					      COUNCIL MEETING – 9 SEPTEMBER 2008

      ASSESSMENT OF UPTON AND LYTCHETT MINSTER TOWN AND PARISH PLAN

1.    PURPOSE OF REPORT

      To report on the assessment of the Upton & Lytchett Minster Town and Parish Plan in accordance with
      the agreed protocol to determine if the needs and aspirations of the community can be approved and
      endorsed by the Council.

2.    SUMMARY

2.1   The Upton and Lytchett Minster Town and Parish Plan was produced by a steering group of independent local
      people known as P-U-L-M (Plan for Upton and Lytchett Minster). The plan is extremely comprehensive and
      covers a wide range of issues and concerns, including the location and identity of the town and its community
      facilities, amenities and services. The plan explores the town’s current and future development needs, and
      their impact on the built and natural environment...

2.2   The Town and Parish plan process demands a comprehensive consultative process involving the community
      in both determining need and upon subsequent research to substantiate the identified actions. The Steering
      Group undertook extensive consultation and research to ensure that all sectors of the community had an
      opportunity to express their views and concerns (Appendix 1).

2.3   The officer response to the actions identified in the Town and Parish Plan is given in Appendix 2. This has
      been guided by the agreed protocol for assessment of Town and Parish Plans (Appendix 3), and is made in
      consultation with Council officers from the relevant service sections.

2.4   The Town and Parish Plan will also be forwarded to the Purbeck Community Partnership for assessment to
      determine the level of support the Partnership can provide in addressing issues identified within the plan.

3.    RECOMMENDATION

3.1   The Upton and Lytchett Minster Town and Parish Plan be endorsed as a document reflecting the many
      aspirations of the community drawn out through extensive consultation to determine needs.

3.2   The Action details drawn up in the Upton and Lytchett Minster Town and Parish Plan be agreed in
      accordance with the officer response set out in Appendix 2, guided by the protocol set out in
      Appendix 3.

3.3   The Upton and Lytchett Minster Town and Parish Plan be taken forward to the Purbeck Community
      Partnership Board for assessment.

4.    POLICY ISSUES

4.1   How will this affect the environment?

      4.1.1          The consultation process and subsequent action plan reflect resident’s strong sense of belonging to
                     the communities of Upton and Lytchett Minster, and demonstrate their desire to maintain its current
                     distinctiveness while providing facilities and amenities that are appropriate for a town of its size.
                     Residents of both communities are concerned at the prospect of the Western Extension which they
                     feel could divide Lytchett Minster from Upton and create ’a settlement of two halves’.

      4.1.2          Residents value the open space in and around Upton and Lytchett Minster and are keen to ensure
                     access and to see improvements to areas such as the Trailway and the recreation ground.

4.2   What are the social issues?

      4.2.1          The plan aims to raise the profile of the town and draw attention to its size and significance in both
                     Purbeck and Dorset, and to ensure that service providers are aware of the community’s needs. A lack
                     of affordable housing is identified; particularly starter homes and homes for key workers. The plan
                     proposes to address this by investigating the potential for establishing a Community Land Trust.

      4.2.2          The findings of a separate survey of young people from both settlements of Upton and Lytchett
                     Minster highlighted issues relating to a lack of services and facilities for young people and poor
                     transport links to existing facilities, including those in Poole. A survey of older people highlighted
                     similar issues relating to transport and access to services, which impacts upon their health,
                     independence and social networks.

4.3   How will this affect the local economy?

      4.3.1          The steering group undertook a survey of local businesses and held a business breakfast meeting.
                     These identified many positive aspects to operating in the town, but also some constraints, including a
                     shortage of specific skills, lack of childcare, problems associated with seasonal close-down and
                     limitations on business expansion due to a shortage of suitable accommodation. The plan identifies
                     the need to promote and improve the local identity of Upton and Lytchett Minster, improve transport
                     links and access, and address parking problems.

      4.3.2          Implementation of actions within the plan will contribute to the long term sustainability of the town by
                     promoting a positive image of Upton and Lytchett Minster. Information and support to local businesses
                     will be provided by developing new channels of communication, e.g. a business network, a new
                     website, the Lytchett Times and other media sources.

4.4   Resource Implications

      Funding requirements to implement actions within the plan have not yet been fully explored. At present there
      are no cost implications for the Council other than funding that has already been agreed by Council. The
      primary resource need at present is officer time to support actions and initiatives.
