1. Recommendations
1.1 To appoint a Member to the Commission for Racial Equality (CRE) London Board (for the
period until the first meeting of the Assembly following the next ordinary GLA elections); and
1.2 To appoint a Member to the Heathrow Airport Consultative Committee (for the period until
the first meeting of the Assembly following the next ordinary GLA elections).
1.3 To consider whether to request that Assembly Members appointed (by the Assembly) to
serve on outside bodies report to the Assembly on an annual basis in respect of their work on
those outside bodies.
2. Background
2.1 Commission for Racial Equality London Board
The London Assembly made the following appointments at its meeting on 18 June 2004 to
the Commission for Racial Equality London Board (for the period until the first Assembly
meeting after date of the next ordinary GLA elections):
• Lynne Featherstone (AM)
• Joanne McCartney (AM)
• Andrew Pelling (AM)
2.2 Following Lynne Featherstone’s election as a Member of Parliament for Hornsey and Wood
Green on 5 May 2005 and subsequent resignation from the Assembly on 1 June 2005, the
Commission for Racial Equality (CRE) London Board has asked the Assembly to appoint
another Assembly Member in her place.
Heathrow Airport Consultative Committee
2.3 In the first Assembly term, Richard Barnes (as constituency Member) acted as the London
Assembly representative on the Heathrow Airport Consultative Committee (with former
Member Diana Johnson acting as substitute). The Consultative Committee has requested
that the Assembly formally appoint a Member to that body for its second term. The British
Airports Authority (BAA), with which the Consultative Committee works, has agreed (as it is
required to do) to the (re)appointment of an Assembly Member to that body.

Appointments to Outside Bodies
2.4 For information, the Assembly made the following other appointments at its meeting
on 18 June 2004:
London Health Commission - Elizabeth Howlett
London Regional Arts Council - Elizabeth Howlett and Jennette Arnold
Advisory Board of the Centre for Public Scrutiny (CfPS) - Sally Hamwee
Local Government Regional Forum - Bob Neill and Damian Hockney
2.5 These appointments were made from the date of appointment until the Assembly
meeting held after the next ordinary GLA elections (2008).
2.6 In order to keep the Assembly informed of the work of these outside bodies, it is
suggested (in recommendation 1.3 above) that Members appointed (by the Assembly)
to serve on outside bodies report back to the Assembly on an annual basis in respect
of their work on those outside bodies.
