1. GENERAL REQUIREMENTS:


1.1 Scope of Work – The Contractor shall provide all personnel, equipment, tools, materials,
      supervision, and other items or services necessary to develop and maintain an interactive
      internet English language web-site.


1.2    Contractor Experience – The Contractor shall have at least two (2) years in-depth

experience in the areas of interactive strategy, design, and technology. Proposals are subject to
verification during the evaluation process.


1.3 Facilities – The Contractor shall work from a remote location. Also, the contractor must
furnish a list identifying the equipment necessary to fulfill the statement of work and contract
requirements. This list shall include, but not be limited to, computers, printers, software and
communication devices used to accomplish contract tasks.


1.4 Personnel – The Contractor shall identify the role of each employee required for the project
and ensure there are sufficient personnel to complete the project as described in this document.
Personnel can be full time, part time, or flexible (substitute) staff, but their status shall not affect
the delivery of services. Staffing shall be maintained at all times to include positions where
contractor’s employees may not be present for duty as scheduled. Vacant positions should be
filled with minimal break in service regardless of the reasons for the vacancy. All employees
shall possess the skill required for their role within the project and verify their qualifications by
providing past work history/experience. Employees should also be able to read, write, and
communicate in English and provide proof of their fluency.


1.7 Customer Service – The Contractor shall address expectations that initial site development
shall be completed within a reasonable amount of time. Capacity to do this shall be detailed in a
project timeline, highlighting objective milestones and length of time to achieve the objectives.
To ensure project maintains a reasonable pace and issues are attended to, the Contractor shall
also explain the method and frequency by which they shall communicate with the proponent
office (Requiring Activity).


2. WEBSITE REQUIREMENTS:


2.1 Website Objectives – The Contractor shall develop an interactive website and assist in
achieving the marketing objectives as identified here. This web-site should compel individuals
to visit and build loyalty amongst visitors through creativity, intuitive interface and the use of
new technologies.


2.1.1 Executive Summary (Overall goals of the site.) – To communicate more clearly with each
member of our audience and provide them with pertinent information regarding our web-site
featuring support and leisure services.

2.1.2 Target Audience (Who is the user?)


Primary Target  Customers: Current and potential program users or those for whom the
programs and services are intended.


Secondary Target
                         Providers:   MWR employees, staff and those who are directly involved
                           in supporting, managing and delivering MWR programs and services
                           to customers.
                         Hosts:   The Army personnel who are involved with the delivery of
                           services by facilitating, monitoring, or promoting MWR.
                         Patrons:   The American Public as well as Congress and the Department
                           of Defense. The ultimate benefactors of MWR programs and services
                           since it is their financial contributions that support the safety and
                           defense of the country.


2.1.3   Main Message (What are we telling them?) – Emphasize that Army MWR is a
comprehensive network of support and leisure services designed to enhance the quality of living
and that MWR is “For All of Your Life”.


2.1.4 Communication Strategy (How shall we convince them?) – MWR provides these relevant
benefits to…
                    Military/Civilian Personnel
                        Deployed Soldiers: Relieve stress/unwind/get a break from duty. Be
                         assured that family back home is being taken care of. Meanwhile
                         develop       personal   growth   and    fitness,    be     prepared    for
                         deployment/relocation/reunion, reserve some quality personal time.
                        Active duty personnel: Make new friends, take an opportunity to have
                         some fun or just hang out/play games/eat or drink/read or use computer,
                         rest and relax, experience personal growth and fitness, embrace the
                         community/socialize. Relax and maintain family ties.
                        Civilians: Enjoy many of the same benefits entitled to soldiers, take
                         care of yourself/develop well-being, and meet new people.
                        Retirees: Enjoy yourself/develop well-being, stay connected to friends
                         and meet new people.

                          hobbies and skills.

2.1.5 Guidelines (How should they perceive the site?) – Customers should have ready access to
MWR information with standardized, user-friendly navigation, easily identifiable from activity
to activity, installation to installation and facility to facility. A customer should feel assured that
the MWR and services deliver on its promise for quality products.

2.1.6 Competitive Positioning (How are we different/better than our competitors?) – Our
diverse network of support and leisure services are provided under one umbrella, thus resulting
in the following benefits to our customers:
                         Services are available at every installation.
                         Services are available throughout the Army family life cycle.
                         Services are designed to maximize local/regional opportunities.
                         Services are tailored to meet the unique needs of the Army community.
                     We care about our Army community, because our sole purpose is to
                     enhance the lives of our patrons.

