The regular meeting of the Board of Directors of the Bradford Area School District was held in the Floyd C. Fretz
Large Group Instruction Room, 140 Lorana Avenue, Bradford, Pennsylvania at 7:00 p.m.

Presentation of School Bells

School bells were presented to Barbara Black, Paul Hamer, Shelley Wright, and James Brown. Also retiring, but
not present, were Julie Kleinburger, Kathryn Rensel, and Jane Sanderson.

Student Service Award

Amanda Morrison was presented with a certificate as the recipient for the 2007-08 Student Service Award.
Amanda has shown outstanding service to the school community, has evidenced dependability, responsibility,
cooperation, and school spirit during her three years of high school. She has also been supportive of school
activities and goals and has demonstrated that support through freely giving of her time and talents.

Change of Board Meeting Date

           Motion by Paul Ridley, seconded by Rev. J. Arthur Cox, to change the date for the September 2008
Board Meeting from September 8th to September 15th.

Unanimously carried.

Business Office and Financial Affairs

A. Treasurer’s Reports for the periods ending April 20, 2008 and May 31, 2008

             Motion by Rita Dincher, seconded by Helen Cummiskey, to approve the Treasurer’s Reports as
presented.

Unanimously carried.

B. Payment of Bills (General, Capital Reserve, School Lunch, and Athletic Activities)

             Motion by Rev. J. Arthur Cox, seconded by Keith Hatch, to approve the payment of bills as
presented.

Unanimously carried.

C. Payment of Bills (June 13-August 11, 2008)

            Motion by Helen Cummiskey, seconded by Paul Ridley, to authorize for bills to be paid from June
13, 2008 to the next regular Board Meeting scheduled for August 11, 2008. All checks will be included in your
Board packets at that time.

D. Budget Transfers

    Budget transfers from May 1, 2008 to May 31, 2008 are presented for your approval. They are general
    operating transfers completed by the authorized budget officer.

F. 2008-09 Homestead and Farmstead Exclusion Resolution

             Motion by Rev. J. Arthur Cox, seconded by Rita Dincher, to approve resolution as presented.

G. I.U.9 Special Education Services for 2008-09

     The proposed contract is for $70,351, a decrease of $48,279. This amount could change if the emotional
     support classroom enrolls additional students. The contract also provides vision support.

             Motion by Paul Ridley, seconded by Helen Cummiskey, to approve the contract as presented.

H. Agreement for School Resource Officer

     The Agreement for the School Resource Officer is subject to renewal for a one-year term beginning July 1,
     2008 through June 30, 2009.

           Motion by Rev. J. Arthur Cox, seconded by Rita Dincher, to approve the renewal of the School
Resource Officer Agreement as presented.

I.   Food Service Provider

     State law requires school districts to do requests for proposals for cafeteria services every five years. The
     District received three proposals from Sodexho, Nutrition, and Metz. A committee reviewed and ranked the
     proposals based upon state required categories. Metz & Associates, Ltd. received the greatest number of
     points. Student prices for 2008-09 will remain the same.

             Motion by Keith Hatch, seconded by Rita Dincher, to award the contract to Metz & Associates, Ltd.

J. Agreement of Sale

     This agreement purchases 23 feet on the west side property described as 46 School Street (map no. 03-012-
     104).

             Motion by Rita Dincher, seconded by Rev. J. Arthur Cox, to approve the above agreement.

K. Contract for Transportation of School Pupils to Private School

              Motion by Keith Hatch, seconded by Rita Dincher, to award the contract as presented.

L. Taxes to be Levied for 2008-09

    1% on Earned Income and Net Profits (.5 to be shared with municipality)
    1% Realty Transfer Tax (shared with municipality)
    Real Estate Taxes to be levied at 21.52 mills

              Motion by Rita Dincher, seconded by Pat Vigliotta, to approve the taxes to be levied for 2008-09 as
presented.

M. Capital Reserve Budget – 2008-09

    The Capital Reserve Budget for 2008-09 has revenue of $1,583,642, expenditures of $1,967,196, and a
    projected fund balance of $552,234 for June 2009.

           Motion by Paul Ridley, seconded by Rev. J. Arthur Cox, to approve the Capital Reserve Budget for
2008-09 as presented.

