NORTH WEST – THEMES AND REGIONAL CONTEXT
Up to three projects will be supported in the North West

Themes         Regional Context
Selected
Active         Worklessness and health, especially mental health, is a major
Inclusion      concern for the region and is regarded as a cross cutting
               theme for ESF in the North West. Therefore any project
               under this theme should address this as all, or part, of the
               project activity. Some useful background information can be
               found on the websites of North West of England Regional
               Health Brussels office, and Healthier Horizons for the
               Northwest.

Demographic    The North West is currently developing a unique Ageing
Change         Framework (Regional Framework for Ageing) a final draft of

               There is also a North West Migration Policy in development.
               Some useful background information on migration is available
               on the North West Regional Development Agency (NWDA)

               Demographic change projects will be able to draw on these.

               Demographic change is a major topic for the North West
               Regional European Framework, which links to European
               Commission policy developments. The North West Brussels
               office website has further information – www.nwbo.be.

               The NWDA published a research document ‘Demography,
               Migration and Diversity in the North West’ in January 2008. It
               has also produced an evidence paper on demographic
               change as part of the development process for the new
               Regional Strategy. These are available from the Regional
               Intelligence Unit website – www.nwriu.co.uk.

                The NWDA belongs to two large European demographic
                change networks which can be used to help with
                transnational Demographic Change partner search. The

PRIORITY 2 - DEVELOPING A SKILLED AND ADAPTABLE WORKFORCE

Theme           Regional Context
Selected
Skills for      This topic is an ESF and ERDF cross cutting theme, and is a
Climate         major topic for the North West. Regionally considerable
Change          activity is taking place on this topic. Further information can

                The Regional European Framework, also has Climate
                Change as a priority, and the North West is a partner in a
                European conglomerate, which has been highly active at the
                Open Days events in Brussels, and related regional events,
                where stakeholders get together to discuss and disseminate
                information. Further information is at www.nwbo.be.

                A North West Education and Training portfolio for the low
                carbon economy is being produced which can inform project
                activity. Contact the NWDA Sustainable Development and
                Climate Change team for further information.


The above selection is based on the innovation section of the North West
regional ESF framework, and will add value to CFO provision in the region.
This highlights: demographic change – older workers and migrants; climate
change skills; new ways of working to address employability issues for
inactive and unemployed people; and approaches to the monitoring and
evaluation of soft skills development. The new Regional Strategy is under
development and has produced evidence papers. Also a forthcoming Issues
and Principles paper will soon be available. These set the scene for future
regional needs and will be useful background for innovative/transnational
project development. NWDA policy leads were consulted in drawing up the
recommendations.

ICT has not been chosen as a theme in the North West as there other
considerable developmental innovative/transnational coverage and
opportunities around ICT in the region. Contact Viv Gee at NWDA,
