A candidate should be free from any deformity and be physically and mentally fit to withstand the severe stress entailed in flying for prolonged period in peace or war, at high altitudes by day or night and in all types of weather. 2. A candidate must be free from any active or latent acute or chronic medical or surgical disability or infection. 3. Cardiovascular, respiratory, uro-genital, nervous and other systems of the body should be normal. 4. 5. Height. Not less than 162.56cm (64”), but not more than 190.50 (75”). Leg Length. Not less than 99.06(39”). Min 99.00 cm Max 120.00cm Sitting height – 81.50 cm (Min) and 96.00 (Max) Thigh length – 64.00 cm (Max) 6. Chest measurements. Fully expanded chest should not be less than 81.20 cm (32”) with 5.08cm(2”) expansion. 7. Weight. Should correlate with individual’s age and height. 8. Visual Acuity. 6/6 in one eye and 6/9 in the other correctable to 6/6 with glasses. Fields of vision must be full in each eye. Hypermetropia + 2.0 Dsp. Myopia-Nil. Astigmatism +0.75 Dcy. Candidates who wear glasses will be rejected. The fundi and media of the eye should be normal. There should not be any active disease of the eyelids. 9. Colour Vision. Normal. (Martin Lantern 1)- CPI. 10. Hearing. Should be able to hear forced whisper from a distance of 609.6 cm (20 feet) with each ear separately (other being closed). The candidate’s tympanic membranes of both ears should be normal and freely mobile denoting the potency of Eustachian tubes. There should not be any sign of chronic or active SOM Audiometric test should be normal. Audiometric loss should not be greater than +10db in frequencies between 250 HZ and 4000HZ. 11. Urine. Should be free from sugar and albumen. Should have sufficient number of teeth for efficient 12. Dental. mastication. 13. ECG & EEG. ECG and EEG must be within normal limits. 14. X-Ray. X-Ray of the chest must be normal. X-Ray spine must be taken to exclude spinal abnormalities like scoliosis of more than 7 deg by Cobb’s method. INSTRUCTIONS FOR TRAINEES ARRIVAL 1. Arrangements for the travel of trainees from their country to the training institution are to be carried out by their respective country. In all cases, the exact date and time of arrival of the trainees at the location of the Training Unit in India, the mode of travel (Name of Airline and Flight Number) should be intimated to the Indian Diplomatic Mission or Ministry of External Affairs (ED), Govt. of India at least one month in advance. Trainees are expected to arrive in India/at the IAF training unit one working day prior to the date of commencement of their course. CUSTOMS 2. Trainees should be familiar Customs and Foreign Exchange Regulations in force in India through the local Indian Diplomatic Mission. CURRENCY 3. Foreign trainees are advised to bring adequate easily convertible foreign currency / traveller’s cheque for exchange in Indian Rupees to meet all their expenses for a minimum of two months at the IAF training institution. In general Officers living expenses are INR 6000/- and INR 2000/- for airmen trainees. DOCUMENTS 4. Trainees should be in possession of the following documents: (a) Passport and Visa, valid for the duration of stay, and an International Health Certificate. (b) (c) (d) Medical Fitness Certificate (including HIV). Identity Card issued by respective Governments. Flying Log Books (For all trainees arriving for flying courses). 5. On arrival at the IAF training unit, these documents will be deposited with the unit authorities and a receipt obtained: these will be returned before proceeding on leave / departure. A temporary identity card will be issued to the trainees by the IAF training unit, which is to be returned before final departure from the unit. REGISTRATION / PHOTOGRAPHS 6. Trainees reporting for courses of more than 90 days duration will be registered under the Registration for Foreigners Rules 1939, through the Head of the IAF training unit. Trainees are advised to carry 6 copies of their passport size photographs for this purpose; 10 additional passport-size photographs should also be brought for any other requirement. DISPOSAL / DEPARTURE 7. Arrangements for the return of trainees are made by their countries and the trainees are informed about these arrangements well before the termination of the course. Trainees should communicate direct with their diplomatic Missions in New Delhi in this connection, at least 2 months before the termination of courses. All trainees will be allowed to disperse as per the instructions of their Governments. 