COMBINED CADET FORCE (RN) MONTHLY BULLETIN - SEPTEMBER 2008

THE NATIONAL REGATTA

1.    In perfect (sunny!) conditions the 2008 National Regatta was held in
Portsmouth Harbour over the weekend of 19 - 21 September 2008.

2.      Congratulations to those Cadets who coped very ably on their first encounter
with such a strong tidal stream and also to Lieutenant Commander Mickey Finn MBE
(CCF (RN)’s Afloat Training Officer) and his ‘all - action’ afloat team of Regatta
managers, umpires, recorders and safety boat crews in addition to the shore teams for
their organisational inputs.

3.     Winners are at paragraph 37 and the overall results will be in the October
Bulletin.

WHAT’S ON? - AUTUMN 2008

4.    As we go to press, we are approaching the end of the 2008 programme of
Camps and Courses with Joining Instructions having been sent to participants in the
remaining Autumn Leadership Courses and the ‘Fox Terrier’ yacht sailing / yacht
management weekends.

5.    Additional 2008 events - afloat and ashore - are at paragraphs 6 - 17 below.

PROPOSED ENHANCEMENT OF THE ‘MINE COUNTERMEASURES SEA DAYS’
AT HM NAVAL BASE, FASLANE - WEEK STARTING MONDAY 15 DECEMBER
2008

6.    The well established formula for the MCM Sea Day in December annually has
served us well for many years.

7.     However, as many readers will already be well aware, we are constantly
looking to expand the range and diversity of opportunities available to CCF members -
afloat and ashore - and it is intended to introduce this year a second day to the
package.

8.      This new 48 hour visit programme will enable participants to become
acquainted with the role and operation of additional Royal Naval and Royal Marine
Units of particular interest which are based in, or operate from, Faslane Naval Base.

9.    The visit programme is being finalised at the moment and the calling letter at
Enclosure 1 should be returned to CCF (RN) Headquarters by 5 November 2008.

10.    A Memorandum nominating successful applicants and giving comprehensive
arrangements and timings for the acquaint visit will then be sent to CCF Sections
within Schools.

11.   Strongly recommended. Go for it!

2008 CCF RUGBY 7s ANNUAL TOURNAMENT 12 OCTOBER 2008

10.    As promulgated in recent monthly Bulletins, the 2008 CCF Rugby 7s annual
Tournament will be held at HMS Sultan in Gosport on Sunday 12 October 2008 with
teams being accommodated onboard HMS Bristol in Portsmouth on the Saturday
evening.

11.   We are looking forward to welcoming 7s teams from Arnold School, St
Edward’s (Oxford),The Oratory School, Haileybury College, Gresham’s, Campbell
College, Victoria College, Sandbach School and Worksop College.

12.    There are still vacancies for the tournament which is always a fun day
combined with a good standard of 7s. Point of contact is Chief Petty Officer Gary
Aldridge MBE (Tournament Director) on 07867-550268) who gladly fit you in to the
programme.

CCF (RN) OFFICERS’ ADVANCED REFRESHER COURSE AND NUCC DINNER 21
/ 22 NOVEMBER 2008

14.    The Officers’ Advanced Refresher Course will be held in the Fisher Hall, HMS
Excellent on the forenoon of Saturday 22 November 2008 with the 34th Anniversary
Dinner on the previous evening at which Vice Admiral Alan Massey, who has recently
assumed the duties of Second Sea Lord, will be our principal Guest and speaker.

15.   Additionally, Captain Colin Welborn Royal Navy and Lieutenant Colonel Roger
Armstrong who have relatively recently assumed the duties of Chief of Staff (Youth) to
FOSNNI and SO1 (Youth and CCF) respectively, hope to be with us.

16.    Chris Donnelly, Senior Fellow at the United Kingdom Defence Academy (and
pupil while at Bournemouth School of Commander (CCF) Bryant Sanders RNR, our

previous Chairman) has been requested to talk to us on his specialist subject of
‘ NATO Nuclear Policy’ on which he is an acknowledged expert and a renowned and
very accomplished speaker.

17.   The calling letter is at Enclosure 2. Reply slips to our Chairman by 1 November
2008, please.

REGIONAL REGATTA

18.    Despite a very windy and wet September weekend the North West Region’s
sailors plus teams from Sedbergh and RGS Newcastle successfully held their regional
Regatta at Southport Lake while being buzzed by the Red Arrows performing at
Southport Air Show.

