2. Category of Services:

   The provision of ICT support services to the National Assembly for Wales, which
   will support business functions through a strategic partnership arrangement.
   Some further information on the potential scope of the services to be provided
   is included in the Supplier Prospectus.

   The value of the services to be provided will be influenced by the responses,
   which the Assembly hopes to receive following this notice. This is part of the
   market consultation, which will inform this procurement process. However,
   the current contract for ICT support for the Assembly has an estimated value of
   £12 million per annum


3. Estimated Date for Initiating Award Procedures:

   Initial discussions with suppliers will commence immediately from the date of
   this notice and will continue through August and September 2001. It is
   envisaged that the full advertisement, initiating the award procedures will be
   placed in April 2002.
4. Other Information:

   The Assembly has a requirement for ICT support which as a minimum should
   involve a Strategic Partnership, which would develop a mutually beneficial
   working relationship for the delivery of a full range of ICT services, including
   programme and project management support. The Assembly’s current contract
   for such services will expire on 11 January 2004.

   The Assembly has undertaken a Scoping Study review, which identified a range
   of options for the scope of the service delivery requirement, which included
   services additional to those provided by the current contract. In addition
   consideration was given to the possibility of facilitating the provision of
   services to other parts of the public sector in Wales.

   Potential service providers should be aware that the Assembly with other
   partners in Wales has issued a request for information on Broadband Provision
   in Wales concerning alternative methods for developing a broadband wide area
   network for the public sector in Wales. This notice was dated 7 July 2001 under
   the OJEC ref. no 2001/S 129-087986.

   The Scoping Study recommended that market consultation should be carried
   out to ensure that the process being undertaken and the options ultimately
   developed for the procurement are properly informed. The Management Board
   of the Assembly has endorsed the Scoping Study.

   The Assembly has produced a prospectus as a discussion document and wishes
   to invite potential service providers to discuss options for service scope and a
   possible strategic partnership agreement. The prospectus is available from the
   date of this Notice.

   Anyone interested in making suggestions in respect of the options for the
   intended procurement or otherwise commenting on it should write to the
   address mentioned above following which the prospectus will be sent to them.
   It is intended that the responses should be taken into account in guiding the
   procurement process.

   Potential service providers are asked to note that discussions should be
   completed and any proposals submitted to the National Assembly no later than
   28th September 2001.

   The National Assembly intends that suppliers responding to this notice will, in
   addition to receiving the prospectus referred to, be offered the opportunity of
   further direct briefing by relevant Assembly Officials. The Assembly will
   determine how best to provide this opportunity in the light of the scale of the
   response to this notice.
