Controlled Parking Zone
As you probably know, it has been agreed that a Controlled Parking Zone (CPZ)
should be introduced in your area. This leaflet explains how the scheme will work
and also includes application forms for parking permits. The scheme will operate
Monday to Friday between 9.00am and 7.00pm. A plan of the scheme has been
included in this leaflet.

Over the next few weeks our contractors will be marking out the roads and
installing the necessary signs and pay and display machines. Our contractor will
post leaflets through letterboxes to let you know when we will be working in your
street. Please help us by removing your vehicles from your street on the days when
the contractor is working in your road.

We appreciate that this may cause some inconvenience but we will do all we can to
keep this to a minimum by completing the work as quickly as possible. Weather
permitting, we hope to be able to complete individual streets in one day.

We anticipate that parking enforcement throughout the zone will commence on
14th April 2003.

How the scheme works
There will be two main types of bay. The first are residents’ bays for vehicles of
residents and their visitors displaying a valid residents’ permit or visitors permit.
The second type of bay is a shared use bay for vehicles with resident, visitor or
business permits or for “Pay and Display” parking. During the hours of operation
vehicles parked on yellow lines, or in a bay without the correct permit or valid Pay
and Display ticket are likely to be issued with a Penalty Charge Notice. Outside the
hours of operation parking is not restricted in parking bays or on yellow lines
unless specifically indicated by time plates. However, parking should not take place
where it would cause an obstruction or inconvenience to pedestrians or other road
users.

Resident’s parking permits - These are vehicle specific (cars, light vans etc.) and
available to residents in the area. They currently cost £25 per vehicle per year.

To obtain a resident permit certain documentation will need to be provided (see
application form). The permit allows residents to park in both residents only and
shared use bays but does not guarantee space availability at the time required.
Residents parking permits will not be valid in other parking schemes in the
Borough. These permits are not issued for vehicles larger than a “Ford Transit” type
vehicle. An application form for a resident permit is included in this leaflet. The form
may be photocopied.

Business parking permits - These are vehicle specific and currently cost £300
per vehicle for one year’s parking and are available to any business within the zone
area. The permit allows the holder to park in the shared use bays within the Catford
Station CPZ scheme but would not be valid in other CPZ schemes in the Borough.
An application form for a business permit is included in this leaflet. The form may
be photocopied.

Visitor’s Permits
Visitor’s permits will be available that will allow visitors to park in the designated
resident’s and shared use parking bays. These can be obtained by visiting “The
Parking Shop”, 5 Manor Park Parade, Lewisham, SE13 5PB, by post or, if you are
a resident permit holder, by telephone. Payment can be made by cash, cheque and
most credit/debit cards. They are only sold to residents and can be pre-purchased
for use when required and are currently available as follows:

q Half day / 5 hour permits - cost £1.00. Visitors can park for up to 5 hours.
  Display two of these permits for a full day’s parking.
  There is no limit to the number of these that can be purchased.

q Daily permits - cost £2.00. Visitor’s can park for the whole day during the
  operational hours of the zone.
  There is no limit to the number of these that can be purchased.

q Weekly permits - cost £5.00. These allow parking for seven consecutive days.
  The maximum allowance of weekly visitor permits is 12 / household / year.

Again, an application form for these permits is included in this leaflet. The form
may be photocopied

Pay and Display
“Pay and Display” parking will be provided at various locations throughout the zone.
These will allow a maximum of 4 hours parking (except in Adenmore Road where all
day parking will be allowed). The minimum charge will be 20p for 20 minutes and
10p per every 10 minutes thereafter.

Carer’s parking permits - These are for residents who are non-permit holders and
require constant help and care. The permit allows up to 4 hours parking for their
carers when they visit. To be eligible for this permit a letter from the resident’s
Doctor is required stating that the resident regularly receives help in their home.
These permits currently cost £25 / year.

Please fill out the appropriate application form and either take it or send it to:

Please ensure that you supply good photocopies of the relevant documents required
for verification and the correct payment details. Cheques should be made payable to
“The London Borough of Lewisham”. Please do not send cash in the post.

Disabled person’s parking bays
There are a number of informal disabled persons’ parking bays currently within this
area that cannot be enforced. We therefore intend to remove these bays but we will
consider applications for new disabled persons’ parking bays that can be enforced
by our parking attendants.

If you wish to be considered for a new disabled person’s parking bay please
contact Sue Garlick on 020 8314 2095 or write to her C/O Transport and
Engineering 1st Floor, Fleet Building, Wearside Service Centre, Wearside Road,
London, SE13 7EZ as soon as possible. Please note that the bays cannot legally
be reserved for specific users and therefore anyone with a blue badge will be able
to use these bays. Blue badge holders are also allowed to park in the shared use
bays for an unlimited time and at no cost. The normal exemptions for blue badge
holders also apply on yellow lines.

Enforcement and Penalties
To ensure that the scheme works properly, the area will be patrolled by parking
attendants. At present the Council employ National Car Parks (NCP) for this work.
Where abuse of parking places or yellow lines occurs, the parking attendant will
issue a Penalty Charge Notice (£100 reduced to £50 if paid within 14 days).

On Bank Holidays there will be no enforcement of any of the bays.

Suspension of Parking Bays
In certain circumstances a parking bay may be suspended by the Council to allow
for building operations, domestic removals or other special events. Charges will
normally be made for the suspension of bays.

Loading and Unloading
A vehicle may load/unload for a maximum period of 20 minutes in any part of the
area when delivering or collecting goods from premises unless the bay is
suspended. No vehicle should be parked in a dangerous or obstructive manner. A
vehicle left unattended is not considered to be loading/unloading.

Review
Once the CPZ has been operating for about six months a review will be carried out
to gauge its success. At this time any problems found will be investigated and
where possible improvements carried out.

Translations
The contents of this leaflet will be included in the local talking newspaper. Alternatively
