Minutes of the 283rd meeting of the Registration Committee
held on 15.11.2007 at 10.30 A.M. in Room No.142 , Krishi Bhawan, New Delhi.
The 283rd meeting of the Registration Committee (RC) was held under the
Chairmanship of Dr. N.B. Singh, Agriculture Commissioner on 15.11.2007 at 10.30 A.M.. in
Krishi Bhavan, New Delhi. Dr. P. S. Chandurkar, Plant Protection Adviser to the Govt. of
India, Dr.(Mrs) Vasantha Muthuswamy, Senior DDG, ICMR, Shri T.P. Rajendran,
ADG(PP), ICAR and Dr. (Mrs.) S. Kulshrestha, Secretary, CIB&RC attended the meeting.
Following officers from the Secretariat of CIB&RC were also present:

At the outset the Chairman welcomed the participants and requested Secretary, CIB&RC
to take up Agenda for discussion. The following decisions were taken :

Agenda item No 3.1
Presentation by M/s Canpex and M/s Ruchi Chem Pvt.
Representative of M/s.Canpex & M/s.Ruchi Chem Pvt. Ltd. made presentation to the
Committee apprising queries raised about the differences in the results of Acute Oral Toxicity in
rat, mice and fish. However, representative mentioned that they are not accompanied by the Tox
expert and, therefore, they may be provided another opportunity to make presentation to the
Registration Committee by an expert in the field in the next meeting.
Agenda item No 3.2 Part-III report of the Expert Group constituted under the
Chairmanship of Dr. C.D. Mayee for pesticides reviewed
for their continued use or otherwise in the country.
The Committee desired that the detailed report presented before the Registration
Committee may also be brought in the next meeting for taking the decision.
Agenda item No 3.3 Revised Guidelines for registration of Bio-pesticides.
The Committee deliberated the agenda in detail and approved the proposed guidelines with
certain modification for displaying on the website for the following:
1. Baculoviruse(NPV/GV) u/s.9(3B) and 9(3) with Indian Standards Specification.
2. Antagonistic fungi u/s.9(3B) and 9(3) with Indian Standards Specification.
3. Entomopathogenic fungi u/s.9(3B) and 9(3) with Indian Standards Specification
4. Autogonistic bacteria u/s.9(3B) and 9(3) with Indian Standards Specification
5. Entomotoxr bacteria (Bt & Bs) u/s.9(3B) and 9(3) with Indian Standards Specification
6. Guidelines for minimum infrastructure facilities to be created by the manufacturer of
Microbial biopesticides(Antagonistic fungi, Entomopathogenic fungi, Antagonistic
bacteria and EntomotoxiC bacteria)
7. Baculoviruses (NPV/GV) and
8. Botanical biopesticides.
The Committee decided that these guidelines be put up on the website of the Sectt. of
CIB&RC for comments by concerned stakeholders within a period of 30 days and then put up to
the Registration Committee for final approval.
The Committee also deliberated the specific issues referred to the Group regarding
No.1 Authority of utilization of data of one registrant by other applicant with respect to
The Committee deliberated the issue in detail and decided that since the Government is
promoting the use of bio-pesticides, therefore, there is need for encouraging the registration of bio-
pesticides and, therefore, the Committee has already permitted the sharing of the data among the
members of Associations or authorization by the organization/institution who has generated the
data. Therefore, the Committee decided that 9(3)/9(3B) registrant who has isolated the strains
and generated the data may only authorize other company who is registering the same strain to
share their data.

The Committee desired the Group may submit its report expeditiously.

The Committee deliberated the agenda and decided that guidelines may be formulated in
more elaborate manner along with the required parameters to establish the facts. These may be
placed before the Registration Committee during the next meeting along with the proforma.
