1.0 ENVIRONMENT OVERVIEW

1.1 General
There are approximately 7,000 servers supporting the 27 in-scope agencies within 300+ cities
throughout Texas. These servers are from various manufacturers, and run various operating
systems. Of these, 2800 are located in Data Centers of various sizes and 4200 are in distributed
locations. The location profile for the top 12 locations follows:

1.2 Texas State Data Center (TxSDC)
The Texas State Data Center (TxSDC) environment includes systems that are entirely managed and
supported by Northrop Grumman Technology Services Inc. (NGTSI), systems that receive operational
support from NGTSI, and systems that are co-located within the data center. DASD, Virtual Tape, and
Tape Silo environments are shared amongst systems. The Veritas Backup Server environment and Patch
Management tools are shared across all managed environments. (See Exhibit 10 for detailed list of
equipment, Exhibit 11 for detailed software assets, Attachment 12A for Third Party Software Licenses
and Appendix I for Agency specific information) A summary of this environment follows:

1.7 Messaging and Collaboration Environment
The messaging and collaboration environment included in this RFO is not intended to be in conflict with
the Texas Statewide Messaging and Collaboration Service offering. Under this RFO, the Service
Provider is expected to maintain the current email and collaboration environments for agencies that are
included in the statewide service until they are migrated according to the Texas Statewide Messaging and
Collaboration project plan. In addition, the Service Provider is expected to maintain the email and
collaboration environments for agencies that are not currently included in the statewide service. As
agencies require major upgrades or require enhanced functionality in their environments, it is the intent of
DIR, that agencies consider the Texas Statewide Messaging and Collaboration Service offering.

The table below provides the email account volumes anticipated to be reduced from the in-scope resource
baselines.

1.8 Agency Server Environment Disaster Recovery
The degree of disaster recovery services varies among agencies for server environments. Agencies are
encouraged to contract for disaster recovery services with Northrop Grumman under the state’s Master
Services Agreement for Data Center and Disaster Recovery Services. These environments currently
utilize a DR contract with SunGard, and are tested annually. These agreements specify an amount of test
time per year for the agency, which varies depending upon configuration. Each agency can then use the
time, blocked to meet their individual needs.

The following agencies contract for disaster recovery services for server environments under the MSA for
Data Center and Disaster Recovery Services:

           OAG SOS
           DARS TCEQ
           RRC

In addition, TWC contracts for disaster recovery services with IBM Business Continuity and Recovery
Services for the Server environment that is located in the agency data center. This agreement specifies
100% recovery of the production environment within 72 hours of an event declaration. The contract
provides for 72 hours of test time and an additional 8 hours of network testing, and includes two test
periods each year. The contract includes a modular unit (mobile unit) and an Email Recovery Solution
(EMRS). EMRS allows the activation of an emergency email system within minutes of declaration of a
disaster event.

A more thorough view of DR is contained in Exhibit 16 (IT Disaster Recovery Plan).

2.1.2 Agency Storage Subsystems
Storage subsystems, both DASD and TAPE are an integral part of the agency server environment.
Depending on the size and complexity of the individual agency, various technologies are deployed.
Storage Area Networks are deployed by 5 agencies and include the use of Dell, EMC, HP, and IBM
technologies. Many agencies deploy RAID technologies for reliability and uptime. (See Exhibit 10 for
detailed list of equipment.) A summary of DASD storage by manufacturer follows:

        Manufacturer Model Manufacturer Model
