By Palm Beach County Ordinance 98-22 definitions, “Hobby Breeder shall mean any person who intentionally or un-
intentionally causes or allows the breeding or studding of a cat or dog or engages in the breeding of up to two (2) litters of dogs
or cats, or nineteen (19) dogs or cats per household or premises per calendar year whether or not such animals(s) are made
available for sales, adoption, or other placement.”

                          FAQ’s about Hobby Breeder Permits
Palm Beach County Ordinance 98-22 Section 2 Definition for:
Hobby breeder shall mean any person who intentionally or unintentionally causes or allows the breeding
or studding of a dog or a cat or engages in the breeding of up to two (2) litters of dogs or cats or nineteen (19) dogs or
cats per household or premises per calendar year, whether or not such animal(s) are made available for sale, adoption,
or other placement.
1. Do I need a Hobby Breeder Permit? A hobby breeder is anyone who intentionally or unintentionally breeds
    up to 2 litters or 19 kittens/puppies per year. Even if the resulting pregnancy was accidental, you must obtain
    a permit in order to sell or give away or otherwise place the puppies or kittens.
2. I own a male; do I still need a permit? Persons who own stud dogs or stud cats for breeding in Palm Beach
    County must also obtain a breeders permit.
3. I have a Free Hobby Breeders Permit, do I still need to renew every year? Yes, all permits must be renewed
    annually.
4. How much does a permit cost? The fee for a permit is $150.00 annually (except for those breeders who
    applied for their permits prior to August 1, 2008). All Hobby Breeder permits expire on January 1st of each
    year and must be renewed prior to expiration.
5. What is a “Quarterly Placement Report”? on a quarterly basis (4 times a year), the Hobby Breeder shall
    provide the division with the name, address and telephone number of the new owner of any dog, puppy, cat
    or kittens placed in the county. Placement report forms are available from the Licensing and Enforcement
    Department of Animal Care and Control and are provided with new permits.
6. What if I don’t place or sell any animals during a quarter, do I still have to send in a Quarterly placement
    report? Yes, simply write 0 (zero) for animals placed or sold on your report and send it in via fax or mail. Or,
    you may also send us an e-mail reporting that no animals were placed or sold. If any litters were born during
    that quarter, you must report the number of litters born at the bottom of the report in the field titled
    “NUMBER OF LITTERS BORN THIS QUARTER”.
7. What if I sell an animal to someone outside the county? The owner information of animals placed outside of
    Palm Beach County does not need to be reported, however, the birth of the animal itself should be reported
    as part of a litter born in the previous quarter on your Quarterly Placement report.
8. Do I have to list my permit number in ads to sell or place animals? Yes, the permit number must be listed on
    all advertisements, literature, postings, or signs concerning the free giveaway or sale of puppies, dogs, kittens
    or cats of the permit holder.
9. How can I get more information about permits? You can view the Palm Beach County Animal Care and
    Control Ordinance of 1998 online at http://www.pbcgov.com/publicsafety/animalcare/. See Ordinance 98-22
    under the Animal Care Directory. Once you’ve clicked on that section you can look for Section 29 “Hobby
    Breeder Permits”.
10. Do my animals need tags if I have a Hobby Breeder permit? Yes, cats and dogs 6 months of age or older are
    required to have a County Rabies Tag.
