                                              PROJECT CHARTER




Context and Purpose

The Project Manager develops the Project Charter with the support of the Project Sponsor. The Project Sponsor or
business manager issues the Project Charter to formally authorize a project. The Project Charter provides the
Project Manager the authority to apply resources to project activities. It also provides:

       Clear direction for the project
       Clear understanding of the expectations of management
       The constraints that the project must live within
       The amount of risk that is acceptable for the project
       The staffing and spending limits for the project
       Project closeout requirements



The Charter authorizes planning activities and the development of a project plan. Long lead items requiring
expenditures before a project plan is approved must be authorized through a separate document or process.

Taken from the Initial Project Guidance and Project Analysis, business requirements connect the project with the
strategic goals of the company.

Identify an expected completion date for the Project Plan. Specify expected start and end dates for the project
implementation, as well as any relevant phases.

Identify any expected, permanent or temporary technology, organization, people, and process changes associated
with the project.
