from
$68,000 currently budgeted for spay neuter rebate program, $42,000 from animal
licensing fees, and an additional appropriation of $125,000 in the FY 2006-2007
operating budget in the county-wide municipal services district (MSD) fund. Use of MSD
funds may be offset by municipalities desiring to purchase time for the mobile clinic in
their respective jurisdiction.

RESOLUTION OF THE COUNTY COUNCIL OF VOLUSIA COUNTY, FLORIDA, AMENDING THE
FISCAL YEAR 2005-06 BUDGET, CHANGING THE ESTIMATED TOTAL REVENUES, SURPLUS
AND EXPENDITURES AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, changes in anticipated revenues and expenditures of the County of Volusia
necessitates a revision of the appropriations for Fiscal Year 2005-06.
NOW, THEREFORE, BE IT RESOLVED by the County Council of the County of Volusia, Florida,
in open meeting duly assembled in the Thomas C. Kelly Administration Center, DeLand, Florida, this 6th
day of April, A.D. 2006, as follows:
