THE DECISION IS THAT: -

The Council be recommended: -

1. to agree, in principle, the Business Plan, the establishment of ‘3en’ and the transfer
   of the £1 million (plus accruing interest) at the appropriate time;

2. to retain Dr. Ian Buckley-Golder to deliver Stage Two of the project at a cost of
   £6,000 to be met from the accruing interest from the original capital receipt;

3. to delegate to the Acting Chief Executive of the Council in consultation with the
   Cabinet Member for Economic Prosperity / Employment Skills & Learning the
   authority (a) to take all steps necessary to establish ‘3en’ (b) to secure the transfer of
   the said sum of £1 million (plus interest) and (c) to utilise funds as necessary for all
   costs associated with the exercise of those delegated powers from the accruing
   interest;

4. to establish a small cross party group of Members to select and appoint the
   Chairman and Directors of 3en; and

5. to agree that regular progress reports be made to the Cabinet and that, in particular,
   Officers shall report back to the Cabinet in the event of significant problems or
   issues arising during Stage Two (implementation phase) of the creation of ‘3en’.

THE REASONS FOR THE DECISION ARE:-

To enable a Business Plan for the formation and running of a Limited Partnership and a
company to encourage entrepreneurial enterprise within the Borough of Basingstoke
and Deane. The company will be known as ‘3en’.
THE OPTIONS CONSIDERED AND REJECTED ARE:-

To utilise resources from a Section 106 agreement to provide a traditional Enterprise
Centre or ‘Enterprise Hub’ (which would then become part of a network of Hubs being
created by SEEDA, the South East England Development Agency) to create
employment opportunities within the Borough.

THE CONFLICTS OF INTEREST ARE:-

There are no known conflicts of interest.