2.1.7 Mandatories (Logo, color dislikes, icons, etc.)

                         Adhere to CFSC Guidelines. (Guidelines shall be provided upon
                          request.) This includes logo, color, and layout standards.


2.2 Website Template – The Contractor shall be required to modify an existing template that is
consistent with the MWR Standards. Modifications shall include, but are not limited to, the
following considerations: website visitor connection speed, internet browsers, plug-ins, website
navigation structure, hierarchies, colors, readability, and block quotes.


2.3 Website Content – The Contractor shall provide assistance and guidance in areas such as:
table development and integration, inclusion and optimization of images, incorporation and
miscellaneous web components as required.

2.4 Website Usability Testing – The Contractor shall conduct either formal or informal usability
testing throughout the website development process. This shall help guarantee functionality,
design, and content meets needs of the target audience. Should findings contradict any or all of
these elements, contractor shall work to resolve these issues prior to publication on the web-site.


2.5 Domain Name Registration – The Contractor shall assist in registering multiple domain
web-site links and ensure these domains connect with completed websites. Should the need
arise to transfer a website to another server, the contractor shall assist in redirecting all domains
to new location.


2.6 Website Hosting – The Contractor shall secure a company to provide the equipment and
technical resources necessary to host website on their server. The company providing hosting
services should offer bundled services to include (at a minimum) the following: immediate
space availability, guarantee of 99.9% of uptime, file security, daily backups to protect files
from loss/corruption, quick server response time, flexibility to incorporate necessary software,
ability to upgrade server capacity as needed, 24-hour technical support and ability to control
website content.


2.7 Content Management – The Contractor shall provide the ability to readily update website
content, from any web browser, without knowledge of HTML or other programming language.
These updates shall include, but are not limited to the following: addition/removal of text
content, addition/removal of pages, addition/removal of images/tables, addition/removal of files,
and modifications to formatting. The number of revisions shall not be limited and website
content must remain current on a daily basis. Access to website content shall be secure and
limited to those individuals identified by the KORO MWR marketing office. Additionally,
training shall be provided to every individual designated to maintain the site. This shall be done
through either online tutorial or on-site workshop.


2.8 Search Engine – The Contractor shall integrate search engine functions to help website
visitors find the desired information. The search engine should be fluid and change as the
information within the site is updated. It is important that the search engine be configured to
track the search requests of users, which shall assist in our marketing efforts.


2.9 Database Functions – The Contractor shall develop a database that allows website visitors
to generate different views of data in response to choices made via the web page. Contractor

shall offer guidance on database structure and guarantee that database contents are secure.
Fields for database interface should be customizable and unlimited in number. Content should
be accessible 24-hours a day, updates should be infinite, and information should be published
daily. Training shall be provided to every individual designated to maintain the site. This shall
be done through either online tutorial or on-site workshop.


2.10 Forms – The Contractor shall develop a mechanism to allow website visitors the ability to
send information to those managing the website. This shall be executed via feedback, inquiry,
reservation forms. Requirements for these items shall include, but are not limited to, the
following: unlimited number of forms and fields, secure transmission, and 24-hour technical
support.


2.11 Email – The Contractor shall arrange to have multiple email addresses assigned to the
website. The requirements for these email addresses shall include, but are not limited to, the
following: set-up of unlimited number of email addresses, forwarding capabilities, email
security, daily backups for file protection, and 24-hour technical support.


2.12 Search Engine Optimization – The Contractor shall ensure website traffic is maximized
via search engine optimization. Criteria shall be realized when the website is listed with the top
10 search engines, including: Google, Yahoo, Search MSN, Ask Jeeves, Lycos, Alta Vista, AOL
Search, About/Mining Co., Dogpile and Search.myway.com.


2.13 Direct Marketing – The Contractor shall provide the capability to regularly execute
successful email marketing campaigns. Product selected to implement these campaigns should
include the following components:


2.13.1 Ability to Build Customer Email Lists: Creation of opt-in forms for visitors to complete,
integration of form into website, inclusion of unlimited standard and customizable information
within form, automated transition of new member information into database, and double opt-in
procedures to guarantee accuracy of lists.


