GENERAL REQUIREMENTS: 1.1 Scope of Work – The Contractor shall provide all personnel, equipment, tools, materials, supervision, and other items or services necessary to develop and maintain an interactive internet English language web-site. 1.2 Contractor Experience – The Contractor shall have at least two (2) years in-depth IS3 CORPORATION. Proposals are subject to verification during the evaluation process. 1.3 Facilities – The Contractor shall work from a remote location. Also, the contractor must furnish a list identifying the equipment necessary to fulfill the statement of work and contract requirements. This list shall include, but not be limited to, computers, printers, software and communication devices used to accomplish contract tasks. 1.4 Personnel – The Contractor shall identify the role of each employee required for the project and ensure there are sufficient personnel to complete the project as described in this document. Personnel can be full time, part time, or flexible (substitute) staff, but their status shall not affect the delivery of services. Staffing shall be maintained at all times to include positions where contractor’s employees may not be present for duty as scheduled. Vacant positions should be filled with minimal break in service regardless of the reasons for the vacancy. All employees shall possess the skill required for their role within the project and verify their qualifications by providing past work history/experience. Employees should also be able to read, write, and communicate in English and provide proof of their fluency. 1.7 Customer Service – The Contractor shall address expectations that initial site development shall be completed within a reasonable amount of time. Capacity to do this shall be detailed in a project timeline, highlighting objective milestones and length of time to achieve the objectives. To ensure project maintains a reasonable pace and issues are attended to, the Contractor shall also explain the method and frequency by which they shall communicate with the proponent office (Requiring Activity). 2. WEBSITE REQUIREMENTS: 2.1 Website Objectives – The Contractor shall develop an interactive website and assist in achieving the marketing objectives as identified here. This web-site should compel individuals to visit and build loyalty amongst visitors through creativity, intuitive interface and the use of new technologies. 2.1.1 Executive Summary (Overall goals of the site.) – To communicate more clearly with each member of our audience and provide them with pertinent information regarding our web-site featuring support and leisure services. This includes logo, color, and layout standards. 2.2 Website Template – The Contractor shall be required to modify an existing template that is consistent with the MWR Standards. Modifications shall include, but are not limited to, the following considerations: website visitor connection speed, internet browsers, plug-ins, website navigation structure, hierarchies, colors, readability, and block quotes. 2.3 Website Content – The Contractor shall provide assistance and guidance in areas such as: table development and integration, inclusion and optimization of images, incorporation and miscellaneous web components as required. This shall help guarantee functionality, design, and content meets needs of the target audience. Should findings contradict any or all of these elements, contractor shall work to resolve these issues prior to publication on the web-site. 2.5 Domain Name Registration – The Contractor shall assist in registering multiple domain web-site links and ensure these domains connect with completed websites. Should the need arise to transfer a website to another server, the contractor shall assist in redirecting all domains to new location. 2.6 Website Hosting – The Contractor shall secure a company to provide the equipment and technical resources necessary to host website on their server. The company providing hosting services should offer bundled services to include (at a minimum) the following: immediate space availability, guarantee of 99.9% of uptime, file security, daily backups to protect files from loss/corruption, quick server response time, flexibility to incorporate necessary software, ability to upgrade server capacity as needed, 24-hour technical support and ability to control website content. 2.7 Content Management – The Contractor shall provide the ability to readily update website content, from any web browser, without knowledge of HTML or other programming language. These updates shall include, but are not limited to the following: addition/removal of text content, addition/removal of pages, addition/removal of images/tables, addition/removal of files, and modifications to formatting. The number of revisions shall not be limited and website content must remain current on a daily basis. Access to website content shall be secure and limited to those individuals identified by the KORO MWR marketing office. Additionally, training shall be provided to every individual designated to maintain the site. This shall be done through either online tutorial or on-site workshop. 2.8 Search Engine – The Contractor shall integrate search engine functions to help website visitors find the desired information. The search engine should be fluid and change as the information within the site is updated. It is important that the search engine be configured to track the search requests of users, which shall assist in our marketing efforts. 2.9 Database Functions – The Contractor shall develop a database that allows website visitors to generate different views of data in response to choices made via the web page. Criteria shall be realized when the website is listed with the top 10 search engines, including: Google, Yahoo, Search MSN, Ask Jeeves, Lycos, Alta Vista, AOL Search, About/Mining Co., Dogpile and Search.myway.com. 2.13 Direct Marketing – The Contractor shall provide the capability to regularly execute successful email marketing campaigns. Product selected to implement these campaigns should include the following components: 2.13.1 Ability to Build Customer Email Lists: Creation of opt-in forms for visitors to complete, integration of form into website, inclusion of unlimited standard and customizable information within form, automated transition of new member information into database, and double opt-in procedures to guarantee accuracy of lists. 2.13.2 List Management: 24-hour accessibility, capacity to upload data from any format, data cleansing capability to delete invalid email addresses, easy removal of duplicated records, security ensuring record protection, and an unsubscribe message at the footer of every outgoing email. Additionally, training shall be provided to every individual designated to maintain the lists and develop campaigns. This shall be done through either online tutorial or on-site workshop. 2.14 Access Board 508 Requirements – The Contractor shall ensure that the completed website complies with the requirements dictated and shall be accessible to both federal employees and members of the public with disabilities. It should also be noted that these reports would need to be generated (at minimum) on a monthly basis. 2.17 Website Maintenance – The Contractor shall be required to maintain the website for the duration of the contract. Meaning the website shall be kept fresh, up-to-date, accurate, and fully functioning. The maintenance services required shall include, but shall not be limited to the following: design and content updates, programming, addition and removal of website pages, and repair of inactive links, email addresses or forms. 3.