8. The Diplomatic Mission concerned will also arrange the repatriation of those trainees who have been found medically unfit or in the case of premature withdrawal from training. ARMS AMMUNITION & PERSONAL VEHICLES 9. It is not advisable to bring either arms and ammunition or personal vehicles. The local Indian Diplomatic Mission should be contacted with regard to the regulations governing import of and use of such items in India. VALUABLES 10. Foreign trainees are advised not to bring any valuable items like jewellery etc. with them. The responsibility of their safekeeping rests with the trainees. CLIMATE AND CLOTHING 11. Generally, the winter months are from November to February and the summer months from April to September. Monsoon season is usually from mid June to mid-September and in Jan/ Feb. It is advisable to bring a light pullover/jacket for use in South India. It is strongly recommended to bring winter clothing for courses conducted in Central/North India. 12. Suitable bedding should be brought by officer trainees or bought on arrival in India. Flight Cadets and Airmen trainees are provided bedding on loan, by the IAF training unit. However, they are free to bring bedding of their choice. 13. All trainees should bring adequate number of winter and summer uniforms, Ceremonial/Mess Dresses (service and civilian), civilian dress, and appropriate clothing for PT/Sports/Games. Trainees required to be commissioned on completion of their training or likely to be promoted during a course, should be in possession of appropriate rank badges and brevets etc. SPECIAL CLOTHING ITEMS AND ACCOUTREMENTS 14. Specialist items like flying clothing, protective clothing etc, will be issued on loan. Trainees may have to pay for any loss or damage, under the same rules and regulation as applicable to IAF personnel. TRAINING 15. Trainees are advised to derive the maximum benefit from the course. All details will be explained on arrival at the IAF training units. Adequate reference libraries, demonstration rooms, etc are available for use. Stationery, Training notes and specified books are normally supplied free of charge, some of which may have to be returned before departure. At the end of each stage/ Term of the course, the performance of trainees will be evaluated and they will be informed accordingly. SUSPENSION FROM TRAINING 16. Trainees detailed for various courses should meet the prescribed QRs. Every effort is made to ensure that a trainee comes to the minimum acceptable standard, by giving extra coaching etc. However, in spite of extra coaching, if a trainee does not come up to the desired level, he may be withdrawn from the course and repatriated to his country. DAILY ROUTINE 17. The Programme for most trainees normally commences at first light each day until about 2200 hrs. Sundays and other holidays are free. The working day is a well-balanced one and includes studies, PT/Sports/Games, as well as rest and recreation. SPORTS AND GAMES 18. Great emphasis is laid on the physical fitness of the trainees. PT, Sports and Games are organised regularly as part of the training Programme and foreign trainees are required to participate in the same. RECREATIONAL FACILITIES 19. In addition to the library and outdoor games / sports, facilities are also available for indoor games. Facilities for hobbies, such as photography, painting, drawing, dramatics, music, electronics etc. are also normally available. 20. Most of the IAF training units are located in important cities or close to them and there are number of theatres, cinema halls, hotels, restaurants and clubs in these cities, English Hindi and other regional language films are screened daily. DISCIPLINE AND GENERAL CONDUCT 21. Foreign trainees are subject to Indian Civil Law while in India. For purposes of local administration and discipline, they come under the control of the Head of the IAF training unit in the same way as the Indian trainees. Trainees are expected to conduct themselves in an exemplary manner on or off duty. Stress is laid on punctuality at all times. Detailed instructions on the norms of conduct will be issued on arrival at the IAF training unit. ACCOMMODATION / MESSING 22. In India, there are separate messes and accommodation for Officers / Flight Cadets, for Senior Non-Commissioned Officers and airmen. Trainees will be accommodated in respective messes depending upon their rank and status, commensurate with the rank structure in the IAF. Charges are levied at the same rates as for the Indian trainees of corresponding rank. 23. Except at the Defence Services Staff College, married accommodation is not available for foreign trainees. Trainees desirous of bringing their family should obtain prior permission and requests should be addressed to the Directorate of Training (F-II), Air Headquarters (VB), Rafi Marg, New Delhi 110011 (India), through the Indian Diplomatic Mission. Once in the IAF training units, requests are to be made to the unit. If available, accommodation at prescribed rates may be provided for families of officer trainees undergoing courses of long duration. For short duration courses officer trainees would have to make their own arrangements for accommodation of their families; this is normally not desirable. Flight Cadets, airmen and NCO trainees are not permitted to bring their families. For courses of less than 12 weeks officer trainees are not permitted to bring their families. 