N. General Fund Budget – 2008-09

    The General Fund Budget for 2008-09 has revenue of $34,875,294, expenditures of $35,971,770, and
    transfers of $1,096,476.

           Motion by Rita Dincher, seconded by Helen Cummiskey, to approve the General Fund Budget for
2008-09 as presented.

O. Resolution Regarding Forward Purchase Agreement.

    RESOLVED, by the Board of School Directors that the offer of Deutsche Bank in regard to the Forward
    Purchase Agreement is as follows:

    _____ C. Will be accepted in the next three months in the event that the present value savings

P. District Rerouting Presentation

   Mr. Barry Bryan informed the Board and community of the new routes and bus stops for the 2008-09 school
   year. A mailing is being sent to parents to inform them of their children’s bus routes/bus stop changes.

Students and Curriculum

Act 80 Day

Request for one-half day (p.m.) Teacher Professional Development Day on March 18, 2009.

            Motion by Rev. J. Arthur Cox, seconded by Richard Roupe, to approve the one-half Teacher
Professional Day as presented.

Unanimously carried.

Personnel

A. Administrative Procedure Statement

   To comply with the Internal Revenue Service final regulations under Section 409A, the Bradford Area School
   District sets forth the following non-elective methods of pay for employees that are not twelve (12) month
   employees:

   1. Employees covered under the BAEA collective bargaining agreement will receive payment over twelve
      (12) months in equal installments, once per month beginning in the month of September.

   2. Employees covered under the BAESPA collective bargaining agreement will receive payment:
         a. 10-month secretaries (180-205 day employees) will be paid bi-weekly beginning in September
             with 26 equal installments of their gross salary.
         b. 10-month part-time secretaries and 180-188 day paraprofessionals will be paid bi-weekly
            beginning in September with 20 equal installments of their gross salary.

           Motion by Rev. J. Arthur Cox, seconded by Rita Cummiskey, to approve the Administrative
Procedure Statement as presented.

B. School Psychologist Internship

           Motion by Rev. J. Arthur Cox, seconded by Helen Cummiskey, to approve Ms. Candice Saquin to
   complete a School Psychologist Internship during the 2008-2009 school year. This internship position will
   begin on August 18, 2008 and will be completed by June 4, 2009. Ms. Saquin will provide a minimum of
   1200 hours over 185 days and will receive a stipend of $20,000. Ms. Saquin will conduct evaluations,
   participate in the District’s Response to Intervention Program, Collaborate with School-Based Teams, and
   other duties as assigned. She will be directly supervised by Mrs. Sarah Schreiber.

C. MOU-BAESPA – Pre-K Counts Paraprofessional

              Motion by Keith Hatch, seconded by Helen Cummiskey, to approve the MOU with BAESPA as
presented.

D. Creating a New Position

    198-Day Position: (½ Time) Assistant Principal and (½ Time) Title I Assessment Coordinator. Employee’s
    Day will be split evenly between the Assistant Principal Duties and the Title I Assessment Coordinator
    Duties. This is a ½ Time Administrative Position and a ½ Time Title Position. All salary and benefits will be
    funded through Title Grant Funds. The employee will be a member of Act 93.

            Motion by Rita Dincher, seconded by Pat Vigliotta, to approve the addition of the Assistant
Principal/Title I Assessment Coordinator Position as a new position in Act 93 in the Bradford Area School
District.

E. Athletic Training Contracted Service

    Contract for Athletic Training Services for 2008-2009 through Charles Cole Memorial Hospital for a cost of
    $42,000. Service will begin on August 11, 2008 through June 30, 2009.

            Motion by Rita Dincher, seconded by Pat Vigliotta, to approve the contract for Athletic Training
Services as presented.

F. Non-Union Support Staff Contract 2008-2012

    This contract is for the four non-union administrative support employees:

the four non-union administrative support employees, as presented, effective July 1, 2008.

G. Resignations

    1. Evva Bronnneberg, Mathematics Teacher at Bradford Area High School, effective June 5, 2008.

       Recommendation: To approve the resignation of Ms. Bronneberg for the purpose of retirement, as
       presented above, with regrets and appreciation for her 24 years of service to the staff and students of the
       District.

   2. Helen M. Whelehan, Special Education Teacher at School Street Elementary School, effective
      June 5, 2008.

       Recommendation: To approve the resignation of Ms. Whelehan for the purpose of retirement, as
       presented above, with regrets and appreciation for her 35 years of service to the staff and students of the
       District.

