REQUIREMENTS                : A three year commercial degree plus
                            relevant  experience     in procurement
                            management/administration   or     policy

KEY RESPONSIBILITIES        : Advice and assist Provincial Departments on
                            the Supply Chain Management (SCM) policy;

                            Formulate Supply Chain Management policy
                            for the Free State Provincial Government;

                            Draft and issue Practice Notes;

                            Facilitate learning networks for the promotion
                            of communication and liaison between
                            different supply chain units;

                            Determine remedial action where policy does
                            not perform as intended;

                            Research procurement best practices and
                            incorporate such practices in provincial policy.

KEY RESPONSIBILITIES:   Formulate the framework of conditions to be
                        included in all Free State Provincial
                        Government Procurement Contracts;

                        Determine     the  reporting    requirements
                        regarding procurement by all departments;

                        Promote ethical standards to create an
                        environment where business can be conducted
                        in a fair, transparent and economic manner;

                        Ensure uniformity of procurement systems in
                        the Free State Provincial Government;

                        Ensure that provincial policies and directives
                        are not inconsistent with national prescripts;

                        Promote      transparency    and      effective
                        management in respect of procurement by
                        Provincial Departments and Public Entities.

                        Manage the SCM complaints              receiving

REQUIREMENTS            : A three year commercial degree with
                        Economics as one of the fully passed subjects
                        plus extensive experience in procurement and/ or
                        economic analysis/development environment.

KEY RESPONSIBILITIES:   Monitor and advice Departments on the
                        implementation of the Preferential Provincial
                        Procurement Framework Act (PPPFA);

                        Monitor the training of procurement practitioners
                        in the implementation of the PPPFA so as to
                        ensure that costs and outcomes of the PPPFA are
                        assessed adequately and the merits of the
                        systems are clearly understood;

                        Ensure that departmental procurement practices
                        assist meaningfully in the achievement of the
                        provincial economic objectives through careful
                        combination of financial, technical and BEE
                        components;

                        Monitor and regulate all matters pertaining to
                        preference and to ensure that no departmental
                        policy directives are in conflict with the provisions
                        of the PPPFA;
                          Assess and periodically report on the economic
                          impact of public procurement on the provincial
                          economy and its effects on the growth potential
                          and sustainability of BEE firms operating in the
                          key sectors of the economy etc;
