Project Title: “Supply of Protection and Sustainable Development of Natural Resources
                       and Biodiversity in the Yıldız Mountains”


QUESTION-1:
Item 1.1 Server
Article 1.1.5: Fully-Buffered ECC technology, a new memory architecture, addresses the scaling
needs of both capacity and bandwidth and enables memory to keep pace with processor and I/O
improvements in enterprise platforms. It is ideal to have processor, I/O, and memory performing at the
same level to achieve a perfectly balanced platform. Therefore, Memory Standard should be changed
from ECC to Fully Buffered ECC.
ANSWER-1:
ECC is the minimum specification requested for memory standard. Higher specifications can be
accepted.



QUESTION-2:
There should be [19] Power: 2x350W hot SWAP for the server taking place in Lot-1 Item 1.1, and [9]
Power: 350W & 220-240 volt hot SWAP for the GIS Server taking place in Item 1.2. May we use
1x350 Watt instead this feature, which is stronger Power supply? What is your opinions regarding this
subject?

ANSWER-2:
The technical specifications describe the minimum requirements. There will be no change in the
specifications.


QUESTION-3:
Item 1.3 PCs

a) Article 1.3.7: Monitors with built-in speakers are not commonly used in the market. This eliminates
most of the brands and models. Therefore, please delete “built-in speakers” condition from the
specifications. Or can it be supplied with an external speaker instead? In that case, what will be the
specifications of the speaker? Please clarify.
b) Article 1.3.9: Can IEEE 1394 be supplied as an add-on?

ANSWER-3:
a) Item 1.3.7- Monitors with built-in speakers or with an external speaker are acceptable. Please see
     Corrigendum No 2.
b) Item 1.3.9- Yes, IEEE 1394 can be supplied as an add-on.


QUESTION-4:
1.4 Laptops
a) Article 1.4.8: Is battery weight included in 2,5 kg?

b) Article 1.4.11: Can IEEE 1394 be supplied as an add-on?

ANSWER-4:
a) Item 1.4.8. No, the battery weight is not included in 2,5 kg.
b) Item 1.4.11 Yes, IEEE 1394 can be supplied as an add-on.


QUESTION-5:
There haven‟t given any derogation for 1.10 Projectors, 1.13 Digital Camera 8 MP, 1.14 Digital
Camera 5 MP and 1.15 Fixed Cameras for external use items, that take place in LOT- 1: IT / OFFICE /
ELECTRONIC EQUIPMENT. There isn‟t any producer country regarding mentioned items in the
European Union. Is it possible to give derogation for the products taking place in LOT- 1?

ANSWER-5:
Projectors can be supplied from countries that have original certificate of origin as stated in Instruction
to Tenderers item 4 Origin. However, derogation will be granted for the items 1.13 Digital Camera 8
MP, 1.14 Digital Camera 5 MP and 1.15 Fixed Cameras for external use. Please see Corrigendum No
2.


QUESTION-6:
1.15 Fixed Cameras For External Use
What will be the configuration of the system? Will the cameras be recorded locally or will there be a
central station? If there is going to be a central station, how will the video be transmitted to there?
Furthermore, how long battery is supposed to feed the system? Will there be a steady 220VAC power
supply on each location, so that the batteries are used only as backup? Also, Is there a need for a pole
for installation of the cameras?

ANSWER-6:
The camera will be recorded locally. There is no central station. Battery life is supposed to be
approximately 30 days. There will be no power supply on the location. Batteries will be used to power
the camera. The camera will be hanged on a tree within a weatherproof unit. There is not any need for
a pole for installation of the camera. Please see Corrigendum no 2.


QUESTION-7:
There isn‟t enough explanation about camera taking place in LOT- 1 Item 15 (Fixed cameras for
external use – to observe and monitor wildlife-).That‟s why we kindly ask for the answer of below
questions:
a. How is the camera going to be used by itself? Wouldn‟t there be any watching and recording
    units?
b. What is the Lens feature of this cam?
c. Should we accept no electricity supply as you have requested accumulator and load?
d. How is accumulator charging going to be? Do we have to use for it sun panel, wind tribune, etc. ?
e. As the cameras are going to be used in external environment how are video signals going to be
   moved to centre? Wireless or devices with cable should we use? If the cable is going to be used,
   what is the distance?

ANSWER-7:
a) There will not any watching and recording unit, it will be fully automatic.
b) Please see Corrigendum no 2.

c) There will be no electric supply or accumulator; it will be used by chargeable battery.
d) There is not any accumulator, sun panel or wind tribune. The camera will be used by chargeable
    batteries and a charger is requested to charge the batteries.
e) It will be used locally and automatically. There is no need for centre, wireless or devices with
    cables. The camera will be fully automatic digital camera combined with an early passive infrared
    motion detector that senses heat-in-motion.



