                                                                                                                                                                Current DeKalb County Students
                                                                                                                         1.  Each parent must create a Parent and Student Access System (PASS) account to complete a theme school
                                                                                                                             application.
                                                                                                                         2. If you currently have a PASS account, click the “Log In” link in the top right corner on the webpage at
                                                                                                                             http://eportal.dekalb.k12.ga.us/PASS and enter your user name and password. Proceed to step 9.
                                                                                                                         3. If you do not have a PASS account, create a new parent account by clicking on the “Log In” at the top right
                                                                                                                             corner on the webpage at http://eportal.dekalb.k12.ga.us/PASS and click on “Parent Create Account.”
                                                                                                                         4. Agree to the terms and use of site by clicking in the box. You must check the box or you will not be allowed to
                                                                                                                             continue through the online application process. Click on the NEXT button at the bottom of the page.
                                                                                                                         5. Provide a user name, password, confirm password and email address. Click the “create user” button.
                                                                                                                         6. Add a student to your account by entering the student’s birth date, 7-digit student # and 10-digit GTID #.
                                                                                                                             All additional students who will be applying for a theme school must be added to your account. It will take up to
                                                                                                                             2 business days to authorize a parent to become an approved user/viewer of account.
                                                                                                                         7. Return to check the status of your eSIS student(s). Students must be authorized and added to your account
                                                                                                                             to complete an online Theme School Application.
                                                                                                                         8. Add current authorized DeKalb County students to your account.
                                                                                                                         9. Go to the School Choice link located at the top of the webpage at
                                                                                                                             http://eportal.dekalb.k12.ga.us/Lottery/Theme.aspx. From the School Choice drop down box, select Theme
                                                                                                                             Home and then Parent Theme Lottery.
                                                                                                                         10. Click all authorized eSIS students for which you would like to complete a Theme School Application. The cells
                                                                                                                             on the application will automatically populate with the information provided in Parent Assistant. PLEASE
                                                                                                                             CHECK THE ACCURACY OF ALL INFORMATION. Contact the local school to make any changes.
                                                                                                                         11. Save the application! You must save the application to enroll the student in the automated random
                                                                                                                             lottery/selection process. Check the applicant’s registration status at the top of the online application. See
                                                                                                                             registration statuses below.

                                                                                                                                                       Private School Students/Home School Students

                                                                                                                         1.   Go to the Theme Lottery webpage at http://eportal.dekalb.k12.ga.us/Lottery/Theme.aspx. Click on the yellow
                                                                                                                              box in the middle of the page marked “Click here to register for a new account.”
                                                                                                                         2.   Agree to the terms and use of site by checking the box. You must check the box or you will not be allowed to
                                                                                                                              continue through the online application process. Click on the NEXT button at the bottom of the page.
                                                                                                                         3.   Provide a user name, password, confirm password and email address. Click the “create user” button.
                                                                                                                         4.   Are you a current DeKalb County School System Student (DCSS)? Check the “ No” box. Click “Finish.”
                                                                                                                         5.   Go to the School Choice link located at the top of the webpage at
                                                                                                                              http://eportal.dekalb.k12.ga.us/Lottery/Theme.aspx. From the School Choice drop down box, select Theme
                                                                                                                              Home and then Parent Theme Lottery.
                                                                                                                         6.   Complete the application. You must complete a theme application for each child including student name,
                                                                                                                              parent/legal guardian, theme employee (if applicable), school and sibling information (if applicable). Any false
                                                                                                                              statements pertaining to the application will void your application for the lottery process.
                                                                                                                         7.   Save and print the application! You must save the application to enroll the student in the automated random
                                                                                                                              lottery/selection process. Check the applicant’s registration status at the top of the online application. See
                                                                                                                              registration statuses below.

History of the Traditional Theme School
The traditional theme school program of the DeKalb County School System began in 1996 and serves as
an educational choice for parents and students that is not restricted by previous academic performance.
This program is based on high expectations, parental involvement and the interest to pursue challenging
learning experiences.

Components of the Traditional Theme School
A traditional theme school is a school within a community that attracts elementary students from
neighboring schools or at the middle school level from throughout the school district because of the
unique features designed to meet the needs of students and parents. The traditional theme school is
designed to offer students a comprehensive, interdisciplinary educational program in a highly structured
setting. Students are active participants in a challenging program which includes home study projects and
exposure to a world language. A cross-curricular instructional approach leads to more research centered
assignments and hands-on projects requiring problem solving and critical thinking. Parents are a vital part
of the program as they work to reinforce the instructional program and to provide support to the school.

Traditional Theme Schools
DeKalb County School System has seven traditional theme schools including Edward L. Bouie, Sr.,
Marbut, Narvie J. Harris, Oakcliff, Robert Shaw, Wynbrooke Traditional Theme Elementary Schools and
Champion Traditional Theme Middle School located in various areas of DeKalb County, Georgia.

Feeder Schools for the Elementary Traditional Theme Schools
The elementary and middle traditional theme schools and their feeder schools for the 2010-2011 school
year are listed on the Theme School Information chart shown on page 6.

