The agencies listed offer a variety of services including information and consultation on
legal rights. Some agencies refer clients to another agency or individual attorney for
actual legal services. In most cases, legal rights consultation services are available at no
cost to people with disabilities and their families.

Legal representation by an attorney at a school-parent conference, an impartial due
process hearing, or trial in a civil court will involve some cost to the user. Attorney’s
fees vary according to the income level of the user or their family. The significance and
legal precedence of the issue may determine whether the agent will accept the case and
may determine the amount of the fee. Depending on the issue and jurisdiction of the
legal process used, attorneys’ fees and costs of hearings and litigation may be recovered
by the parent or disabled person if they are the “prevailing” party if so ordered by a court.
