Jan Gallagher Principal Officer Childcare and Family Information Service Ref: VN/JG/EYFR Date: 29 August 2009 Dear Colleague CONSULTATION : FREE EARLY EDUCATION – SINGLE FUNDING FORMULA It is a requirement by Government that all Local Authorities develop and introduce a Single Funding Formula arrangement for the funding of Free Early Education for 3 and 4 year old children. This requirement has to be met by 2010/2011. The Single Funding Formula should be a means of ensuring that a transparent and equitable system is in place for all sectors (although this does not mean the same amount of funding). This funding should be targeted towards areas and children with most need; reflect the cost of delivery and support the continuous improvement in quality so that better outcomes for children can be achieved. The theoretical model we are proposing has been developed over the past 12 months, through detailed analysis and engagement with stakeholders. This work has been steered through an Early Years Funding Reform Group, consisting of Local Authority Officers, Maintained and Private, Voluntary and Independent (PVI) sector representatives. A number of workshops and information sessions have also been held for all providers to assist with the development of this. This change has inevitably created a great deal of interest and challenges to all providers of early education, and to the Local Authority in its’ attempt to develop a formula that is equitable and transparent. You are invited to contribute to the consultation process by completing and returning the attached questionnaire. Your contribution will assist with finalising the proposal so that we can implement the agreed Single Funding Formula Arrangement commencing in the financial year 2010/2011 for all providers of Free Early Education. To support with your understanding of the proposals, and to enable detailed discussion about these, you have been invited to a workshop on 15 September 2009 at LACE, Ullet Road, Liverpool L17 (please refer to my earlier letter of 30 July 2009).
