Figure 3.0 illustrates more clearly the population density of Test Valley compared to England and the South East, and also the diverse
nature of the population spread throughout the different wards within the borough. In comparison to the South East and England, Test
Valley has low population density. However, there are considerable differences in density across the borough. The density of an area is
significant in determining whether an area is urban or rural and can have an effect upon the quality of life of the residents living there.

Map 3.0 Population density within Test Valley

The map below illustrates the areas within Test Valley that are relatively densely populated and the areas where the population is more
thinly spread. It highlights the fact that the most populous areas are the two towns within the borough – Andover and Romsey.

                                                      High Density Area – areas with a highly dense population have been associated
                                                      with problems of social exclusion. Social exclusion is a short–hand term for what
                                                      can happen when people or areas have a combination of linked problems, such as
                                                      overcrowding, unemployment, discrimination, poor skills, low incomes, poor
                                                      housing, high crime and family breakdown.

                                                      Low Density Area – people living in areas of low population density may be at risk
                                                      of isolation, especially where transport options are limited. The elderly are
                                                      especially at risk in these areas.