2.13.2 List Management: 24-hour accessibility, capacity to upload data from any format, data
cleansing capability to delete invalid email addresses, easy removal of duplicated records,
security ensuring record protection, and an unsubscribe message at the footer of every outgoing
email.

2.13.3 Creation of Email Messages: Ability to develop either HTML or text messages without
technical skills (selection of customizable color templates, ability to upload images, input text
directly into message, and preview prior to distribution), automatic generation of text version of
HTML emails, “sniffing” feature to ensure optimal format is sent, and assistance in scanning
email to flag potential spam terms.


2.13.4 Quality Assurance: Capability to test email distribution prior each mailing. Messages
should be tested to ensure compatibility with different browsers/email applications,
functionality of links shall be confirmed, and layouts shall work well with a diverse range of
customer systems.


2.13.5 Reporting: Features of selected product shall be compatible with software chosen for
website traffic reporting. Reports should be available 24/7, detect the date/time each email was
distributed/delivered, identify individuals clicking through to specific pages, and pinpoint those
people who have unsubscribed.


2.13.6 Access to email database and development tool shall be secure and limited to those
individuals identified by the Korea Region MWR marketing office. Additionally, training shall
be provided to every individual designated to maintain the lists and develop campaigns. This
shall be done through either online tutorial or on-site workshop.


2.14 Access Board 508 Requirements – The Contractor shall ensure that the completed website
complies with the requirements dictated and shall be accessible to both federal employees and
members of the public with disabilities. The standards include, but are not limited to the
following:


2.14.1 A text equivalent for every non-text element.


2.14.2 Alternatives for any multimedia presentation shall be synchronized with the presentation.


2.14.3 Pages shall be designed so that all information conveyed with color is also available
without color.


2.14.4 Documents shall be organized so they are readable without requiring an associated style
sheet.

2.14.5 Redundant text links shall be provided for each active region of a server-side image map.


2.14.6 Client-side image maps shall be provided instead of server-side image maps except
where the regions cannot be defined with an available geometric shape.


2.14.7 Row and column headers shall be identified for data tables.


2.14.8 Markup shall be used to associate data cells and header cells for data tables that have
two or more logical levels of row or column headers.


2.14.9 Frames shall be titled with text that facilitates frame identification and navigation.


2.14.10 Pages shall be designed to avoid causing the screen to flicker with a frequency greater
than 2 Hz and lower than 55 Hz.


2.14.1 When pages utilize scripting languages to display content, or to create interface elements,
the information provided by the script shall be identified with functional text that can be read by
assistive technology.


2.14.12 When a web page requires that an applet, plug-in or other application be present on the
client system to interpret page content, the page shall provide a link to a plug-in or applet that
complies with 1194.21 (a) through (l).


2.14.13 When electronic forms are designed to be completed on-line, the form shall allow
people using assistive technology to access the information, field elements, and functionality
required for completion and submission of the form, including all direction and cues.


2.14.14 A method shall be provided that permits users to skip repetitive navigation links.


2.14.15 When a timed response is required, the user shall be alerted and given sufficient time to
indicate more time is required.


2.16 Website Traffic Reporting – The Contractor shall supply an easy-to-use website analysis
solution and assist with the integration of this selected solution with website. Contractor shall
also ensure that the selected solution provides a comprehensive set of reports to assist with
marketing analysis. Examples include, but are not limited to the following: advertising

views/clicks, search engine referrers, hits/page views/visits, activity, site diagnostics, browser
types, new/returning visitors, visitor navigation/path, visitor geography and session length.
Contractor shall also make certain that these reports are accessible for multiple parties to view,
thus reporting should be prepared using either mainstream software (e.g. Word, Excel, Power
Point) or via an internet browser. The contractor shall also provide individuals designated to
compile these reports with training. Training shall be done through either online tutorial or via
on-site workshop. It should also be noted that these reports would need to be generated (at
minimum) on a monthly basis.


2.17 Website Maintenance – The Contractor shall be required to maintain the website for the
duration of the contract. Meaning the website shall be kept fresh, up-to-date, accurate, and fully
functioning. The maintenance services required shall include, but shall not be limited to the
following: design and content updates, programming, addition and removal of website pages,
and repair of inactive links, email addresses or forms.
