Dear Customer,

CLAIMING WOODLAND GRANTS AFTER OCTOBER 2006

I am writing to you in relation to your Woodland Grant Scheme, (WGS) contract(s) to explain
that you need to be registered as a customer with the Rural Payments Division of the Welsh
Assembly Government.

The reason for this is that the WGS is partly funded by the European Union through the
Rural Development Plan, (RDP) for Wales. The National Assembly for Wales is now the
Paying Agency in Wales and the Rural Payments Division is responsible for ensuring that all
grants within the RDP are correctly administered. They have informed us that new rules
affecting the administration of grants came into effect on 16 October 2006. One of the
requirements is that all beneficiaries of grants funded through the RDP must have a unique
Customer Reference Number, (CRN).

If you are a farmer receiving the Single Payment or if you take part in the Tir Cynnal
scheme, you will already have a CRN. (The number starts with the letter A and is followed
by seven digits: eg A0044267)

If you already have a CRN, please complete the attached reply slip and return it to this
office as soon as possible.

If you do not have a CRN but intend to claim WGS grants, you need to contact your local
Welsh Assembly Divisional Office (see addresses overleaf) to request an application form
for a CRN/CPH number. They will then guide you through the registration process. If at all
possible, we recommend that you make an appointment with the local Divisional Office to
go through the process in person. Once you have been issued with a CRN, please use the
reply slip attached to notify us.
The Rural Payments Division has informed us that without registration, they will not be able to
meet European requirements and that this would prevent us from making grant payments.
Therefore, we strongly urge you to commence the registration process within the next three
weeks in order to avoid any unnecessary delay in making your grant payments.

The Forestry Commission cannot undertake registration on your behalf. However, in order to
help you register, some guidance and answers to commonly asked questions will be published
on our website:      www.forestry.gov.uk/wales A copy of this letter has been sent to regular
forestry agents in Wales, we understand that some of them may be able to offer their clients
some assistance with registration. If your WGS contract is managed by an agent, you may
wish to contact them for advice or help with registration.

If you have received more than one copy of this letter, it may be because you have more than
one WGS contract with us and your applicant’s details differ slightly between contracts.
However, you will only need to register once for a CRN.

Welsh Assembly Government at your nearest Divisional Offices, at the addresses below.
