1. APPOINTMENT OF CHAIRMAN ‘
Decision
AGREED to appoint lan Blake to the position of Chairman of the Selection of Chief
Police and Fire Officers’ Sub Committee.
PROCEDURE - lan Blake thereupon assumed the role of Chairman
2. LOCAL GOVERNMENT (SCOTLAND) ACT 1973
Decision
AGREED to adopt a resolution to exclude the public from the meeting in terms of
Section 50A(4) of and paragraph 1 of Part of Schedule 7A to the Local Government
(Scotland) Act 1973.
3. BUSINESS CONTINUITY ARRANGEMENTS - Report dated 10 December
by Chief Executive.
Decision
3.1 NOTED the agreement of the Fire Authority to second the Chief Fire Officer to
Highland and Islands’ Fire and Rescue Authority for a period of up to12 months
commencing 17 January 201 0;

3.2 having considered the presentation by the Chief Fire Officer on the
management succession plan arrangements and options to cover the twelve months
secondment of the Chief Fire Officer which took effect from 17 January 2010 and
having taken advice in respect of the delegations in place for this Sub-Committee
and the authorities and best practice in respect of succession planning and the
relationship between the Gold Command continuity arrangements and management
structure plan for 201 011 1 as follows:-
3.2.1 there were two competent candidates for the position of Chief Fire Officer and
Deputy Chief Officer for the twelve month period of absence of the Chief Fire Officer;
3.2.2 that, recognising that Mr Wynne would continue to provide professional
support and that the Chief Executive would provide managerial support for the
continuing development of officers appointed to these positions, Mr Gerry Campbell
be appointed to the post of Chief Fire Officer with effect from 17 January 2010 and
for the first six month period and Mr Colin Scott to the post of Depute Chief Officer
for that period and that thereafter Mr Colin Scott be appointed to the post of Chief
Fire Officer for the second six month period and Mr Gerry Campbell to the post of
Depute Chief Officer; and

3.3 to commend for consideration at the 7 January 2010 meeting of the Police
Fire and Rescue Committee revised management arrangements and structures for
the Fire and Rescue Service as reflecting business continuity arrangements and a
future structure for the service and thereafter for these structures to be issued for the
formal 90 day consultation period as part of the improvement plan.
