       BE IT REMEMBERED THAT, notice had been duly filed and posted by the County 

       Clerk on the 3rd day of September 2009 at 8:45A.M. at a regular meeting of the 

       Commissioners' Court on MONDAY September 8, 2009 at 9:00 A. M. in the San 

       Patricio County Courthouse Commissioners Courtroom # 230 second Floor, Sinton, 

     . Texas. At which time the following subjects were discussed, concerned, passed, or 

       adopted. In accordance with the notice, the meeting was called to order at 9:00 A. M.

      The Court opened the regular meeting with the Pledges of Allegiance to the flag of the
      United States and to the flag of the State of Texas

      Commissioner Trevino made the motion seconded by Commissioner Price to pay all
      claims against San Patricio County dated September 2 & 4, 2009 Motion Carried 5-0

     1.6 	 HEAL TH DEPARTMENT
     Josie Michael informed the Court that the Indigent Health Care program had started the
     new fiscal year on September 1, 2009 and that she would be bringing a report in the next
     few weeks. She also stated that the Outreach program would be having Cadena De Madre
     meeting this week in Mathis on Wednesday, Aransas Pass on Thursday and Gregory on
     Friday. The Immunization Department has been busy with the flu vaccine and now that
     option is available to the pUblic. WI C is getting ready for the remodeling of their offices.
     Judge Simpson informed the Court that a contract had been received on Friday for
     additional funding for the HINI in the amount of $64,000.00. This contract is still being
     reviewed.

     1.7 	 ESTABLISHIING LOCAL DATA ADVISORY BOARD
     Commissioner Price made the motion seconded by Commissioner Trevino to approve the
     establishing of a Local Data Advisory Board as described by state law, no later than
     November 1, 2009 to submit the data reporting improvement plan to the Department of
     Public Safety no later than June 1, 2010. (Reference HB 2730 which added Section 60.10
     to the Code of Criminal Procedures) Motion Carried 5-0 See Commissioners' Court

     1.8     LRA EVENT AND FINANCIAL MATTERS
     Commissioner Price informed the Court that the LRA project Manager was working on
     putting together project needs assessment report to request grant funding for an additional
     six months. He also stated that a Regional Aviation Plan was being worked on and
     getting a group together so that in order of competing for funding they could try to have a
     united group.

     1.9 	   REPUBLICAN PARTY EARLY VOTING BALLOT BOARD,
             SIGNATURE VERIFICATION COMMITTEE, ELECTION JUDGES AND
             ALTERNATE JUDGES
     Commissioner Price made the motion seconded by Commissioner Moreno to approve
     Republican Party Judges and Alternate Judges. Motion Carried 5-0 See Commissioners'
     Exhibits Vol. 161 Pages 392-394

     1.10 	 PHASE II ENVIRONMENTAL SITE ASSESSMENT FOR INGLESIDE
            CORRIDOR FUNDING
     Judge Simpson made the motion seconded by Commissioner Price to approve $15,000.00
     for Phase II Environmental Site Assessment for Ingleside Corridor. Motion Carried 5-0

     1.11 	 SAFETY BOOTS FOR THE MAiNTENACE STAFF
     Commissioner Price made the motion seconded by Commissioner Nardini to approve
     providing safety boots for the maintenance department. (To be taken from the Building &
     Yards Budget) Motion Carried 5-0

     3.1 	 EMPLOYMENT
     Commissioner Trevino made the motion seconded by Commissioner Nardini to record
     the following employees' status changes implemented by the following departments of
     San Patricio County in accordance with current personnel policies, county budget, and
     state law and notification of such changes to the payroll division of the County
     Treasurer's Office.
                    a. 	 Julian A. Ruiz-Resignation---Patrol Deputy/Sheriffs Department full
                         time regular at $2,587.00 per month grade 29 effective August 31,
                         2009

4.     EXECUTIVE SESSION
Public Notice is given that the San Patricio Commissioners' Court may elect to go into
Executive Session anytime during the meeting to discuss matters listed on the agenda.
When authorized by the provisions of the Open Meeting Act chapter 551 of the Texas
Government Code. In the event the Commissioners' Court elects to go into Executive
Session regarding an agenda item, the section or sections ofthe Open Meeting Act
authorizing the Executive Session will be publicly announced by the presiding officer.
In accordance with the authority of the Government Code Vernon's Texas Codes, Section
551.071,551.072,551.073,551.074,551.076, & 551.086 the Commissioners' Court will
hold an Executive Session to consult with attorney(s) including matters related to
litigation; deliberation regarding real property; prospective gift(s); personnel matters;
including termination; security devices, and/or economic development negotiation and
other matters that may be discussed in Executive Session. Upon completion of the
Executive Session, the Commissioners' Court may in open session take such action as
appropriated on item discussed in an Executive Session

At 9:34 a.m. the Court with its attorney went into closed session in reference to Real
               Estate
At 9:39 a.m. the Court reconvened into regular session

Judge Simpson made the motion seconded by Commissioner Moreno to approve proposal
to be given to Aransas Pass Independent School District and City of Aransas Pass and
authorize Commissioners Trevino and Price to attend meeting on this project. Motion
