POSITION: ACCOUNTING MANAGER-DEPUTY AUDITOR--AUDITOR'S OFFICE
POSITION NUMBER: 217.00

1.0      MAJOR FUNCTION AND PURPOSE

1.1      Employee in this position is the principal accountant for Island County and is responsible
         for all aspects of the accounting process using considerable discretion in the methods and
         application of generally accepted accounting principles and Washington State Budgeting,
         Accounting and Reporting System requirements (BARS). Employee will apply his/her
         knowledge and experience with internal auditing procedures and reports as well as
         government grant accounting.

1.2      Manage accounting functions for the County; including accounts payable, disbursements,
         payroll, general ledger, annual audit, preparation of financial statements and payment of
         junior taxing district expenditures.

1.3      Maintain records and compile data used in the preparation of annual financial statements
         in accordance with GASB, accounting principles, statutory requirements and resolutions
         of the Board.

1.4      To provide accounting support, information and monthly reports to management of other
         departments in a reliable and timely manner.

1.5      Maintain master files and controls in the monthly processing of the county-wide
         accounting system.

1.6      Maintain policies and procedures to provide an effective system of internal control.

2.0      SUPERVISION RECEIVED

2.1      Employee in this position is given significant discretion, within the scope of policy and
         regulations, in the routine performance of his/her duties; administrative direction is
         provided by the Chief Deputy Auditor and the Auditor.

3.0      SUPERVISION EXERCISED

3.1      Employee in this position normally supervises the Accounting Staff of five including
         payroll, disbursements, and monthly financial records with respect to all areas of the
         accounting discipline. Assist in training and monitoring other departments and funds in
         accounting policies and procedures.

4.0      SPECIFIC DUTIES AND RESPONSIBILITIES

4.1      Accurately maintain county wide accounting system books and records in accordance
         with generally accepted accounting principles, and BARS maintaining acceptable internal
         control procedures. This includes but is not limited to all funds and accounting
         subsystems, payroll, fixed assets, job ledgers, grants, etc.

4.2      Responsible for the accurate preparation of annual financial statements and the related
         audit with zero tolerance for errors.

4.3      Responsible for preparation of monthly, quarterly, and year end federal and state
         reporting requirements with zero tolerance for errors.

4.4      Responsible for providing reports to senior level managers and departments as requested.

4.5      Assist in elections and any other auditor     department as needed.

4.6      Consistent and regular attendance.

4.7      Perform other tasks as directed.

5.0      DESIRABLE QUALIFICATIONS, KNOWLEDGE, SKILLS AND ABILITIES

5.1      Working knowledge of Washington State WAC and RCW, tools, instruments, equipment,
         and techniques commonly used in the performance of accounting and staff support
         functions and related tasks.

5.2      Maintain a high standard of accuracy, completeness, and efficiency in the preparation of
         reports, financial statements, and other duties in a timely manner.

5.3      Ability to quickly grasp new techniques, deal with rapid changes, remain calm in stressful
         situations and relate to various personality styles in a calm, professional manner.

5.4      Effectively communicate with others both in writing and orally, for purposes of gathering
         and relating information, including maintaining a high level of efficiency and decorum in
         dealing with the public and elected officials.

5.5      Maintain confidentiality of sensitive information in all aspects of work.

5.6      Independent and self-motivated to complete required deadlines while simultaneously
         completing other tasks. Must be able to balance multiple projects/tasks simultaneously.

5.7      Complete knowledge and familiarity with governmental accounting methods and
         standards including the ability to research complex accounting issues and maintain
         statutory compliance of programs, grants and budgets.

5.8      Ability to read and interpret accounting pronouncements, internal controls, RCW’s, and
         other statutory requirements.

5.9      Ability to effectively train, co-ordinate, and evaluate work of others while maintaining a
         team oriented environment. Train others in adopting computer applications and systems,
         policies and procedures, and improved efficiencies as required.

5.10     Mathematical skills and abilities are required to perform payroll and reporting functions.

5.11     Highly organized with an attention to detail.

6.0      EDUCATION, EXPERIENCE AND CERTIFICATES

6.1      Bachelor's Degree in Accounting.

6.2      Current CPA certificate.

6.3      A minimum of 5 - 7 years experience in government accounting, auditing and financial
         statement preparation or significant verifiable work experience encompassing these skills.

6.4      Working proficiency in word processing, spreadsheets, payroll software, and
         governmental accounting software.
