1 The House met, at 2 p.m., pursuant to adjournment. The Speaker (Mr Jenkins) took the Chair, and read
  Prayers.
2 RETURN TO WRIT—GIPPSLAND DIVISION
  The Speaker announced that he had received a return to the writ which he had issued on 19 May 2008,
  for the election of a Member to serve for the electoral division of Gippsland, in the State of Victoria, to
  fill the vacancy caused by the resignation of the Honourable Peter John McGauran. By the endorsement
  on the writ, it was certified that Darren Jeffrey Chester had been elected.
3 OATH OF ALLEGIANCE BY MEMBER
  Mr Chester made and subscribed the oath of allegiance required by law.
4 MAYO AND LYNE ELECTORAL DIVISIONS—ISSUE OF WRITS
  The Speaker informed the House that on Monday, 14 July 2008, he had received a letter from the
  Honourable Alexander Downer resigning his seat as the Member for the Electoral Division of Mayo,
  and on Wednesday, 30 July 2008, he had received a letter from the Honourable Mark Vaile resigning
  his seat as the Member for the Electoral Division of Lyne.
  The Speaker also informed the House that on Monday, 4 August 2008, he had issued writs for the
  election of Members to serve for the Electoral Division of Mayo, in the State of South Australia, and the
  Electoral Division of Lyne, in the State of New South Wales, to fill the vacancies caused by the
  respective resignations of the Honourable Alexander Downer and the Honourable Mark Vaile.
  The dates in connection with the by-elections were fixed as follows:
     Issue of writs ..............................Monday, 4 August 2008.
     Close of rolls ..............................Friday, 8 August 2008.
     Date of nominations ...................Thursday, 14 August 2008.

5 DEATH OF SAS SIGNALLER SEAN MCCARTHY
  Mr Rudd (Prime Minister) referred to the death of SAS Signaller Sean McCarthy, and moved—That the
  House record its deep regret at the death on 8 July 2008, of SAS Signaller Sean McCarthy, killed while
  on combat duty in Afghanistan, and place on record its appreciation of his service to his country, and
  tender its profound sympathy to his family in their bereavement.
  Dr Nelson (Leader of the Opposition) having seconded the motion, and all Members present having
  risen, in silence—
  Debate adjourned, Mr Albanese (Leader of the House), and the resumption of the debate made an order
  of the day for the next sitting.

  6 DEATH OF FORMER SENATOR AND MINISTER (THE HONOURABLE PETER DREW DURACK)
    Mr Rudd (Prime Minister) referred to the death of the Honourable Peter Drew Durack, and moved—
    That the House record its deep regret at the death on 13 July 2008, of the Honourable Peter Drew
    Durack QC, and place on record its appreciation of his long and meritorious public service, and tender
    its profound sympathy to his family in their bereavement.
    Dr Nelson (Leader of the Opposition) having seconded the motion, and all Members present having
    risen, in silence—
    Debate adjourned, Mr Albanese (Leader of the House), and the resumption of the debate made an order
    of the day for the next sitting.
  7 MATTERS REFERRED TO MAIN COMMITTEE
    Mr Albanese (Leader of the House), by leave, moved—That the orders of the day relating to the
    resumption of debate on the Prime Minister’s motions of condolence in connection with the deaths of
    SAS Signaller Sean McCarthy and the Honourable Peter Drew Durack, be referred to the Main
    Committee.

  8 DEATH OF FORMER SENATOR (MR DONALD MICHAEL DEVITT)
    The Speaker informed the House of the death, on 10 July 2008, of Mr Donald Michael Devitt, a Senator
    for the State of Tasmania from 1965 to 1978.
    As a mark of respect to the memory of the deceased all Members present stood, in silence.

12 WTO—THE JULY MINISTERIAL TALKS—MINISTERIAL STATEMENT
   Mr Crean (Minister for Trade), by leave, made a ministerial statement relating to the July Ministerial
   Talks of the World Trade Organisation.

   Mr Crean, by leave, moved—That so much of the standing and sessional orders be suspended as would
   prevent Mr Macfarlane speaking for a period not exceeding twenty-one minutes.

14 DISCUSSION OF MATTER OF PUBLIC IMPORTANCE—AUSTRALIAN ECONOMY
   The House was informed that Dr Nelson (Leader of the Opposition) had proposed that a definite matter
   of public importance be submitted to the House for discussion, namely, “The collapse of confidence in
   the Australian economy and the fact that Australians are worse off since the election of the
   Government”.
   The proposed discussion having received the necessary support—
   Dr Nelson addressed the House.
   Discussion ensued.
