         Broadband Stimulus
   There will be a multitude of applications
      for RUS and the NTIA to evaluate.
 Applications that can differentiate themselves
        in value and scoring will favored.


Digital voice and converged applications add
value and financial viability
Anchor institutions need applications
           Scoring Applications
Voice is included
   Eligible purposes includes “finance construction or improvement [of]
   facilities required to provide other services over broadband”
   item 45: Network & Access Equipment including “next generation
   switches”
   item 49, Attachment K: “Subscriber Projection Table: Voice”

BIP scoring is very clear – and applicants “self score”
   Means most projects will score more or less the same
   Difference between winning and losing bids may come down to just a
   few points scored

There are specific areas we see MetaSwitch can add points
              Community Need

Many references to serving community – beyond just
Broadband access
   Critical community facilities (BIP item 8, 13, 14, 18, 19,
   20, 41)
   The NOFA asks (line 1010) for pricing package for critical
   community facilities – with self-scoring table (BIP item 56)
   giving 5 points if you discount by 25%.
Sustainability/Affordability
   Vital that project is viable (profitable) long term
   But also that service costs are affordable/good value

Combining Voice with Broadband brings specific benefits to
users – “21st Century Telephony”
   Blends voice and web, fixed-line and mobile e.g. visual voicemail,
   click-to-dial, SMS notifications, find-me-follow-me including mobile
   Need good quality web access for self-care; and with high-speed
   links new features become possible
       HD Audio
       Video calls
This kind of service will be commonplace for Urban
networks, Rural users deserve same level of service and
access
Can this be tied to other Recovery Act or Government programs
that Service Provider may be participating with.

   Innovative new services (ICM, click-to-dial...) ensure greater
   takeup and revenue
   Bundling options makes service more affordable