19.    Congratulations to James Wenmouth (Sebergh) who won every race in the
Pico class, to the MTS Crosby team who dominated the Bosun and Topper classes
and to Lieutenant Fred Oatway (and his family in the Galley) who made it all happen.

20. Well done indeed!

AVAILABLE FUNDING

21.    A significant amount of funding has, happily (and surprisingly!) become
available to us in the current financial year to purchase items which would benefit the
operation, training and effectiveness of CCF (RN) and its members in the widest
sense - particularly as regards Adventurous Training.

22.   Bids to Mrs Diana Foord (02392-727709) with a short brief on the item’s benefit
and cost.

23.    As the payment process for any items would have to be not only completed but
also accounted for by February 2009, early response is needed so that we can seize
this opportunity which is unlikely to reoccur!

24.   Go for it - but sensibly, please!

ARE YOU IN THE LOOP?

25.     Officers in charge of RN Sections are requested to ensure that monthly
Bulletins are made available to all RN Section Officers and also to all associated with
the Section.

26.   Effective distribution of the Bulletin makes, of course, an important contribution
to the organisation and success of a Section and therefore the enjoyment of its
members.

COMMANDER (CCF) ALAN PAUL RNR

27.   As many readers may already be aware, Commander (CCF) Alan Paul Royal
Naval Reserve has died. His funeral at Willingdon Church in Eastbourne on Thursday
11 September 2008 was attended by his very many friends from all arms of the Cadet

Forces and his colleagues from Eastbourne College where he served the Royal Naval
Section with distinction from 1979 until 2005.

28.   Dedicated to the development and care of those young people fortunate
enough to have been placed in his charge, the number of Camps, Courses and Field
days with which he had been involved reached 1200.

29.     I am sure that all will wish to join us here in extending our heartfelt condolences
to Julia and her family.

STAFF UPDATE

30.    Welcome back to Captain Rob Ginn Royal Marines who has returned to full
time duty as the Staff Officer, Royal Marine Youth Training (SO RMYT) on recovering
from a broken leg.

31.   Welcome to Warrant Officer (Royal Marines) Andrew Brownrigg who has
assumed the duties of CCF (RN) Area Instructor in the North West of England. The
co-operation of the Royal Marines in enabling us to fill this post which has been
gapped for service reasons for 18 months is hugely appreciated.

32.  Welcome to Chief Petty Officer Paul Barnard who has assumed the duties of
CCF (RN) Area Instructor in the Southern Area vice Chief Petty Officer Keith Marsay.

33.    Vigorous negotiations have taken place to secure a relief for Chief Petty Officer
Neil Elvery in the Western Region. Chief Petty Officer Winter will join on 16 October
2008.

1.      At the kind invitation of Commander S B Howell, Royal Navy, the Commanding Officer
        H.M.S. EXCELLENT, this year’s Dinner and refresher training will take place in HMS
        EXCELLENT on Friday 21 & Saturday 22 November 2008. Unless making their own arrangements,
        officers will be accommodated in HMS BRISTOL.
2.      Our principal guest will be the The Second Sea Lord, Vice Admiral Alan Massey CBE ADC who
        will address us after dinner on the Friday. This will be followed during Saturday forenoon by at least
        two presentations. A speaker from The National Defence Academy, Shrivenham will brief us on
        NATO Present and Future. This will be followed by additional briefs including outline plans for
        CCF (RN)’s involvement in the‘Cadet 150’ celebrations in 2010.
3.      The NUCC AGM will follow the presentations on Saturday and our Staff Officer, Lieutenant
        Commander Peter Cunningham will give his traditional Sitrep on CCF RN.
4.      It is anticipated that we will once again obtain the services of a volunteer band to entertain us during the
        dinner.
5.      If any members have points they wish to have discussed at the AGM, I would be grateful if they
        would contact me by letter so that these might be added to the agenda. Regrettably I will not be
        attending this year but your immediate, past Chairman, Commander Bryant Sanders MBE has kindly
        agreed to take the Chair in my stead.
6.      Returning the invitations. If you would like to attend the Dinner and refresher course this year, please
        complete the attached reply slip and return it to me at the address below by 7 November. Email
        reservatations are easier (pdh@pdh.co.uk). All CCF RN Officers who have attended either the Initial
        or Advanced Courses are eligible to attend together with all Royal Marines CCF Officers. As usual we
        look forward greatly to meeting officers new to the CCF.

7.      Nearer the time of the Course, the Staff Officer CCF (RN) will send out details of the training
        programme, including arrangements for pay and the cost of the weekend.
