Qualifications Identified for Full Level 3 Repeats –Provider Briefing Note

Background

1. As part of the flexibilities within Train to Gain, employers can now access
funding for eligible learners who have already achieved a full Level 3
qualification, subject to availability of places.

2. This flexibility to fund learners to achieve additional ‘repeat’qualifications is
restricted to qualifications identified by Sector Skills Councils or sector bodies
   within their Sector Compact.

Eligibility

3. Unless a qualification is eligible for funding in Train to Gain as a first
qualification, it is NOT eligible as a repeat. Any updates to the list will be
checked before the list is updated, but if any ineligible qualifications have been
missed in this checking process at any time please contact
   Sarah.Baker@lsc.gov.uk.

4. Funding for repeat qualifications is the same as for first qualifications:

 For mainstream Train to Gain funding full L2 are fully funded for first and
  repeat.
 For mainstream Train to Gain full Level 3 there is an assumed employer
contribution of 42.5 % for first and repeat.
 In areas where there is availability of ESF funding for repeat qualifications,
current contractual arrangements apply and the LSC will review what is
available through ESF in line with changes to Train to Gain. For further
information please contact your usual LSC contact.

Updating the List

5. LSC National Office will amend the repeat level 3 list to correct any keying
errors e.g. aim reference numbers or where the qualification has been
identified as not meeting the criteria for a ‘ level 3.
                                                full’

6. Further information on the criteria for a full Level 3 entitlement can be found in
   the attached document.

7. Outside this process, the LSC will update the list as a result of new Sector
   Compacts announced.

8. The LSC are currently working through other Sector Compacts to clarify aim
numbers and this list will be amended accordingly.

9. SME Flexibilities

10. John Denham’announcement on 21st October 2008 outlined funding of

£350million to support training for SME’ At this time, the LSC is not aware of
the impact that this announcement will have on the additional qualification
flexibility within Train to Gain. Further clarification will be issued as soon as
   possible.
