					        TERMS OF REFERENCE FOR TOKTEN VOLUNTEER,
                          SUDAN
(TOKTEN Advisor on Criminal Justice Statistical Information System Management &
Analysis)

A. Background information:
The Minister of Interior is committed to the implementation of the functions and tasks
stated in the Transitional Constitution (2005). These include: preservation of the security
of the homeland and the citizens, protection of property, money and the national economy,
protecting unattended, lost, seized or confiscated property, prevention of crime and
detection of committed crimes, drug control, organizing and regulating the issuance of
arms and ammunition permits and licenses, undertaking the work of passports,
immigration, nationality and the civil registry, combating trafficking, protection of public and
private utilities from risks and disasters, management of prisons, undertaking the work of
customs civil protection, preserving the public order, organizing traffic, implementation of
verdicts and any legal decisions of a competent authority, disaster management and
prevention, among other function of the ministry.

A new (centralized) department for Statistics is established within the Ministry to deal with
data on criminal justice system and other statistical information related to various functions
of the Ministry. The main objective of this new department is to enhance proper
management of law and order in Sudan.

B. Sudan National organisation for placement of TOKTEN Volunteer:

1. Organisation requesting TOKTEN Volunteer: Ministry of Interior

2. Duty Station: Khartoum , Sudan

B. Job Description:

1 Title of TOKTEN Volunteer Post: TOKTEN Advisor on Criminal Justice Statistical Information
System Management & Analysis.

2     Number of TOKTEN Volunteers needed for the post: 1

3     Duration of TOKTEN assignment: 4 weeks

4. Expected starting date of TOKTEN assignment: 19 October 2007

5. Results expected of the TOKTEN assignment:

     Enhanced capacity in monitoring and evaluation, data collection, analysis and dissemination
     Awareness in criminal statistics
     Enhanced capacity in external assitance mobilisation

7. Description of responsibilities of TOKTEN Volunteer:
 Provide technical guidance for developing the monitoring and evaluation system of the new
   Statistics Department.

     Build capacity of staff of the Statistics Department, and other Directorates of the Ministry of
      Interior through an advanced hands-on training in data management, utilisation, design of
      data collection instruments, analysis, interpretation, and dissemination.

     Provide   technical   guidance   and    train       staff   on   external   assistance   moblisation.

D. Qualifications and experience required for the TOKTEN assignment:

1. Level of academic qualification and area of specialization: At least a Ph.D Degree in Law,
   Statistics, or Police Science with strong background in legal data management.

2. Professional experience: At least 7 years of professional experience in the police with
   expertise in legal data management and law-enforcement institutional management.

3. Language skills: Ability to communicate fluently in Arabic and English.

4. Personal Characteristics: Initiative, creative, and willingness to share knowledge with other
   professionals.
