               FY 2008 CONSOLIDATED ACTION PLAN AMENDEMENT
                         Neighborhood Stabilization Program

Fort Bend County proposes to amend its approved FY 2008 Consolidated Action Plan. The
Consolidated Plan regulations at 24 CFR 91.505 state that a jurisdiction shall amend its approved
plan whenever it makes one of the following decisions:
(1)    To make a change in its allocation priorities or a change in the method of distribution of
       funds;
(2)    To carry out an activity, using funds from any program covered by the consolidated plan
       (including program income), not previously described in the action plan; or
(3)    To change the purpose, scope, location, or beneficiaries of an activity.

In July of 2008, Congress enacted the Housing and Economic Recovery Act (HERA). Title III
of this act created the Neighborhood Stabilization Program (NSP). Fort Bend County expects to
receive $2,796,177 in Neighborhood Stabilization Program funds during FY 2008. The purpose
of this program is to assist in the redevelopment of abandoned and foreclosed homes. To do this,
Fort Bend County can:

       Buy abandoned or foreclosed homes;
       Redevelop demolished or vacant properties;
       Demolish or rehabilitate abandoned, foreclosed or blighted properties;
       Offer down payment and closing cost assistance to low- to moderate-income homebuyers
       Reuse properties for affordable rental housing

In addition, Fort Bend County can create a “land bank” to assemble, temporarily manage, and
dispose of vacant land for the purpose of stabilizing neighborhoods and encouraging re-use or
redevelopment of property. Fort Bend County must set-aside 25 percent ($699,045.00) of the
total amount of NSP funds for the purchase and redevelopment of abandoned or foreclosed
homes or residential properties for households whose incomes do not exceed 50 percent of area
median income according to the U.S. Department of Housing and Urban Development (HUD).

Fort Bend County will target Neighborhood Stabilization Program funds in the following high-
risk areas, parts of the cities of Arcola, Beasley, Pleak, Richmond, Rosenberg and
unincorporated areas of the County. A complete list of target areas is available on the Fort Bend
County Community Development Department website, at www.co.fort-bend.tx.us.

Fort Bend County will have 18 months to obligate these funds, and four years to expend funds.
Fort Bend County must submit its action plan amendment detailing how it plans to manage the
NSP funds to the U.S. Department of Housing and Urban Development (HUD) by December 1,
2008.
The Fort Bend County FY 2008 Consolidated Action Plan Amendment is available for public
comment and review. The public is encouraged to submit written comments by Friday,
November 14, 2008 to Marilynn Kindell, Community Development Director, at 4520 Reading
Road, Suite A, Rosenberg, Texas 77471. Comments will be incorporated into the Consolidated
Action Plan Amendment, as appropriate. Persons with vision or hearing impairments or other

Location Description: Based on HUD NSP Data for estimated foreclosure abandonment risk
score. This item used a score of 1 to 10, where 10 indicated the area is in the highest 10 percent
of risk nationwide for foreclosure and abandonment based on the combination of HUD's
foreclosure risk estimate and vacancy rate. 1 indicated the lowest level risk. The County is
targeting the 2000 Census Tract Block Groups with scores between 8 and 10.