Determined Feeder Schools
The traditional elementary theme schools mainly receive students from schools that have space
constraints (there are more students scheduled to enroll in the feeder schools than there is space to
receive them). Elementary schools in the immediate community with the greatest need for relief will serve
as feeder schools to the elementary theme schools. If a feeder school’s enrollment decreases, the feeder
school may no longer serve as a theme feeder site. This determination is made annually. The theme
middle school receives students from throughout the DeKalb County School System.

Selection of Traditional Theme School Applicants
Traditional theme school applicants will be selected through an automated random lottery/selection
process. If there are fewer applicants than available seats, the DeKalb County School System shall admit
all eligible applicants to the theme school. In this situation, applications submitted after the deadline will
be processed for consideration, as selected/eligible placements are needed to continue to fill available
seats. Applicants selected will receive written notification in April 2010 after the automated random
lottery/selection process is completed.

Eligible Theme School Lottery Participants
An eligible theme school lottery participant is defined as a student residing in the DeKalb County School
District with a completed online application or paper application and who has all required supporting
documentation on file in the Magnet and Theme Schools Office at the DeKalb County School Board of
Education on or before the application deadline.

Eligibility to Apply for a Theme School
•       All DeKalb, private and home school students who will enroll in prekindergarten through fifth
        grades for the 2010-2011 school year, and reside in the identified theme feeder school
        attendance areas, are eligible to apply for enrollment in the designated traditional theme
        elementary schools.
•       All DeKalb, private and home school students who will enroll in grades 6, 7, and 8 for the 2010-
        2011 school year and reside in the DeKalb County School District may apply for enrollment in the
        traditional theme middle school.
•       Siblings of students enrolled in a theme school will be eligible for the selection process if the
        parent completes a theme school application during the open enrollment session, and if the
        student is eligible and selected to enroll in the designated theme school.
•       When a school is no longer a feeder school, new students will not be enrolled; however, siblings
        of returning students may be enrolled if the sibling applicant is selected to enroll in the designated
        theme school.

Sibling
A sibling is defined as a family member who resides in the same household for which the parent(s) has
been named the legal guardian. Legal documentation must be provided.


Traditional Theme School Guidelines

•       Parents and students are expected to have an enrollment commitment for one year.
•       Once accepted, a student must be in attendance on the first day of school to maintain his/her
        placement.
•       Parents must complete parent involvement service hours for students enrolled at a theme school.
        If siblings are enrolled at a theme elementary school and a theme middle school simultaneously,
        the parent must complete 50% of the parent involvement service hours at each school to receive
        credit for parent involvement service hours.
•       Students must wear the designated uniform for the enrolled theme school.
•       Continued enrollment is contingent upon compliance with the theme school regulations and
        requirements that include the completion of parent involvement service hours and student
        attendance.
•       Students previously enrolled in a theme school may reapply during the next open enrollment
        period.
•       When a theme school placement is declined or not filled by the assigned registration date, the
        student must reapply for a theme school during the next open enrollment period.


School Hours and School Year
The operational times and school calendar for the traditional theme schools are generally the same as
those of the school system. Optional extended day programs, activities, and tutorials may be available.
Operational hours and other school information are listed in the Theme School Information chart on page
6.

Transportation
The most current DeKalb County transportation policy will be followed. Parents, please note that
transportation for elementary theme school students will continue to be provided as currently structured.
Elementary theme school students will continue to receive transportation from the neighborhood to the
designated theme schools. Transportation to Champion Theme Middle School will continue as currently
structured for the 2009-2010 school year. During the 2010-2011 school year, middle school students will
report to designated satellite pickup locations in their regions for transportation to Champion Theme
Middle School.

Locations for Open Enrollment
Parents may complete an online application for students presently enrolled in grades preschool (age 3)
through seventh during the Theme School Open Enrollment online at http://eportal.dekalb.k12.ga.us
using a personal computer, a local library computer or applying at the William Bradley Bryant
Technology Center located at 2652 Lawrenceville Highway, Decatur, Georgia 30033 from January
25, 2010 through February 11, 2010, 9-3 pm, Monday-Thursday. Paper applications may be hand
delivered or mailed to the Magnet and Theme Schools Office located at 3770 North Decatur Road
Building B, Room 233 A/B, Decatur, GA 30032.

Distribution of Seats
Elementary Theme Schools
The number of available seats for each elementary theme school is distributed among the feeder schools
based on the schools with the greatest need for relief due to space constraints. There are three pools that
students will be placed in during the lottery selection process including Theme Staff, Siblings, and At-
Large.

Middle Theme School
Each elementary theme school population will be allotted an equal percentage of available sixth grade
seats to form 50% of the theme middle school sixth grade total population. A 50%-50% allotment is
utilized to allow theme seventh and eighth grade applicants the option to fill half of the available seats
from their middle school home attendance area and at-large seventh and eight grade applicants to fill the
other half of the available seats from their home middle school attendance areas. There are four pools
that students will be placed in during the lottery selection process including Theme Staff, Siblings, Theme
and At-Large. The available theme and at-large openings are distributed among the participating middle
schools. Should an uneven number of seats become available, the remaining seats will be distributed to
the sites based on the need for relief. An automated random lottery/selection process will be conducted if
the number of applications exceeds the feeder school’s projected number of available seats for any or all
grade levels in a theme school.

