                                                   The key success factors of the initiative have been:

                                                   services are delivered at the right place and the right time.

                                                   It is also vital to appreciate the limitations of coverage that is
                                                   possible for any one warden – if the programme was developed
                                                   again, they would ensure that there would be a smaller area of
                                                   coverage for each warden and increased resourcing for the
                                                   programme as a whole.

                                                   The programme would also have benefited from a greater degree of
                                                   publicity and marketing in its early stages to increase awareness
                                                   and visibility of the programme.