24. Mess bills are normally presented monthly in the first week of the month for the previous month and MUST be cleared in full by the trainees by the 10th of the month. 25. Meals served in the messes normally consist of Indian and English type meals. Beef is not served / cooked in the Messes. Separate or special arrangements are generally not made. However, extra messing / food items can be provided. MOVING OUT ON HOLIDAYS 26. Trainees are permitted to go out of the camp on certain days and holidays but are to return to the camp by the stipulated time. Overnight stays outside camp are not permitted without prior permission of the unit authorities. GUESTS 27. Trainees desirous of inviting private guests into the camp are to obtain prior permission in writing from the IAF authorities well in advance. This prevents embarrassment to all concerned. Trainees who are living in bachelor accommodation can entertain their guests only in the anteroom or specific room provided in the Mess for the same; entertainment in bachelor quarters is not permitted. Ladies are not permitted in bachelor quarters under any circumstances whatsoever. CONSUMPTION OF ALCOHOL 28. Prohibition laws are in force in various parts of India. Trainees are advised to acquaint themselves with these regulations immediately on arrival. Violation of these rules constitutes a civil offence. Consumption of alcohol by trainees is permitted in the camp as per local rules. Flight cadets are not permitted to do so. SHOPPING FACILITIES 29. All the IAF training institutions have well stocked CSD Canteens where, Fast Moving Consumer Goods (FMCG) are available. In addition, a shopping complex also exists catering to groceries, household provisions, newspapers, periodicals, washing and dry cleaning, fresh food items, vegetables, dairy products, meat, fish etc. SERVANTS / ORDERLIES/ BEARERS 30. Officer and Senior Non-Commissioned Officer trainees may employ private servants as recommended by the training unit. Flight Cadets are normally provided with orderlies/ bearers. Airmen trainees are not provided with orderlies / bearers. 31. Servants are to be paid by the trainees themselves. It should be ensured that all servants / orderlies / bearers employed are in possession of valid identity cards. MEDICAL FACILITIES 32. All IAF training institutions have ‘Station Medical Centres (SMC)’ where free medical treatment is provided. In addition, serious cases are referred to specialists at nearest Military hospital. Dental treatment is also normally available. LEAVE REGULATIONS 33. During the authorised ‘Break’ periods in the course, foreign trainees may, with the prior permission of the Head of the IAF training unit and their Govt/ Missions, proceed on leave to other parts of India or abroad, at their own expense. A request for this purpose must be made to the Head of the IAF training unit at least 30 days before commencement of leave. All arrangements for the travel and accommodation at the place of leave will have to be made by the trainees. The training unit authorities will provide assistance towards the same. Sanction for leave after completion of the course is required to be obtained by the trainees direct from their Govt/ Missions, at least 2 months in advance. 34. Where necessary, leave restrictions may be imposed by the Head of the training unit on those trainees whose progress is not satisfactory. SIGHT SEEING 35. India is a vast and beautiful country, and is a tourist’s paradise with many facilities. Trainees desirous of utilising this opportunity to see the country may do so during leave / vacation periods. Detailed information on various places of interest is available with the local Govt information offices and / or travel agents. ELECTRICITY / TV/ RADIO/ ETC 36. Electricity supply for domestic consumption is 220 Volts AC throughout India. Cable TV is available. All foreign trainees require prior written permission from IAF training unit authorities to possess/use of TV or Radio within the campus. SCHOOLS / COLLEGES 37. Most IAF training units have Nurseries / KGs and schools. These are also definitely available in the nearby cities. The medium of instruction is English, Hindi or a regional Indian language. For admission, the birth certificate / last school certificate would be required. Science, Arts, Commerce, Engineering and Medical colleges are usually available in all big cities.
