   FOUR DESPERATE INTERSTATE AUTO LIFTERS & RECEIVERS OF
      STOLEN VEHICLES ARRESTED: 37 CASES WORKED OUT
Introduction:

         With the arrest of four persons, namely (i) Rattan s/o Ram Niwas, (ii) Lalit
Kumar @ Sonu s/o Rajbir Singh, (iii) Janardan Singh s/o Ram Kishan and (iv) Ram
Bahadur s/o Anokhe Lal, the Special Staff of Outer District has busted a gang of
Interstate Auto Lifters operating in the area of Delhi and NCR and has worked out as
many as “THIRTY SEVEN” cases of Auto lifting and recovered the Stolen vehicles.

Brief facts:

         Keeping in consideration the increasing Motor Vehicle theft and forthcoming
Independence Day occasion, a special team of Special Staff, Outer District was formed by
Sh A.S. Bajwa, ACP, Operation under the leadership of Inspr. Narender Beniwal
comprising of SI Sanjay Gade, SI Jasmohinder, SI Samarpal Singh, HC Yogesh Kumar,
HC Rishi Ram, HC Surender Dahiya, Ct Hari Chand, Ct Gajender, and Ct Devraj. On
12.8.08 at about 09.00 p.m., this team of Special staff was present in the area of
PS/Rohini, Delhi while they apprehended Rattan and Lalit kumar in possession of a Bajaj
Pulsar Motorcycle. On verification, it was found that the motorcycle was stolen from the
area of PS/Rohini, Delhi. On sustained interrogation, they confessed to have stolen at
least 50 motorcycles from Outer District and North-West District, Delhi. Out of these 37
cases of Outer District and North-West District have been worked out. Accused Janardan
& Ram Bahadur, the receivers of the stolen vehicles/property, were later apprehended on
the disclosure statement of accused Rattan and recovery was affected.

Action taken:
    Arrested u/s 41.1 (d)/102 Cr.P.C. vide DD No. 31 A dated 12.8.08, PS/Rohini, Delhi.

Cases worked out:
    Total 37 cases of Police Stations Sultan Puri, Rohini, Bawana of Outer District, Delhi,
PSs/Saraswati Vihar, Adarsh Nagar and Prashant Vihar of North-West District, Delhi and
Tilak Nagar of West District, Delhi had been worked out.

Accused arrested:
    1. Rattan s/o Ram Niwas r/o 80 Yards houses, Vill. Pehladpur Bangart, Delhi (22
       yrs)
    2. Lalit Kumar @ Sonu s/o Rajbir Singh r/o 57/21, Kishan Colony, Pehladpur, Delhi.
       (20 yrs)
    3. Janardan Singh s/o Ram Kishan r/o 134, Pehladpur, Delhi (28 yrs)
    4. Ram Bahadur s/o Anokhe Lal r/o Pappu Colony, Pehladpur, Delhi (35 yrs)

Profile of the accused persons:

        Accused Rattan used to drive a tractor in the area of Outer District a few months
ago. Once he met Lalit Kumar and Janardan Singh they all planned to steal motorcycles
and to dispose them off to Kabaries. Janardan is a motorcycle mechanic and used to
dismantle the motorcycles stolen by Rattan & Lalit. Pritam, Ajay s/o Ram Bahadur, Monu
and Raju were also a part of the gang and used to steal motorcycles and dispose off the
same as per the directions of their gang leader Rattan. Lalit is a budding criminal of the
area. The thieves used to steal the motorcycles and sell them off to Janardan for a
considerable amount of Rs.2000/- who further used to dismantle the motorcycles in a
nearby jhuggi and dispose off the same to FERI WALAS. Efforts are on to apprehend the
remaining accused persons.

Property recovered:
    Total 12 complete motorcycles have been recovered, whereas different parts of at
least 14 motorcycles were also recovered from the possession of and on the instance of
the accused persons. Few other stolen vehicles were left abandoned by them and the
recoveries are being effected.

              ONE BOOTLEGGER ARRESTED AND 36 CARTOONS OF ILLICIT
                         COUNTRY MADE LIQUOR SEIZED
INTRODUCTION

        With the arrest of one accused person namely Ravinder s/o Sh. Jai Prakash r/o
D-151, Madhu Vihar, Delhi, the Special Staff of Outer District has recovered 36 Cartoons
of country made liquor for sale in Haryana only.

Brief facts

            Keeping in view of the Independence Day occasion and threats given by militant
outfits thereof, the staff of Spl.Staff/Outer District, Delhi was deployed for checking of
vehicles on different locations in Outer District, Delhi. On 10.8.08, HC Rishi Ram along
with Ct. Hari Chand, Ct. Dev Raj and Ct. Gajender while conducting vehicles checking at
Jalebi Chowk, Sultan Puri, received information that one black colour Ceilo Car having
illicit country made liquor for sale in Haryana, in it, will pass through Jalebi Chowk. At
about 11.40 a.m. one black colour Ceilo Car bearing Registration No. DL-3C-G 9527 was
seen coming from Sultan Puri Bus stand. Ct. Hari Chand gave signal to stop the vehicle
but the driver instead of stopping it started driving it in the back gear, the staff present on
the spot stopped the vehicle by running after it which was being driven by one Ravinder
s/o Jai Prakash r/o D-151, Madhu Vihar, Delhi and on checking the vehicle 36 cartoons of
Desi Masaledar liquor for sale in Haryana only, were recovered. A case FIR No. 520/08
dated 10.08.08 u/s 61/78 The Punjab Excise Act-1914, PS/Sultan Puri, Delhi got
registered, accused arrested and vehicle has been seized.

