15th Executive Committee Meeting International Association of Peacekeeping Training Centres (IAPTC) HMAS WATSON, Australia 24 to 26 Mar 09 Introduction 1. The Executive Committee Meeting (ECM) for the 15th IAPTC Conference took place from 24 to 26 Mar 09 at HMAS Watson, Sydney, Australia. 2. The event was chaired by the IAPTC President, Admiral GJ Jonah, Commandant NDC, Nigeria. The meet was jointly hosted by Australian Federal Police and Australian Defence Forces (ADF) Peacekeeping Training Centre. Meeting highlights included preparation of an outline program for the 15th Annual Conference and progress on the discussion held during the 14th Annual Conference held at Abuja, Nigeria. Opening Address /Comments by President 4. Admiral GJ Jonah welcomed and thanked all the participants for their presence in the ECM. He further thanked the hosts for hosting and making all the necessary arrangements for the conduct of the meet. The President emphasised the importance of the IAPTC and said that he was looking forward for a successful conduct of the Annual Conference of the 15th IAPTC. 3 Feedback on Last AGM 5. Col DS Gill took the opportunity to thank NDC Nigeria for successfully conducting the 14th IAPTC at Abuja, Nigeria. He also expressed his gratitude to ADF and ADFPTC for all arrangements made by them for organising the ECM. He apprised the members on the following important issues which were discussed during the Annual Conference of 14th IAPTC:- (a) IAPTC Website. A detailed presentation on enhancement and updation of the IAPTC website was given during the 14th annual conference in Abuja. The aim was to make the website more interactive and user friendly. Mr. Tony Anderson from Canada agreed to provide the necessary funding for the same. However, no progress has been made on the same till date. Col DS Gill told the members that presently the site is being utilised by only the members of ECM. Hence, the ECM should discuss the utility and necessity of an enhanced IAPTC website. (b) The Patron Concept. Five nominations have been received by the Sectt from various organisations /individuals for Patron. The details of the same were given to all the members for their perusal. (c) IAPTC Peacekeeping Education and Training Award. Two nomainations have been received by the Sectt for the Training Award. 6. Before the commencement of proceedings the summary of the 2008 IAPTC AGM, was circulated among ECM members. Annual Conference: 2009 7. The major issues discussed during the conference are as mentioned below:- (a) Dates for the Final Conference. It was decided that the Annual Conference for the 15th IAPTC will be held from 23 to 27 Nov at HMAS Watson. (b) Theme. It was unanimously decided to have the main theme of the conference as “ Traning Together: Strengthening Peacekeeping Capacity Through Multi-Disciplinary Partnership”. (c) Speakers/ Moderators. Suitable speakers and moderators for the opening address and panel discussions were identified. It was also decided that invitation letters clarifying the subject matter for the discussion will be send to each of the speaker by the Presidency /Host /Sectt. Members were tasked to approach speakers to seek their availability for the Conference. 4 (d) Social Engagements. It was decided that following events will be organised by the Hosts:- (i) Ice breaker tour of Sydney. (ii) Welcome Dinner. (iii) Tour to International Deployment Group, AFP, at Canberra. (iv) Closing Dinner. (e) IAPTC Award for Peacekeeping Training and Education. During the 14th IAPTC Annual Conference in Abuja, Nigeria, it was decided to initiate an annual IAPTC Peacekeeping Training and Education Award on a trial basis. Accordingly, members were approached for seeking nominations for the same and 01 Mar 2009 was set as the cut off date. The deadline was later extended till 15 Mar 2009. However, only two organisations submitted nominations- one for an individual and one for a team. In view of the same and in order to preserve the concept, giving the trial year a fair chance, the Executive Committee decided to extend the nomination period by a month, with a new deadline of 01 May 2009. The Sectt was asked to approach all members again for asking more nominations. (f) Patron for IAPTC. During the 14th IAPTC Annual Conference it was decided to introduce the concept of Patron with a purpose to strengthen IAPTC. The Executice Committee was tasked to seek potential candidates from the membership, select a patron and then poll the membership for final selection. Till the beginning of ECM Meet five nominations were received for the Patron. The Committee discussed expectations of a Patron and concluded that a key role for the Patron would be to assist and advise the Executive Committee, in particular due to its changing membership, and to contribute to and participate in the annual conference. In this regard the person should also be current in contemporary peace operations concepts and activities. In light of these expectations, each of the existing five nominations might have difficulty, for one reason or another, in committing to fully contributing to the objectives and activities of the Association. Therefore it was agreed that more nomination may be asked from the membership for which the last date was kept as 01 may 2009. (g) Venue for 16th IAPTC (2011). Col DS Gill. Director, CUNPK and Secy Secretariat of IAPTC, informed all the members that on rotational basis it will be the turn of America (both North and South) as a continent to host the IAPTC Conference in the year 2011. Pearson Peacekeeping Centre has already extended their willingness to host the IAPTC Conference in 2011. It was decided that the decision for hosting the 16 th IAPTC will be taken during the Annual Conference. 5 (h) IAPTC Newsletter. During the ECM, discussion was carried out on publication of IAPTC Newsletter. It was earlier decided to initiate a newsletter on yearly basis. Articles were requested from all the members for the same. However it received a very poor response. Some members also asked about the necessity for such newsletter. Later, after lot of deliberations on the subject it was decided that the Newsletter will be published on a half yearly/yearly basis. The responsibility of the same will be of the Presidency in coordination with the Sectt. (j) Presentation by ITS Representative. Col Farooque Choudhury gave a presentation on the current developments in the field of training and education in peacekeeping. He informed all members that the revised module of SGT module will be released in Apr 2009 officially. He also clarified the issue on conduct of SMT course. (k) Presentation on 15th IAPTC website. Ms Belinda Head gave a power point presentation on the 15th IAPTC website as developed by the host. She also informed the members about the functioning and facilities available with the website. It is also planned to link the 15 th IAPTC website with the main website of IAPTC. (l) Funding for Speakers to Attend the Annual Conference. Funding for air travel, boarding and lodging will be the responsibility of the host. For senior persons business class travel will be catered for.