   3. Drew Ivancic, Social Studies Teacher at Bradford Area High School, effective December 13, 2007.

       Recommendation: To approve the resignation of Mr. Ivancic for the purpose of retirement, as presented
       above, with regrets and appreciation for his 39 years of service to the students and staff of the District.

   4. Patricia Sanfilippo, Special Education Teacher at Bradford Area High School, effective
      June 19, 2008.

       Recommendation: To approve the resignation of Mrs. Sanfilippo for the purpose of retirement, as
       presented above, with regrets and appreciation for her 37 years of service to the students and staff of the
       District.

   5. Anita L. Wolfanger, Mathematics Teacher at Fretz Middle School, effective June 5, 2008.

       Recommendation: To approve the resignation of Ms. Wolfanger, as presented above, with regrets and
       appreciation for her year of service to the staff and students of the District.

   6. Elizabeth Troisi, Art Education Teacher at Fretz Middle School, effective June 5, 2008.

       Recommendation: To approve the resignation of Ms. Troisi, as presented above, with regrets and
       appreciation for her 5 years of service to the staff and students of the District.

   7. James Johnson, Technology Education/Career Education Teacher at Fretz Middle School,
      effective June 5, 2008.

       Recommendation: To approve the resignation of Mr. Johnson, as presented above, with regrets and
       appreciation for his 3 years of service to the staff and students of the District.

           Motion by Rita Dincher, seconded by Helen Cummiskey, to approve the resignations as listed above.

H. Employment

   1. Administration

       Erin Waugaman, Assistant Principal/Title I Assessment Coordinator, at School Street Elementary School,
       effective July 1, 2008 at a salary of $51,850.

   Recommendation: To approve the employment Ms. Waugaman, as shown above, and in accordance with
   Board policy and Act 93, effective July 1, 2008.

     2. Teachers

         a. Sabrina Piaschyk, Earth and Space Science Teacher at Bradford Area High School, M.S., State
            University of New York at Oswego, Pennsylvania Certified: Earth and Space Science. Salary will be
            at Master Step 1, $36,898, effective August 20, 2008.

         Recommendation: To approve the employment of Ms. Piaschyk for the position, as shown above,
         pending completion of all necessary paperwork and in accordance with Board Policy and the current
         agreement with BAEA.

         b. Joshua P. Connor, Mathematics Teacher at Bradford Area High School, B.S., Clarion University of
            Pennsylvania. Pennsylvania Certified: Mathematics 7-12. Salary will be at Bachelor Step 3,
            $37,398, effective August 20, 2008.

         Recommendation: To approve the employment of Mr. Connor for the position, as shown above, pending
         completion of all necessary paperwork and in accordance with Board Policy and the current agreement
         with BAEA.

         c. Melissa Meyer, Mathematics Teacher at Fretz Middle School, B.S., Clarion University of
            Pennsylvania. Pennsylvania Certified: Mathematics 7-12. Salary will be Bachelor, Step 3, $37,398,
            effective August 20, 2008.

         Recommendation: To approve the employment of Ms. Meyer for the position, as shown above, pending
         completion of all necessary paperwork and in accordance with Board Policy and the current agreement
         with BAEA.

        Motion by Rev. J. Arthur Cox, seconded by Helen Cummiskey, to approve the employment of the
individuals as listed above.

approved substitute listing, in accordance with Board policy and pending the completion of all necessary
paperwork.

    Mr. Johnson presented a demonstration of where to find the policies on the District Website.

Superintendent’s Report

Mrs. Romanowski announced that Bethany Russell will serve as the student representative for the 2008-09 school
year and welcomed her at our meeting.

Our district has been selected to be a pilot in the School Influenza Initiative. We were selected from many who
applied. What this means to families is that all students in all buildings will be able to receive free flu shots this
fall. This also means that if the supply is limited, our community will be mandated as one that will be a priority
population.

A team of eight teachers and four administrators volunteered a week of their summer to attend a Governor’s
Institute training on Data Driven Decision Making in Harrisburg. In order to be considered, we were required to
have a team of three staff members. We will have a total of twelve.

Mrs. Romanowski reminded the community that we are not scheduled to have a July school board meeting.