QUESTION-8:
1.16 Binoculars
a) 1.16.1: Please clarify if it is not miswritten; “Range 8-10 x 24-6”

b) 1.16.2: The twilight factor is a calculative value. It is, square root of magnification multiplied by
objective diameter. This means the twilight factor does not say anything about the quality of a
binocular. Every binocular, independent from brand/model, with the same diameter and magnification
has the same twilight factor. The important criteria are sharpness, contrast, distortion, true color
reproduction, transmission, ergonomic, etc. Hence coatings, use of high quality glass, manufacturing
and mounting tolerances are the indicators for high quality binoculars. Also, same arguments are valid
for Luminosity factor. It is the square of the Exit Pupil diameter. Exit pupil is that circle of light which
can be seen in the eyepiece. Mathematically, the exit pupil diameter is calculated by dividing the
diameter of the objective lens by the magnification. For example: a 7x50 scope would be 50mm
divided by 7X = 7.1mm. This value is meaningless because it says nothing about the actual
performance or quality of an optical instrument. Furthermore, given Luminosity value is not suitable
for compact binoculars. Therefore, please reconsider these conditions.

ANSWER-8:
a) Item 1.16.1. It was miswritten. It should be “Range 8-10 x 42-50”. Please see Corrigendum no 2.
b) The specifications written in the technical specifications are minimum requirements. Please see
Corrigendum no 2.


QUESTION-9:
1.17 Stereo Microscope
The technical specifications written for stereo microscope is too wide. Please narrow it down
according to the field, it will be used. A stereo microscope for inspecting plants and insects should ask
for certain specifications. For example: Should light source have illumination LED
reflected/transmitted illumination stand? What should be the zoom ratio? (e.g. 6:3:1) What should be
the zoom magnification? (e.g. 0.63 to 4.0x) What should be the inter-pupillary distance? (e.g. 55 to 75
mm). Should it be trinocular? What should be the halogen lamp features? (e.g. tungsten, 6V/15)

ANSWER-9:
The stereo microscope will be used for plants and insect identification. It should be binocular. Light
source should have illumination LED reflected/transmitted illumination stand. Please see Corrigendum
No 2.

QUESTION-10:
1.18 GPS Handsets
Article 1.18.4: Kindly clarify what is meant by “memory: minimum 128 MB SDRAM”? Does it
addresses to the storage such as hard disks, SD or MMC cards; or does it address to the processing
memory? Please clarify.


ANSWER-10:
This specification revised as “Memory: Minimum 64 MB SDRAM, removable SD Card 1 GB”. 64
MB SDRAM addresses to the processing memory. Please see Corrigendum No 2 .



QUESTION-11:
1.20 Telescope
Does it have to be able to take picture by fixing a camera to the telescope? Does it need any
precautions to prevent colour aberrations?

ANSWER-11:
The specifications written in the Technical Specifications are the minimum requirements for telescope.
It is the responsibility of the tenderer to offer additional features.



QUESTION-12:
1.21 Geological Compass
Written product in the specifications is not European. Please announce derogation.

ANSWER-12:
Specifications were revised. Please see Corrigendum No 2. Geological Compass can be supplied from
countries that have original certificate of origin as stated in Instruction to Tenderers item 4 Origin.


QUESTION-13:
Item 3.1 Minibus (Minimum 17 seats) (Field studies and Training trips for children)
    a. At least 3900 cc Diesel Engine minimum 2L,
Minibuses having the capacity of 17 passenger seat are produced between app. 2200 cc and 2900cc.
Engine volume of 3.900 cc is not necessary for the usage purpose and performance of minibuses.
Buses having 3.900 cc engine volumes are called as „Bus‟. Therefore we kindly ask you to revise the
required engine volume. What does „2L‟ stand for?
    b. Break system with for disks and double cycles, ESP and Hilholder and HBA system
       which increases breaking power in the emergency break.
Required specification is not clear according to general literature of break systems on vehicles.Break
systems are defined as; ABS, EBP (Elektronik fren gücü dağıtımı), ESP (Ani manevralarda
oluşabilecek krıtik durumlar için her lastiği bağımsız olarak frenleyip mator gücünü azaltarak devrilme
riskini azaltır), HLA (yokuş kalkış sistemi).
Therefore we kindly ask you to define required break system according to the general literature of
break systems.
    c. sliding windows in the back
There is fixed back window on the minibuses and buses for safety measures. Sliding back window is
not present on the minibuses and buses. Therefore we kindly ask you to revise the specification is as
„back window‟