                 INDEPENDENCE DAY CELEBRATIONS- 2008

                            TRAFFIC ARRANGEMENTS

         Elaborate traffic arrangements around Red Fort is being planned
on the occasion of Independence Day Celebrations-2008 on Friday, the
15.08.2008, to facilitate the movement of V.I.P. vehicles, invitees and
general public to reach Red Fort and also to ensure safe and smooth flow
of traffic in other parts of the city.

TRAFFIC RESTRICTIONS AROUND RED FORT

      The following roads will be closed for general traffic from 5 AM to 9
 AM and only labeled vehicles will per permitted:-

 1.          Netaji Subhash Marg from Delhi Gate to Chatta Rail
 2.          Lothian Road from GPO Delhi to Chatta Rail.
 3.          S.P.Mukherjee Marg from H.C.Sen Marg to Yamuna Bazar
             Chowk.
 4.          Chandni Chowk from Fountain to Red Fort Chowk
 5.          New Darya Ganj Road from Ring Road to Netaji Subhash Marg
 6.          Link Road from Esplanade Road to Netaji Subhash Marg

ROADS THAT MAY BE AVOIDED:

       Those vehicles which do not have parking labels for Independence
Day may avoid Tilak Marg, Mathura Road, BSZ Marg, Subhash Marg, J.L.
Nehru Marg and Ring Road between Nizammuddin Bridge and ISBT
bridge and take the route as advised.

North South Access

Alternative 1 : Aurobindo Marg – Safdarjang Road – Mother Teresa
Crescent – Park Street – Mandir Marg – Panchkuian Road – Rani Jhansi
Road and reach their destinations in North Delhi and vice-versa.

Alternative 2: Reach Connaught Place – Minto Road – Bhavbhuti Marg –
Ajmere Gate – Shradanand Marg – Lahori Gate Chowk – Naya Bazar –
Pili Kothi – S.P.Mukherjee Marg and reach their destination in North Delhi
and vice versa.

Alternative 3: Reach Nizamuddin Bridge to cross Yamuna – Marginal
Band road – G.T. Road and cross over to ISBT and reach their
destination in North Delhi and vice versa.

LABELLED VEHICLES

      All invitees having “Triangular Parking Labels” should take Ring
Road to reach Ring Road/Shantivan crossing and turn left/right on New
Darya Ganj Road to reach Red Fort depending on arrival from South or
North respectively.

      Invitees having “Square Parking Label Nos. 4, 4A & 5” must
reach Delhi Gate and proceed via Subhash Marg to their designated
parking lots. Those coming from North must reach Subhash Marg via
Ring Road and Rajghat crossing - J.L.Nehru Marg - Delhi Gate.

       Invitees having “Square Parking Label No.6” should reach Chatta
Rail and proceed to parking behind Recruitment Centre, Red Fort.

SIGNAGES

      Adequate informative signages have been displayed for the
guidance of vehicular traffic destined for the Red Fort function at all
important traffic junctions.

RESTRICTIONS ON MOVEMENT OF COMMERCIAL TRANSPORT
AND INTERSTATE BUSES:

   1.     All goods vehicles will remain restricted from the midnight of
          14.8.2008 to 1100 hours on 15.8.2008.

   2.     Interstate Buses will not be allowed between Maharana Pratap
          ISBT and Sarai Kale Khan ISBT from 0500 hours to 0900
          hours. These buses may use G.T.Road and Wazirabad Road
          and NH-24.

RESTRICTIONS ON MOVEMENT OF CITY BUSES APART FROM

RESTRICTED ROADS:

      Local city buses including DTC are advised to avoid Ring Road
from 0500 hours to 0900 hours between Hanuman Setu and Bhairon
Road ‘T’ point and take alternative route available.

      Buses ordinarily terminating at Red Fort, Jama Masjid and Delhi
Main Rly. Stn. will be curtailed/diverted as below:-

   1)      Opposite Ramlila Ground on J.L.N. Marg for buses approaching
           from South Delhi. Pedestrians can approach Red Fort via
           Nukkar Faiz Bazar and Subhash Marg.

   2)      Opposite Telephone Exchange Asaf Ali Road for buses from
           West Delhi approaching via DBG Road. Pedestrians can
           approach Red Fort via Delhi Gate and Netaji Subhash Marg.

   3)      At Mori Gate and Tis Hazari for buses coming from North, North
           West and East Delhi via ISBT Bridge. Pedestrians can reach
           Red Fort via Pul Duffrin and S.P.Mukherjee Marg.

