Overseas Visit-cum-Exposure Dialogue - “Best Practices for Urban
Renewal”, Hamburg and Berlin, Germany, September 20-29, 2009
Program:
Within the GTZ cooperation to the implementation of the JNNURM reform programme and
aiming at sustainability of urban infrastructure, GTZ-ASEM is organizing a nine-day overseas
visit-cum-exposure dialogue to Hamburg and Berlin on “Best Practices for Urban Renewal”
during September 20-29, 2009 for the mid to senior level officers from the Central, State and
Urban Local Body level.
Target Group:
The target group includes officers from the Ministry of Environment & Forests, Govt. of India;
Ministry of Urban Development, Govt. of India; Ministry of Housing & Urban Poverty
Alleviation, Govt. of India; State Government Departments of Urban Development and State
level nodal agencies for JNNURM for the states of Chhattisgarh, Himachal Pradesh, Uttar
Pradesh, Maharashtra and Kerala; and Urban Local Bodies of the five selected cities of
Kochi, Nashik, Raipur, Shimla and Varanasi. (One person per organisation, with a total of 13
persons)
Content:
Municipal Solid Waste- Development of municipal solid waste management systems in
Germany, experience with Public-Private-Partnership (PPP) models, awareness raising,
plastic recycling, bio-waste composting plants, anaerobic digestion technology, etc.
Water supply and Waste Water Management- Development of drinking water supply and
waste water treatment in Germany, operation and maintenance, detection and prevention of
water leakages, water saving methods, innovative solution, groundwater protection, storm
water management, Hamburg Water cycle etc.
Sustainable Transport: Sustainable transport as part of the city development strategies.
Urban & Environmental Planning- Spatial Planning, city planning, infrastructural needs,
city development of Berlin and Hamburg
Harbour Development and ecological needs
Climate action plan – Climate action planning for cities & showcasing the efforts of the city
of Hamburg.
Objectives:
1. To strengthen the capacities of the participants for urban renewal with a focus on
improved solid waste management; improved water supply & waste water
management; sustainable transport and climate action planning for the participating
cities.
2. To sensitize the participants towards urban & environmental planning including
provision of environmental infrastructure within cities.
3. To strengthen the participating departments for supporting the planning and
transformation processes of urban management and urban renewal in a financially
sustainable manner.
Approach:
The GTZ-ASEM’s environmental interventions for the 5 selected JNNURM in India includes
solid waste management, water supply management, waste water management, sustainable
transport, mandatory reforms including e-governance and climate change issues.
The participants of the exposure dialogue are from all the relevant institutions that have a
role to play within the framework of the JNNURM Project, namely the Central Government at
the National Level, the State government represented by the State Urban Development
Departments and/ the State Nodal Agencies that are the JNNURM project executing bodies
within each state and finally the 5 participating cities where the project is being executed.
The visit-cum-exposure dialogue aims to cover all the relevant aspects of the proposed GTZ-
ASEM’s interventions in the JNNURM cities, while at the same time there is an attempt to
link the process of urban renewal and environmental management to the process of urban
management, as a whole.
The training program will be through an interactive process with the relevant departments of
the Ministry of City Development & Environment for the city of Hamburg & Senate
Department for Urban Development for Berlin. The participants will be trained on issues of
solid waste management, water supply & waste water management, sustainable transport,
urban & environmental planning, harbour development and climate action planning for cities.
Visits Planned:
- Solid waste management plant including bio waste composting plants, collection
place for recyclable goods, recycling units, anaerobic digestion technology
- Water supply and Waste water treatment plant
- Hafencity, Hamburg
- Biomass from algae project
Expected Output:
The purpose of the visit is to learn from the experience of urban process and management in
the German cities of Hamburg and Berlin through a visit-cum exposure dialogue. It is
foreseen that the visit of these cities, which have an environmentally sound management
system, should strengthen the resolve of the partners to improve the process of
implementation of the JNNURM project. A probable transformation of international best
practices to the Indian context is also seen at an expected output.
