					BUILDING CODE MONTHLY REVIEW
                                                                                           November 2008
The Brevard County Building Code Monthly Review discusses issues of interest, including new code information and a
brief status of the permit activity for the unincorporated area of Brevard County. Additional information and complete

What’s New?

PLASTER LATH INSPECTION:
Beginning January 1, 2009 the Building Code Division will be requiring a plaster lath inspection prior to the application
of any plaster to sheathed wood framed exterior walls. Wind driven rain events in recent years has attributed to increased
reports of exterior plaster cement wall covering (stucco) failures. Investigation has revealed that many stucco installations
do not meet minimum code requirements. The following points are provided to assist in achieving code compliant
construction:

•   Exterior cement plaster must comply with ASTM C 926 and ASTM C 1063.
•   ASTM C 926 requires a three coat system applied to a metal plaster base for stucco installed over sheathed wood
    frame construction with a minimum total plaster thickness of 7/8”.
•   A water resistant barrier and bond break must be applied over the wood sheathing and must provide a minimum
    performance at least equivalent to two layers of Grade D paper.
•   Tyvek and similar house wrap products must be listed as a stucco water resistant barrier or a bond break must be
    installed over the house wrap, i.e., paper backed lath, Grade D paper, or 15# felt.
•   Metal plaster base (plaster lath) must be installed in accordance with ASTM C 1063.
•   Provisions for drainage must be provided at the bottom of stucco wall coverings. Relief of stress and release of
    moisture must also occur where two dissimilar base materials meet, such as second story wood frame construction
    over first story masonry by use of weep screeds, control joints, or expansion joints designed to drain water,.
•   Design professionals must include the reference standards ASTM C 926 and ASTM C 1063 on construction drawings
    when specifying exterior plaster wall coverings. The plans must note the number of coats and thickness of each and
    the total plaster thickness.
•   The design professional should also include specifications for the application of paint or paint systems to include the
    application of any sealers and/or primers.

Optional suggestion: Construction plans should include notes defining owner maintenance responsibilities and contractor
responsibility to inform owner of maintenance requirements.
 
BUILDING CONSTRUCTION ADVISORY COMMITTEE:

The Brevard County Building and Construction Advisory Committee reviews and makes recommendations
concerning such codes, ordinances and resolutions which may potentially impact the building construction
industry in Brevard County to the Board of County Commissioners of Brevard County, Florida. The
Committee meets the second Wednesday of each month at 1:00 p.m. in the Space Coast Room at the Brevard
County Government Center. The meetings are open to the public.
