					         Notice Pursuant to Texas Local Government Code Section 152.013 Regarding a proposal by Young County Commissioners Court to Increase
          Salaries, Expenses and Allowances of Elected County and Precinct Officers for Fiscal Year 2009 (October 1, 2008 – September 30, 2009)

        In accordance with Texas Local Government Code Section 152.013(b), the Young County Commissioners Court gives notice that the Young County Commissioners Court will hold
a public hearing to set the salaries, expenses and other allowances of elected county and precinct officers of Young County for Fiscal Year 2009. The hearing will be held in the
County Courtroom, Room 106, Young County Courthouse, 516 Fourth Street, Graham, Young County, Texas on Monday, September 8, 2008 at 10:00 a.m.
        At the conclusion of the public hearing, the Commissioners Court will set the salaries, expenses and/or allowances for elected county and precinct officers for Fiscal Year 2009. The
current salaries and allowances of such officers are set forth below, together with the amounts of the proposed increases. The 27th payroll from FY2008 skews the amount shown for the FY2009
net compensation increase shown on the below table. The base County Salary of each of the below listed elected officers is actually proposed to increase by $1,355 from FY 2008 levels. The only other
increase was in the Commissioners vehicle allowances which is discussed in Note 5 below.
        The Commissioners Court gives further notice that a complete copy of Young County’s Proposed Budget for Fiscal Year 2009 is now available for public review and inspection in
the office of the Young County Clerk, Young County Courthouse, Room 104, 516 Fourth Street, Graham, Texas and on Young County’s website at www.co.young.tx.us. The Proposed
Budget is a work in progress and is normally revised several times before a public hearing is held on the Proposed Budget.

Notes:

1.       All elected county and precinct officers participate in Young County’s retirement plan to the same extent as unelected county employees.
2.       All elected county and precinct officers have the right to be covered under the county’s health insurance plan to the same extent as unelected county
         employees.
3.       Responsibility for payment of Juvenile Board Service Fees is divided between Young County and Stephens County.
4.       State Funded Salary Supplements are paid by the State of Texas. However, Young County is required to pay the employer’s portion of payroll taxes
         attributable to the supplements and is required to fund the increased contribution to the official’s county retirement plan
         based on the amount of the supplement.
5.       Young County’s Commissioners use their private vehicles to perform county road work and to perform other duties of their elected positions. Before
         FY2009, Commissioners were authorized to use fuel out of Young County’s fuel storage tanks in their personal vehicles for county purposes and to
         charge fuel for their personal vehicles to the County for county purposes. Under the proposed budget for FY2009, effective as of October 1, 2008, no
         elected official or employee of Young County would be authorized to use fuel out of Young County’s fuel storage tanks in their personal vehicles or to
         charge fuel for a personal vehicle to the County for any purpose. To compensate the Commissioners for the loss of use of county fuel in their personal
         vehicles, the Commissioners’ vehicle allowances for in county travel have been proposed to increase from $7,200 in FY2008 to $14,400 in FY2009.
6.       The County Sheriff is provided with a vehicle and fuel for that vehicle by Young County.
7.       Young County pays its employees on a bi-weekly basis. As a result, every seventh fiscal year has a 27th pay period. Fiscal Year 2008 was such a fiscal
         year. In order to avoid shortchanging employees for time worked, it is necessary to make an extra payroll payment every seven years. To determine the
         true annual salary for an elected county or precinct officer for FY2008, the amount stated above for the 27th payroll in FY2008 should be deducted from
         FY 2008 Total Cash Compensation and the proposed increase in salary likewise adjusted. However, for purposes of complying with existing law
         pertaining to publication of notices of proposed salary increases, the 27th payroll must be included with FY2008 numbers in this notice.
