ITB#07-25 CONSTRUCTION OF METAL BUILDING FOR USE BY KEEP BRAZORIA COUNTY
MINUTES OF PRE-BID MEETING
HELD ON TUESDAY, NOVEMBER 14, 2006
AT REPUBLIC WASTE SERVIVCES
PLEASE INCLUDE THIS SIGNED ADDENDUM WITH YOUR SEALED ITB PACKAGE.
This Addendum modifies the ITB# 07-25 as follows:
1. Pre – Bid Meeting attendees:

2. Brazoria County Purchasing Department reviewed the ITB package and its contents. Bidders
are to review the document and return all required pages with the appropriate signature and/or
initials. Bidders are to be familiar with the County insurance requirements, as well as bid,
payment and performance bonds requirements. Awarded contractor shall provide a certificate of
insurance with Brazoria County and Seabreeze Republic Waste Services as the policy holder upon
award. Bidders are to note any exceptions to the County requirements on the page were the
requirement is stated or on a separate page referencing the page number and item. All
exceptions must be included with the response.
3. The following items were discussed during the Pre-Bid Meeting and are provided for clarification.
3.1 General Requirements: The size of the building should be 100’ x 40’ and not 60’ x 40’ as stated.
3.2 Question: How thick is the existing concrete slab, and can it be saw cut?
Answer: The existing concrete slab is 10” reinforced concrete.
3.3 Discussion: Vendor can lay the 2” – 3” sand cushion on the on- ground slab or saw cut in sections
for the placement of grade beams.
Bidders should be advised that if the current slab is used with a 2” – 3” sand cushion and additional
concrete is poured, it will increase the height of the metal building. Due to this factor, ramps and / or
steps will be required for entry into the building. The contractor may need to off set the location of
the building to accommodate the ramps for both garage doors in order to allow for the safe flow of
traffic in and around the building.
3.4 Foundation drawing must be approved by KBCBA prior to construction. Parking stalls will also
need to be evaluated in order to have a safe flow of vehicle and passenger traffic as well as meet all
the required ADA specifications.
3.5 Question: Will there be a requirement for overhangs to allow for drainage off the building?
Answer: Due to the requirement that the contractor install gutters, it was decided that there is no need
for the building to have overhangs for drainage.
3.6 Question: Are all areas of the building required to have insulation?
Answer: Sections 6.1 & 6.2 pertain to the Learning Center portion of the building. In the Household
Chemical Storage Area, the insulation will be contained only in the roof area.
#3.4 Clarification was made regarding Section 6.2 – the interior wall that divides the Learning
Center from the Household Chemical Storage Area must go all the way to the roof and will be
insulated as well.
3.7 Clarification was made regarding section 7.04 to state the front and side door shall have a 6” x 5’
long see - through window (side light window).
3.8 Question: Will the interior passage doors be required to have crash bars?
Answer: As per Rick Perry, Brazoria County Emergency Management Coordinator and City of
Angleton Fire Chief, the two (2) metal doors located in the Learning Center will need to be fitted
with crash bars and have lighted “EXIT” signs above the doors. In addition, the metal doors leading
from the Household Chemical Storage Area will also need to have crash bars with lighted “EXIT”
signs above the doors.
3.9 All doors are to lock, including the office and storage area. Locks are not required on the men’s and
ladies rest room doors. The door of the men’s restroom shall swing in the opposite direction than
indicated on the drawing.
3.10 Section 8.05 was clarified to state “The interior walls and ceiling in the Learning Center shall
have a semi-gloss finish with the color being chosen by KBCBA.”
Section 8.7 was clarified to state “The ceiling in the Household Chemical Storage shall be insulated
in the roof area only. Standard size skylights be installed in the roof of the Household Chemical
Storage Area and shall be a minimum of 3 x 5.”
3.11 Section 10.07 has been revised to exclude the requirement for an eye wash station. The shower
will still be installed with the drain tying into the existing sewer system. The eye wash
station will be portable and shall be provided by KBCBA.
3.12 Question: Regarding the installation of Fire Extinguishers, what is the recommended amount
required for both the Learning Center and the Household Chemical Storage Area?
Answer: As per Rick Perry, Brazoria County Emergency Management Coordinator and City of
Angleton Fire Chief, it was recommended that two (2) wall mounted ABC fire extinguishers be
installed in the Learning Center area, one near each of the two (2) metal doors. In the Household
Chemical Storage Area; one (1) near the garage door located at the carport and one (1) installed near
the shower area.
3.13 The approved listed fire alarm shall be installed as an internal alarm system. The fire
alarm system shall be installed based upon the ADA requirements with audible and visual alarm.
3.14 Section 14.02 Contractor to install both a toilet paper holder that shall hold two (2) paper rolls side
by side, as well as a paper towel dispenser. Said equipment shall be subject to the approval of
3.15 Question: Will construction debris be allowed to be dumped on site?
Answer: Yes, Republic Waste will provide a roll-off for all construction and soil debris for on-site
clean-up. Concrete and other non hazardous materials are allowed in the roll-off.
3.16 Question: Are the vendors able to hook up to any electrical source for power and if so, how is the
payment for service handled?
Answer: Electrical and water connections are available on site; no meter is required for electrical
usage, and contractor is not liable for payment during the construction.
3.17 Question: Due to the long lead time on receiving metal buildings once they are ordered, is the
ninety (90) day completion time negotiable?
Answer: Funding for this project is from a grant, therefore the completion date shall be no later
June 1, 2007. Contractor shall notify KBCBA with the estimated arrival time of the metal building.
Except as previously stated, once construction begins it should be completed within ninety (90) days.
3.18 Question: Will contractors be allowed to work on weekends in order to meet the
June 1, 2007 completion deadline?
Answer: Yes, arrangements can be made with Republic Waste Services for contractors to be on site.
Contractors, including any and all subs, will need to adhere to Republic Waste Services safety
standards and wear safety vests and hard hats at all times. Contractors will also need to sign in and
out with the main office.
The regular business hours for Republic Waste Services is as follows:
Monday – Friday 6:00 a.m. to 6:00 p.m.
Saturday 6:00 a.m. – 3:00 p.m.

3.19 Vendor question: Are the contractors able to come out to the site for walk throughs
prior to award?
Answer: Yes, interested contractors will need to call the office of Republic Waste
Services at 979-864-4442 in order to inform them they will be coming out to
location. All individuals will have to adhere to the strict safety restrictions of
Republic Waste Services and wear safety vests and hard hats at all times while on
location. Contractors will need to sign in and out with the main office.
3.20 Garage doors shall be standard manual; not drum rolled and shall lock from either side.
3.21 Contractor shall install four (4) bollards, two (2) on each exterior side of the garage doors. The
bollards shall be a total of five (5’) feet in height with three (3’) feet in-ground with a diameter of 6”.
Garage door opener is not required. The installations shall meet the current wind storm requirements
for our area.
3.22 Construction of the building to be five (5) feet from the existing building and five (5) feet in from the
edge of the current building.
3.23 Question: Will any additional lighting be required for the outside of the building
for the parking lot area?
Answer: There is adequate lighting on the existing building that will allow for the
parking lot area to be lit. No additional lighting will be required over the garage
doors. There will be outside lights installed on the entry doors only, as specified in section 11.03.
3.24 Question: Will the contractor be permitted to have an office trailer on location?
Answer: Yes, the contractor will need to perform the required hook-ups to both electric and
water, if needed.
4 A revised Bid / Offer Sheet has been posted to reflect the proper size of the metal building being 100’ x 40’.

5. All other terms and conditions of the ITB are to remain unchanged.