Theme School Application Process

A.      Complete an online application at http://eportal.dekalb.k12.ga.us using a personal computer, a
        local library computer or by applying online at the William Bradley Bryant Technology Center
        in room 119 located at 2652 Lawrenceville Highway, Decatur, Georgia 30033 from January
        25, 2010 through February 11, 2010, 9-3 pm, Monday-Thursday.
B.      Mail or hand deliver all paper applications to the Magnet and Theme Schools Office located at
        3770 North Decatur Road Building B, Room 233 A/B, Decatur, GA 30032. Mailed applications
        must be postmarked by February 12, 2010.                  Faxed applications and supporting
        documentation will NOT be accepted in the Magnet and Theme Schools Office. It is the
        parent/legal guardian’s responsibility to submit all documents to complete the application (proof
        of residence, birth certificate, report card, etc.) by the deadline, February 12, 2010. Your
        application is NOT considered complete until all supporting documentation is submitted to the
        Magnet and Theme Schools Office by the deadline, February 12, 2010.
C.     Applicants not enrolled in the DeKalb County School District and applying for grades
        prekindergarten through eighth must provide proof of residence with the application(s).
        Acceptable proofs of residence are current gas, electric or water bills in the name of the parent or
        legal guardian. Telephone bills, bank statements, cable bills, etc. will not be accepted as proof of
        residency.
D.     All applicants applying for prekindergarten through first grades must attach a certified birth
        certificate to the application.
E.     Applicants not enrolled or not living in the DeKalb County School District and currently in the first
        through seventh grades must attach a copy of the most current report card to the application.

Employee Priority
Children of current DeKalb County School System employees working at a theme school must apply for
placement in the same school where the parent/legal guardian is employed. Please note that employee
priority DOES NOT apply to prekindergarten applicants.

Sibling Priority
Siblings of currently enrolled theme school students only in grades prekindergarten through 4, 6 and 7
may be offered enrollment in the same theme school if the parent applies for enrollment and seats are
available or placed on the waiting list in the order in which the student is placed during the theme school
lottery when seat are unavailable.          Please note that sibling priority DOES NOT apply to
prekindergarten applicants or applicants of siblings currently enrolled in grades five or eight.

Automated Lottery/Selection Process
Theme School applicants will be selected through an automated random lottery/selection process from
March 16, 2010 through March 24, 2010 at the William Bradley Bryant Technology Center in the
cafetorium located at 2652 Lawrenceville Highway, Decatur, Georgia 30033 if the number of applications
exceeds the feeder schools’ projected number of available seats for any or all grade levels in a theme
school. The names will be displayed as they are selected until all seats at each grade level are filled.
Applicants not selected for enrollment will be selected for the waiting list until all applicants have been
placed. Please see the Theme Schools Information Chart on page 6 for specific dates and times for each
theme school lottery.

Waiting List
Once all seats are filled, the remaining applicants not selected for placement during the lottery will be
placed on a waiting list in the order in which the applicant was drawn during the lottery. If additional seats
become available after the lottery has been conducted, the seats will be filled from applicants on the
waiting list (per grade level, per feeder school). The waiting list will be applicable from the date of the
theme schools automated random lottery/selection process until September 30, 2010. The waiting list
will be housed in the Magnet/Theme Schools Office. Students will not be placed after September 30,
2010. However, Prekindergarten applicants and Kindergarten applicants (Title 1 classes only) on the
waiting list will be placed throughout the year as seats become available per state guidelines regarding
the Georgia Prekindergarten Program. (Bright from the Start, Georgia Department of Early Care and
Learning Guidelines 3.4: A child who resides within the local school system may be placed on a waiting
list until all children who do reside within the attendance zone of the specific school are enrolled.)

Notification Process
Written notification will be sent to the applicants selected in the theme school lottery in April 2010. This
letter will inform the parents that the following documentation must be presented in order to complete the
enrollment process depending upon the grade level of the student: Certified Birth Certificate,
Immunization Form 3231 (New form number for 2000), Form 3300 Hearing, Vision, and Dental Screening,
Report Card (1st through 7th grade Non-DeKalb County School System students). If for any reason the
parents/guardians fail to complete the registration process, the child’s name will be removed from the
class list. The following guidelines will apply to all students selected to attend a theme school:

A. If the student does not meet the promotion requirements to enroll in the grade level for which he/she
   has been selected, the student’s placement will be declined. The seat will be offered to the next
   eligible applicant on the waiting list.

B. Students must be in attendance at the designated theme school on the first day of school to retain
   placement. Vacated seats will be filled from the waiting list.

C. No new students will be admitted after September 30, 2010. Prekindergarten applicants and
   Kindergarten applicants (Title 1 classes only) on the waiting list will be placed throughout the year as
   seats become available per state guidelines regarding the Georgia Prekindergarten Program.
   Students not selected may reapply for the 2011-2012 school year.
