Request for Applications: Drug/Specialty Courts Training Stipends Available!! Issued April 13, 2009 Lubbock County, on behalf of all Texas drug courts (specialty courts), has recently received grant funding from the Criminal Justice Division, Office of the Governor for training stipends to attend specialized drug court training. The training opportunities covered by these stipends include the National Association of Drug Court Professionals Annual Training Conference (NADCP) in Anaheim, California, in June 2009 and the Texas Association of Drug Court Professionals (TADCP) Annual Training Conference in Lubbock, Texas, in September 2009. Opportunities for members of your drug court team to attend this top-notch training are available as described below. Number and Amount of Training Stipends There will be at least eighty training stipends not to exceed $2,000 to attend the NADCP Training Conference in Anaheim, CA, in June 11-13, 2009. There will be at least one hundred sixty training stipends not to exceed $700 to attend the TADCP Training Conference in Lubbock, TX, on September 24-26, 2009. Eligibility In order to be eligible for these training stipends, the following criteria must be met: 1. The drug/specialty court must meet the ten key components of a drug court listed in Texas Health and Safety Code § 469.001. 2. The court must have notified the Criminal Justice Division of the Office of the Governor pursuant to Texas Health and Safety Code § 469.003, by the date of this notice. 3. Individuals selected to receive stipends must commit to attending the training sessions offered and to holding a meeting with members of the court team upon their return to discuss the material covered at the training. 4. Courts with individuals selected must commit to covering any additional costs not covered by the training stipends. 5. Priority funding will be given to at least one member from each court for a stipend to attend NADCP. 6. Priority funding will be given to at least two members from each court for a stipdend to attend TADCP. 7. Additional stipends to each operational court (or to courts in the planning phases) will be subject to the availability of funds. 8. Recipients of training stipends must comply with their specific county policies in regard to travel and any other applicable policies. 9. Reimbursement for meals will be at the federal per diem rate for the location of the training conference (currently $64 per day for Anaheim, CA, and $39 per day for Lubbock, TX). Application Deadline Courts must submit a consolidated application (i.e. one application per court) for stipends no later than April 30, 2009 by email at firstname.lastname@example.org or by fax at 806-767-9656. Selection Process All applications submitted to Lubbock County are reviewed for eligibility, reasonableness, and availability of funding. For applications submitted pursuant to this notice, the Lubbock County Director of Court Administration will select a review group to prioritize the applications and submit a priority listing to the Director, who will render the final funding decision. A review group may include staff members, experts in a relevant field, and members of an advisory board or council. Funding Decisions All stipend funding decisions rest completely within the discretionary authority of Lubbock County. The receipt of an application for funding by Lubbock County does not obligate Lubbock County to fund it at the amount requested. Reimbursement Process The courts or individuals receiving stipends will be required to pay for expenses for the conference (including airfare, hotel, registration fees, per diem, etc) and request reimbursement from Lubbock County. (Note: We are trying to arrange direct billing with the hotels, but that is not confirmed at this point). Reimbursement requests must be submitted no later than thirty days after the conclusion of the conference. Therefore, courts or individuals should submit their request for reimbursement for NADCP no later than July 14, 2009, and should submit their request for reimbursement for TADCP no later than October 26, 2009. Courts should coordinate to submit requests for all costs for all stipend recipients on one form as prescribed by the Lubbock County Director of Court Administration (form will be provided). After review by Lubbock County, reimbursements will be issued as soon as practically possible. Substitutions After the award of training stipends, substitutions may only be made by with the approval of the Lubbock County Director of Court Administration.
