              CONSULTATION ABOUT SCHOOL TERM DATES FOR THE 2006/2007
              ACADEMIC YEAR

              Please find attached a calendar which provides the basis of consultation about
              school term dates for 2006/2007. When it is set the term dates calendar will apply to
              Community and Voluntary Controlled schools and will be recommended for adoption
              by Voluntary Aided and Foundation schools. The aim is to secure a calendar which
              provides a common framework for Devon schools (and preferably which matches
              main holidays in neighbouring areas, also), while still offering some flexibility to
              individual schools.

              This year the consultation calendar provides 197 days, comprising 190 days on
              which children are at school; five non-pupil days (or "training days"), and two
              occasional holidays.

              The proposal is for three half-term holidays, each of one week; a Christmas holiday
              running from 20 December-1 January, inclusive, and an Easter holiday from 6-20
              April, inclusive. The summer holiday in 2006 would run from 27 July-3 September,
              inclusive.

              Five non-pupil days (or "training days") are for determination by the governing
              body within the 197 days set in the consultation calendar. One or more of them
              might be worked through working additional hours before or after school sessions,
              provided that those hours were allocated reasonably during the days that teachers
              are required to work. In that event, one or more non-pupil days could thereby be
              considered to be an additional holiday or holidays, to be taken within the 197 days
              set in the calendar.

Two occasional holidays are proposed, to be taken at the discretion of the
governing body from within the 197 days set in the calendar. They could be used to
extend main or half-term holidays (for example, to provide a full fortnight holiday at
Christmas, or bring forward the end of the Summer term), or be used as free-
standing holidays within school terms. Hitherto, there have been five occasional
holidays, but the 2006/2007 consultation calendar simplifies matters by specifying a
week-long Spring half-term holiday (rather than specifying two days only as that
holiday): it consequently provides two occasional holidays, instead of five. It
appears that all Devon schools have deployed three of their five occasional holidays
in order to take a full-week Spring half-term holiday; subject to your comments, this
alteration would mean no change in practice.

The consultation calendar matches the recommendation of the Local Government
Association in respect of main holiday weeks, while maintaining non-pupil days and
occasional holidays, which are missing from LGA proposals but which in past
consultations Devon schools preferred to retain. Deployment of occasional holidays
and/or holidays in lieu of non-pupil days would meet the LGA's recommendation of
a longer half-term holiday in October, if that were the school's priority.

The LGA’s recommendation for Easter 2007 is a holiday running from Thursday 5
April-Wednesday 18 April, inclusive. One of the attached consultation questions
asks whether you prefer those dates to the Easter holiday which is proposed in the
consultation calendar - that is, Friday 6 April-Friday 20 April, inclusive.

Your comments on the consultation calendar are invited on the consultation
questionnaire, which can be returned electronically. In particular, the attachment
asks for your response to five questions. Please let me have your comments by
4 March 2005.