   d. Other: The vehicle should be provided with license plates, taxed for a period of 18
      months in a ready to drive condition. All manuals should be in Turkish.
We would like to clarify that the item 3.1 can not be provided with license plates and taxed of 18
month. Referring license and plate regulations of Republic of Turkey, mandatory document is Invoice
of each vehicle in order to apply for license and plates. Invoice of vehicles can not be issued by
contractor before provisional acceptance of vehicles. As you know invoices are billed to CFCU with
payment requests after provisional acceptance, and CFCU will transfer property right of vehicles to
beneficiary after provisional acceptance and final payment of vehicles. Therefore please remove this
requirement out of the technical specifications
   e. For item 3.1 [3] there is an inconsistency in terms of engine specification (cylinder volume)
      could you please clarify that what do you mean by stating “at least 3900 cc Diesel Engine”
      and also “minimum 2L”.
   f.   Could you please give us more information about “front and rear disc brakes with manometer
        controlled air.”
   g. There is not any minibus which has electrically adjustable headlights. We kindly request you
      to change this specification.
   h. Referring to the subject contract, the item stated below of the technical specifications for Lot
      3: Vehicle is regarded as unrealistic since such a product does not exist.
      3.1.3:   Engine     capacity:     four    cylinders    -   at    least    3900     cc    Diesel.
      We would be glad if you could confirm the specifications for this item.
   i.   It is required “front and rear disk brakes with manometer controlled air”, Is it acceptable to
        have “air controlled disc for front brake and disc for rear brake system”.
   j.   It is required “electrically adjustable headlights”, Is it acceptable to have “halogen headlights”.
   k. In the tender dossier “Instructions to Tenderers” Article 4, it is stated that “Unless otherwise
      provided in the Special Conditions, supplies must originate in a Member State of the European
      Union or a country covered by the Regulations on access to Community external assistance”.
       But there is not any Navigation system originated from these countries. So we kindly request
      you to grant derogation for this item.
   l.   “ The vehicle should be provided with license plates, taxed for a period of 18 months in a
        ready to drive condition. All manuals should be in Turkish.” Could you please clarify this
        specification as if this vehicle will be official we can not provide license plate.


ANSWER-13:
a) „3900cc‟ and „2L‟ was deleted. Please see Corrigendum No 2.
b) Please see Corrigendum No 2.
c) The specification of “Sliding windows in the back” was deleted. Please see Corrigendum No 2.
d) Vehicle plates and traffic insurance shall be covered by the beneficiary. However, all of the
   documents necessary for vehicle plate shall be provided by the Supplier. Please see the
   Corrigendum No 2. Also please refer to the Article 16 of Special Conditions and General
   Conditions of the Tender Dossier.
e) Please see answer 13.a.
f) The specification of “front and rear disc brakes with manometer controlled air” was deleted.
   Please see Corrigendum No 2.
g) The requirement of “electrically adjustable headlights” was removed. Please see Corrigendum No
   2.
h) Please see answer 13.a.

QUESTION-14:
Item 4.27 – Projection screen
 There is no product in the market conforming both specifications and rule of origin. We kindly
require derogation for the rule of origin of this item. Also you require 6 projectors at item 1.10 and a
projection screen at item 4.27. Could you please confirm the quantities of the items?

ANSWER-14:
The quantities are as in the tender dossier. Projection screen can be supplied from countries that have
original certificate of origin as stated in Instruction to Tenderers item 4 Origin.


QUESTION-15
Item 4.33 - Refrigerator.
Could you please clarify the tolerance for the dimensions and/or the tolerance for the gross capacity of
the required item.

ANSWER-15:
Tolerance for the dimension is 10 cm. Gross Capacity will be approximately 400-480 lt. Please see
Corrigendum No 2.



QUESTION-16:
Item 4.34 – Dish Washer
There is an inconsistency between the specifications of the item. None of the devices has capacity of
500 p/h with the required consumptions and performance figures. Please confirm or correct the
specifications for this item.

ANSWER-16:
This requirement was removed. Please see Corrigendum No 2.


QUESTION-17:
Item 4.35 - Washing Machine
Could you please clarify the minimum capacity of the item in kilograms.

ANSWER-17:
Minimum capacity shall be 8 kg. Please see Corrigendum No 2.


QUESTION-18:
Item 4.38 - Aspirator
Could you please confirm that you require a medical aspirator.

ANSWER-18:
Medical aspirator was not required. First three requirement of aspirator were deleted. Please see
Corrigendum No 2.
