Dear Accrediting Commissioner

Request for a Substantive Change: Distance Learning

Los Angeles City College is currently offering approximately 30 on-line classes. These classes do not
comprise 50% of a degree or certificate; however, the college governing bodies have determined the need
to offer both an on-line degree and several on-line certificates. We are requesting permission for a
substantive change to improve our institution by offering on-line courses that lead to a degree as well as a
number of certificates.

Our on-line classes have become increasingly popular and tend to fill before our regular classes. The
popularity of on-line classes has increased as the student population has become more proficient in
computer software. Another contributing factor for the increased demand for on-line classes may be the
cost of transportation and the impact on low-income and disadvantaged members of our community.
Many of the members of our community have work schedules and family and child-care obligations that
do not allow them to attend traditional classes.

By offering certificates and degrees on-line, we will increases the number of students who successfully
complete a degree or certificate and who meet the requirements to transfer to a four-year college.