   4)      At Boulevard Road opp. Maharaja Agrasen Park for buses
           coming from North Delhi side from Ring Road. Pedestrians can
           reach Red      Fort     via Lothian Road –Chatta Rail –
           S.P.Mukherjee Marg – Chandni       Chowk –Esplanade Road

           Normal bus service will be restored after 10 A.M.

How to Approach Old Delhi Railway Station:

   1)      South Delhi : Mother Teresa Crescent – Park Street – Mandir
           Marg – Panchkuian Road – Rani Jhansi Marg – Pul Duffrin –
           S.P.Mukherjee Marg to reach the Railway Station.

   2)      All other directions from Ring Road – Kela Ghat Road –
           Zorawar Singh Marg – Mori Gate – Pul Duffrin –S.P.Mukherjee
           Marg to reach the Station.

How to reach New Delhi Rly. Station:

        There is no restriction.

How to reach ISBT

      New Delhi and South Delhi : Mother Teresa Crescent – Park Street
– Mandir Marg – Panchkuian Road – Rani Jhansi Road – Boulevard
Road.

How to reach J.P.N. Hospital

        No restrictions.

them to the nearest policeman.

        On 9.8.2008 at about 5.20 PM, Head Constable Naresh Kumar,
No.827/NW and Const. Chander Pal, No.1426/NW were on patrolling duty
in the area of P.P. Shakti Vihar, PS Saraswati Vihar. When they reached
near IDPL Apartments at Road No.44, Pitamura, some people were
shouting ‘Pakro-Pakro’ and running behind a Motor-Cycle borne youth.
Head Constable Naresh and Constable Chanderpal with the help of public
blocked the way of the motorcyclists due to which their Motor cycle
slipped on the road & both youth fell down. Constable Chanderpal caught
hold the pillion rider whose name and address later revealed as Vinod S/o
Suresh Pal, R/o Y-720, Mangolpuri, while the other boy who was driving
the motorcycle managed to flee away from the spot. On the personal
search of Vinod Constable Chanderpal recovered a button actuated
knife. On enquiry it is learnt that Vinod and his associate have tried to
snatch away the chain of a lady near Harsh Vihar Chowk, who raised the
alarm and public got alert. On verification of his police record Vinod S/o
Suresh Pal, R/o Y-720, Mangolpuri has been identified as a desperate
snatcher. On this a case vide FIR No.473/08 u/s 25-A.Act, PS Saraswati
Vihar, Delhi was registered and investigation taken up. During
investigation, he admitted to have committed around 100-125 chain
snatching in the area of Rohini, Saraswati Vihar, Keshav Puram, Ashok
Vihar, Model Town, Shalimar Bagh and Prashant Vihar in the last six
months. His associate has been identified as Sanjay who is also a
desperate snatcher of PS Sultan Puri.

       On further investigation, three gold chains have been recovered
from his possession and a total seven cases of snatching of North-West
District have been solved. He is earlier involved in 9 cases of NDPS,
Snatching, Arms Act and Excise Act.

• TWO NOTORIOUS DOMESTIC SERVANT THIEF ARRESTED.
•  1 MOBILE PHONE AND FOUR COSTLY DIAMOND NECKLACES
WERE RECOVERED (WORTH RS. 5 - LAC).

    A team of P.S. Prashant Vihar/NW Distt. has arrested two notorious
domestic servant thief namely (1) Surjeet Munda s/o Sukhram Munda r/o
Village Nangai PS Dumari Distt. Gumla (Jharkhand ) & (2) Sandeep
Kumar Shrivastav S/o Nagender Parsad Shrivastav r/o Mohhala Sanjay
Nagar PS Adharlal Distt. Jabalpur (MP) and recovered 1 mobile phone
and 4 precious Diamond Necklaces (Sets) (worth Rs. 5 lacs) from their
possession and solve the case of servant theft.

On 7.2.08 a case FIR No. 72/08 U/S 408-IPC PS Prashant Vihar was
registered that the domestic servant namely Surjeet has been escaped by
stealing a Motor Cycle, 6 diamond necklaces and Phone no. 9871120137.
On this a team comprising of SI Bineet Pandey, Ct. Manvir Singh, Ct.
Himansu & Ct. Rishi of P.S Prashant Vihar under the close supervision of
Sh. Ravinder Grewal ACP/Shalimar Bagh was constituted to search
Surjeet. On the basis of secret information accused namely Vikash
Sharma @ Golu R/O H-163, Karam Pura was arrested and on his
instance one Diamond Necklace and Motor Cycle was recovered on
13.2.2008. Another one accused namely Amit Kumar Gupta @ Kaku R/O
WZ-548, Sri Nagar, Rani Bagh Delhi, brother-in-law of complainant’s
brother was also arrested on the same day who was also found involved
in the conspiracy of whole planning.

The team was regularly in searching of IMEI No. of Surjeet. On the
analysis of call detail of the Phone No. 9893762829 which was found
activated on the IMEI No. of accused Surjeet. On this, enquiries were
made from the contacts of above noted number and come to conclusion
that the location of Surjeet was found roaming at Pahar Ganj. Hence, the
information was developed and Surjeet & his associate Sandeep were
arrested and recovered 4 Diamond precious Necklaces from their
possession.
