Development lead / facilitator
General description
Job description describing the roles and career path for a development lead/facilitator within the EMIS
Systems Development department.


Standard roles, duties and responsibilities
Objectives
It has been recognised that it takes time and experience within the EMIS health care development
environment for new members of staff to become effective, whatever the discipline (technical, management or
both).
Formal project management skills, although relevant, are no longer the main pre-requisite to fulfilling the
demands of the role as a development lead/facilitator at EMIS.
Experience within the health care domain and exposure to the methods of developments utilised by EMIS are
now seen as more important factors in the progression of individual abilities.
For these reasons EMIS are now recruiting individuals with the desire and capacity to take a leading role
within a portfolio of developments, initially under the direct supervision of senior development leads, with the
direct aim of developing all the skills necessary to reach their full potential as EMIS development leads.
This is a diverse role that requires the post holder to be flexible, pragmatic and practical (hands on).
Preference will be given to candidates who have experience or can demonstrate knowledge of
leading/facilitating projects in agile development environments.

Development lead/facilitator role

Preferred Requirements (not all mandatory)
        Must be above all else flexible, not scared of change and happy to roll up your sleeves when required
        Education to degree level in a computer science related subject.
        Knowledge of Object Oriented development techniques.
        Experience of client server applications and relational databases.
        Exposure to XML, .NET Framework, C#, SQL and Windows Forms development.
        Ability to work under own initiative and take control of a situation.
        Previous experience in a software testing or development environment an advantage.


Duties
        Working closely with the development technical architects / software engineers in the facilitation of new
         developments
        Liaision between development technical staff and 3rd parties / customers
        Scoping developments in terms of requirements and resources
        Supporting field / sales staff in producing new project tenders

      Issue tracking / resolution / escalation
      Planning
      Managing communications between development / 3rd parties / customers where appropriate
      Reporting on progress to stakeholders
      Production of project related documents

Contacts and communications
The post holder will report to the Development Managers of each team as appropriate and take technical
advice from the Technical Leads and Systems Architects.
