                                Draft White Paper for Discussion

                                          The Mission:


Karamveer Puraskar- National awards for social justice and action seek to celebrate and inspire
Social Responsibility initiatives. The Award is an attempt to recognize and honor those
individuals who demonstrate a commitment to contribute to society.
This document seeks to highlight the selection process for determining the winners of the awards
in various categories.


                                       Award Categories:
The Award Categories will include:

(A) Individual Awards
1. Lifetime Achievement Award: To be conferred with this award, an individual should have
been an ideal citizen with strong principles. This individual‘s work and contribution in the area
of socially responsible causes has been exemplary and inspiring in the past. This individual has
shown courage in standing up for what he/she believes is right.
2. Citizen with a Conscience Award: In order to win this award, the individual should be a
common man who has demonstrated a strong commitment toward social responsibility. This
individual has contributed towards a social cause in a way which is inspiring for others.

(B) Media Awards
1. Most Socially Responsible Media Personality: Print/TV Journalists/ Advertiser/ Film
Maker: Criteria for winning this award should be that individuals should have demonstrated a
committed intent to support a socially responsible cause. They should have utilized the power of
the media to highlight a marginalized community/ issue to revive the conscience of society. It
could also include a film with maximum impact with regard to social issues. The length and kind
of the film is immaterial; it could be a feature-length, ad-film or a documentary.

(C) Institutional Awards
1. Most Socially Responsible Politician/ Bureaucrat: The criteria for winning this award
should be that the awardee should within the framework of professional duty, have displayed
some significant contribution toward socially responsible causes. This individual should have
contributed toward a social cause in a way that is inspiring for other officials.
2. Most Socially Responsible Executive of a Corporate: The individual should have
demonstrated sincere, long-term and genuine commitment toward Social Responsibility.
Employee participation in such initiatives should have been encouraged in his/her company. The
company should ideally have developed innovative partnership models to fulfill social
responsibilities. The successful company should prove to be instrumental in showing the way to
the others in the business world with regard to greater awareness of social responsibility
When assessing a company's community-related projects, initiatives that involve the following
kinds of efforts will be considered:
        Providing support to community-based programs designed to improve people's economic
         potential, such as local welfare-to-work initiatives or computer literacy training projects;
        Offering community groups access to corporate resources — people, equipment, and
         facilities — for civic or other public activities;
        Taking a proactive role in local environmental issues by, for example, building
         relationships with local community panchayats or educating citizens about disaster
         procedures;
        Participating in community outreach programs that help people learn new marketable
         skills or otherwise improve the quality of life.
        Show observation of international, national, and local codes and regulations for
         protecting health and safety, as well as exceeding these regulations by meeting additional,
         self-imposed standards.
        Show actions taken to minimize negative environmental impact and to optimize the
         benefits of manufacturing or service processes.
        Show that the company incorporates environmental values into its purchasing decisions



3. Most Socially Responsible CEO of a SME: The individual should have demonstrated
sincere, long-term and genuine commitment towards Social Responsibility. The SME should
ideally have developed innovative partnership models to fulfill social responsibilities. The
successful company should prove to be instrumental in showing the way to the others in the
business world with regard to greater awareness of social responsibility

When assessing a company's community-related projects, initiatives that involve the following
kinds of efforts will be considered:
        Providing support to community-based programs designed to improve people's economic
         potential, such as local welfare-to-work initiatives or computer literacy training projects;
        Offering community groups access to corporate resources — people, equipment, and
         facilities — for civic or other public activities;
        Taking a proactive role in local environmental issues by, for example, building
         relationships with local community panchayats or educating citizens about disaster
         procedures;

otherwise improve the quality of life.

                                          Selection Process

The selection process for determining the winner of the awards will be a 4 stage process:

Stage 1: Screening of entries
Stage 2: Short listing of entries by an Expert Panel
Stage 3: Independent verification and validation of entries
Stage 4: Final selection of the winners by the Jury



Time Period for Award Consideration:

Each award category other than the Lifetime Achievement Award, will consider a timeframe of
the last 5 years for the initiative. Each criterion will be evaluated over a period of last 5 years for
every nomination.

Overall Selection Criteria for all Award Categories:

Specific screening criteria for each award:

Depending on which award the nomination is against, it should be evaluated keeping in mind the
following criteria for each award category. If the entry satisfies all the criteria, it should be
cleared to the next stage (shortlisting).

Lifetime Achievement Award
        Has significantly impacted the specific industry

        Has mentored and educated others in the pursuit of excellence

        Is recognized for his/her accomplishments for 30 or more years

        Has demonstrated a national/international influence

Citizen with a Conscience Award:
        Is a common man (and not a prominent social personality), who did not have ready
         availability or accessibility to resources

        Has significantly impacted a community, or achieved a significant goal

        Mentored and educated others in the pursuit of excellence

        Has demonstrated a national/international influence

Media Awards: Most Socially Responsible Media Personality: Print/TV Journalists/
Advertiser/ Film Maker:
        Has worked towards fair, accurate and inclusive representations of issues and people

        Has pioneered bold and original projects, exploring subject matter in non-traditional ways
         and handling the content in a fresh and original manner.

        Has significantly impacted a community or society at large, through awareness and
         education

        Is recognized and appreciated by individuals and society outside his immediate area of

        Was not motivated only by the requirements of his duty/position, but largely by his
         personal commitment towards upliftment of society


Most Socially Responsible Executive of a Corporate:
        Has worked to incorporate social responsibility into the overall vision and strategy of the
         organization

        Has demonstrated significant impact through utilization of corporate resources

        Is recognized and appreciated by individuals and society outside his immediate area of
         influence/ organization

        Was not motivated only by the requirements of his position and/or corporate guidelines,
         but also by his personal commitment towards contribution towards society

Most Socially Responsible CEO of a SME:
        Has worked to incorporate social responsibility into the overall vision and strategy of the
         organization

        Has demonstrated significant impact through utilization of corporate resources

        Is recognized and appreciated by individuals and society outside his immediate area of
         influence/ organization

        Was not motivated only by the requirements of his position and/or corporate guidelines,
         but also by his personal commitment towards contribution towards society

                             Stage 2. Shortlisting by an Expert Panel:

The shortlisting of the screened entries will be carried out by an expert panel from I-CONGO
comprising representatives from across areas of work. The parameters/ criteria for assessment
will be consistent across award categories.

     The expert panel will go through the entry and the testimonials and give it a score on 50 for
      each criterion. This can guided by the descriptors against each criterion as mentioned in the
      table below. The scoring sheet given in Annexure 3 can be used.

     The weightage will apply on the scores and a final scorecard for each entry will be prepared
      by I-CONGO project team.

     The top 5% entries in each category will be forwarded to the final stage of selection – the
      final decision by the jury. This percentage will however be flexible and may change at the
      discretion of the I-CONGO core team based on the number of entries forwarded. As a thumb
      rule of 5-7 entries per category will be forwarded for the jury decision.

                                   Entry Form Requirements


Entry form should have information under the following heads:

   1. Name, Address and Brief Background of the Nominated Individual

      Name of the nominated person in for the entry (Name/Add/ Email/Tel/fax)
      Curriculum Vitae describing the credentials of community service. In case of first time
       initiatives – statement to that effect/ prior history of involvement in voluntary work,
       trigger for social action, and details of any positions of responsibility held like NSS etc.
      An essay why the nominated Entity should be awarded this honour*

       2. Testimonials from a credible external entity certifying the Individual‘s SR initiatives
       (could be from a Government office, Media, NGO, Community etc.)

       3. Brief background of the Nominating Entity (Contact details/Nature of relationship with
       the nominated entity)


*The following points should be included in the essay:

 How does the nominee’s action symbolize “Social Responsibility”?

Briefly outline your point of view with regard to how the nominee represents the cause of being
―Socially Responsible‖

 Background/Need for the Action taken

Describe the situation or problem that existed in the community or similar. Explain the problem
which the nominee helped to address.

 What was the Objective? What were the Actions taken to achieve the Objective by the
   Nominee?

Describe in some detail what the objectives of the nominee were. Describe the actions taken to
achieve the same and resources involved, duration, level of impact of the actions taken.

 What were the Outcomes/ Results? What kinds of benefits were gained?

Describe the advantages the community or targeted cause gained as a result of the efforts of the
Nominee.

 What were the challenges overcome by the Nominee to focus upon this cause?

Describe the kind of constraints or problems that were faced by the nominee and they were
overcome

   The essay, at appropriate places, must also give relevant facts and details like,


       o Number of people directly affected
       o Number of volunteers involved in the program
       o Amount of funding raised or goods and services donated or leveraged
       o Percentage of pre-tax profits donated to charity
       o Charitable activities conducted as an individual

                              How to Nominate Your Program

      If you are selected as a winner or honorable mention recipient, we will work with you to
       develop press materials and a web page featuring your program prior to the public
       announcement.

      Winners will be honored at an award ceremony either at …… New Delhi in Spring 2007,
       with the cost of travel to the award ceremony paid by ……….????

      Winners will be presented with an award certificate and a ……….. prize.
