        European Women‟s Lobby 50/50 Campaign “No Modern European Democracy without
        Gender Equality”
        New European 50/50 Campaign launch to promote democracy and to increase women‟s presence at the top of
        European politics
        The European Women‟s Lobby 50/50 Campaign “No Modern European Democracy without Gender Equality”
        was launched on 16.09.08 and will run until June 2009. The European wide campaign aims to increase the
        presence of women at the highest level of European politics and to encourage women and voters in general to
        cast their votes in the next European elections.
        The Campaign is already personally endorsed by almost 200 well known personalities across Europe such as
        European Commission President and Vice President José Manuel Barroso and Margot Wallström, Prime
        minister of Belgium Yves Leterme, President of the Slovenian Republic Danilo Türk, former Irish President
        Mary Robinson, Nobel Price winner Orhan Pamuk, and the former President of the European Parliament
        Simone Veil.
        The EWL invites people from across Europe to support the 50/50 Campaign by signing the petition and by
        taking part in lobbying actions. The Campaign website www.5050democracy.eu offers different tools to be
        involved and influence political parties and decision-makers in views of the European elections 2009.

        24/10: l'ICHEC et le GRESEA organisent un colloque : Belgique – Afrique : Small is
        beautiful ?
        Pour votre information, l'ICHEC et le GRESEA organisent communément, le 24 octobre prochain à Bruxelles (à
        l'ICHEC Anjou 365 rue au Bois 1150), un colloque sur le thème de l'entreprenariat et des alliances PME
        interentreprises Nord-Sud en tant que leviers de développement en Afrique.
        Les travailleurs et les entreprises sont les moteurs du développement économique. Partant de ce postulat, qui
        conduit en général à privilégier les très gros opérateurs financiers et les très grandes entreprises
        transnationales, les organisateurs du colloque entendent, a contrario, mettre l'accent sur les forces vives du
        tissu socio-économique, tant belge qu'africain, que sont par exemple les petites et moyennes entreprises ou les
        coopératives agricoles. Le pari que font les organisateurs de ce colloque est celui-là, qu'il existe en Afrique et
        en Belgique une autre économie à côté de la "cour des grands", qu'elle est riche en partenariats

As part of the EU French Presidency, Coordination SUD, in partnership with CONCORD, the European NGO
Confederation for Relief and Development, organises an international conference entitled “World Views on
Europe”. These debates will give a chance to journalists, cartoonists, Nobel Peace Prize Laureates and French
and European public authorities as well as NGO representatives from over 80 countries, to exchange on their
expectations and frustrations towards Europe.

INTRAC's international conference will re-examine the concept and role of civil society and focus on its significance
in relation to current debates and practice in development, human rights and democracy promotion.
Civil society is a development buzzword that is used by many, but whose meaning has become unclear. INTRAC‟s
international conference will re-examine the concept and role of civil society and focus on its significance in relation
to current debates and practice in development, human rights and democracy promotion.
Focus
The conference will explore the following issues:
1. Concepts and practice: what do we mean by civil society?
2. Relationships between civil society and the aid industry
3. Civil society and the State – contractor, watchdog or antagonist?
5. New challenges for civil society

Is civil society still a useful concept? The term itself has been challenged as a catch-all category that fails to
differentiate between different types of social practices, participation in the public sphere, formal organizations and
informal networks and associations.

Beyond the conceptual level, is there still a practical role for civil society? Recent trends suggest that support for
civil society actors may be in decline. There are also concerns that the political space for the autonomous activity of
civil society actors is being threatened by the rise of the new security agenda and the contracting out of service
delivery to non-governmental organisations.

Solidar: EC President Barroso signs Call to Action for Decent Work

8 October 2008, Brussels – The day after the World Day for Decent Work which saw European Commissioner and
Vice President, Margot Wallström, sign the Call to Action for Decent Work*, the President of the European
Commission, Manuel Barroso, has also lent his support to the campaign which is gathering momentum worldwide
to ensure decent work and decent lives for all.

A Decent Work delegation made up of John Monks, General Secretary of the European Trade Union
Confederation; Mamounata Cissé, Deputy General Secretary of the International Trade Union Confederation; Bart
Verstraeten from World Solidarity; and Conny Reuter, Secretary General of SOLIDAR met Mr Barroso in his offices
where he signed the Call, which has so far been supported by thousands of individuals and organisations in over 50
countries. The Call for Decent Work is calling on leaders of governments and international institutions to act to
protect stable and quality jobs, reform trade and debt policies, fulfil aid promises and respect trade union rights.
Campaigners are also calling on leaders to ensure access to social protection and rights for migrant workers
worldwide.

“Yesterday on the World Day for Decent Work, more than a million trade unionists in 123 countries joined
coordinated global action for decent work. Governments also need to act together in Europe and globally to tackle
the world financial crisis and completely transform globalisation”, said Deputy General Secretary Mamounata Cissé
who was heading the delegation to Mr Barroso.

Conny Reuter, Secretary General of SOLIDAR added “Decent Work is a social justice agenda which is important for
trade unions but also for progressive civil society organisations and should be at the core of European internal and
external policies in order for all people to be able to live in dignity. We know today that sound social policies are
fundamental tools to ensure social cohesion and hence to foster economic growth as well as citizens’ trust in EU
policies.”

30/9: EURODAD :European CSOs challenge the EU on the financial crisis‟ impact on
the poor

Against the backdrop of rising food prices and a growing global economic crisis with detrimental impact on the
world‟s poor, European development Ministers convened at an informal meeting in Bordeaux. European civil society
representatives addressed the ministers, urging them to fulfil their responsibilities to increase financial flows to
developing countries, as well as actions to clamp down on capital flight.
CONCORD, the European Confederation of Development NGOs urged ministers to agree an ambitious and specific
common EU position for the United Nations “Financing for Development” summit which starts on 29 November.
Citizens in developing countries have little impact on the decisions of global traders who have abused and
destabilised the financial system, but they will feel the effects of the financial crisis for years to come. The civil
society organisations present in Bordeaux called for low-income countries to also be represented at the proposed
Bretton Woods II conference to ensure their interests are represented when the financial system is reviewed.
Henri Rouillé d‟Orfeuil, President of Coordination SUD, the platform of French development NGOs, commented “It
is essential that at this time of crisis Europe looks for a way forward, and does not signal that it is walking away from
its political commitments and abandoning developing countries.”
 “Money leaked through capital flight from developing countries to rich countries is an estimated 300 billion euros
per year,” says Alex Wilks, Director of the European Network on Debt and Development. “This is an unforgiveable
situation, and European governments must immediately take action to regulate the many European tax havens.”
CONCORD called upon EU Member States to agree a strong and unified European position on the Doha Financing
for Development process. They urged heads of State to attend the conference in November to ensure real progress
can be made in reforming the financial system in the interests of all citizens in Europe and in developing countries.

EUROSTEP: EU development ministers agree to €1bn food facility for developing
country farmers
Meeting at the informal Bordeaux Council on 29-30 September, EU development ministers have agreed to the
Commission's proposal for a €1 billion emergency food facility to tackle the food crisis in developing countries,
and that the fund should be mobilised immediately. More



Coordination Sud: Réunion de la Présidence française de l‟UE sur le financement du
développement, 10/9/2008
Alors que la conférence de suivi sur le financement du développement se tiendra fin novembre 2008 à Doha,
les négociations préparatoires à cette rencontre ont été lancées à New York le 8 septembre 2008.
La Présidence française de l‟Union européenne a donc convié des représentants de la Commission
européenne, du Parlement européen, des Etats Membres et de la société civile à discuter de la position
européenne pour la conférence de Doha, lors d‟une réunion à Bruxelles le 10 septembre 2008.
Les Etats Membres ont reçu une première proposition de position préparée par la Présidence française et la
Commission. Les européens se proposent d‟adopter une position à deux niveaux permettant d‟un côté
d‟émettre des demandes réalistes au niveau ONU dans le cadre de la conférence de Doha, et d‟un autre côté
de se doter d‟objectifs européens plus ambitieux sur lesquels les Etats Membres devraient rendre des comptes
dans les années à venir. Cette approche avait été suivie par l‟Union européenne en 2005 lors de la revue à
tiers-parcours des OMD. More



26/09/ Solidar: Agreement on European Pact on Immigration and Asylum
Justice and Home Affairs Ministers meeting in Brussels on 24-25 September reached agreement on the French EU
Presidency‟s proposal for a European Pact on Immigration and Asylum. Aiming to lay foundations for a renewed
political commitment between EU Member States on immigration and asylum, the Pact will now be formally
endorsed by EU Heads of State at the European Council in October.
A recent reaction of the Social Platform to this Pact, to which SOLIDAR contributed, highlighted the fundamental
need to develop a positive approach to migration, stating that migration „needs to be assisted, structured and
channelled in order to ensure the cohesion of European societies and the constant respect of human dignity‟. This
is especially important in the light of social services of general interest, which many SOLIDAR member
organisations provide, as these services will also be provided for migrants. The 2007 SOLIDAR-run project Take
Part! produced a set of codes of conduct, recommendations and good practice example on services for migrant
integration.

EUROSTEP: Dialogue between NGOs and the French Presidency on the upcoming UN
international conference on Financing for Development
A High-level Dialogue between European civil society and the French Presidency on the Doha UN Conference on
Financing for Development was held in Paris on 18 September 2008, shortly after the beginning of the negotiations
on the Draft Outcome Document of Doha in New York and the Consultations between the EU Commission and the
EU Member states on the EU Position for the Doha conference.
The Dialogue was organised by Action Mondiale Contre la Pauvreté (AMCP) in coordination with French and
European NGO networks, and attended by a wide range of European and Southern civil society organisations
including Eurostep. It was divided into four working sessions: illicit financial flows and tax evasion; international
taxation; debt; systemic issues and Doha followup
mechanisms. The debates provided an in-depth insight in the ongoing discussion, especially on technical issues at
the EU and civil society levels.
To enable a frank and open discussion the dialogue was held under Chatham House rules. The event was judged
highly successful and resulted in an invitation from the French Presidency for the NGO platforms to send two
speakers to the Informal Meeting of European Development Ministers, which will be held on 29 and 30 September
2008 in Bordeaux, France.

Action Aid report : „Bread and Butter Solutions: Addressing the food crisis from a
European perspective‟.
On the eve of the European Council meetings at which the food crisis is to be discussed, ActionAid is launching a
report „Bread and Butter Solutions: Addressing the food crisis from a European perspective‟.
The report offers recommendations to EU decision makers as to how they can make a difference: giving more and
better aid to agriculture, ensuring fair trade, dropping targets and subsidies for agrofuels (biofuels) and rejecting
GMOs on the basis that they do not address development or hunger.
Women are those most seriously affected by the food crisis and also hold the key to ending it. At the briefing, four
women from ActionAid in Ghana, Guatemala, Senegal and Malawi will come together to talk about the situation of
hunger in their countries and how EU decision makers can effectively tackle the food crisis.

Development Aid Policies
Poverty eradication is a major human rights challenge of the 21st Century. A decent standard of living, adequate
nutrition, health care, education decent work and protection against calamities, are not just development goals -
they are also human rights - UN Human Development Report 2000
A review of EU development policies* launched today October 7th, 2008, in Brussels finds that core EU
development policies, including the European Consensus on Development, fail to coherently reflect the applicable
international human rights framework and other core legal principles required of human rights based development,
as outlined in 2003 in the UN Common Understanding regarding human rights based approaches (HRBA).
More on the joint initiative by Terre des Hommes International Federation, Action Aid International, Amnesty
International EU Office and International Human Rights Network (IHRN).

Age Demands Action (Co-ordinated by HelpAge International) is a campaign that seeks to empower older people to
demand policy changes from their leaders. Representatives from 35 countries around the world are taking part and
have been busy in preparations over the past 2 months (www.agedemandsaction.org).
Since ageing is a particularly important contemporary development issue and we share similar agendas in this field

Purpose of the position
APRODEV is seeking a dynamic Policy Officer who will promote that European Union policies for Central America
are oriented towards poverty eradication, sustainable development, fundamental rights and the strengthening of

The successful candidate will demonstrate strategic vision at the same time as an ability to coordinate and lead

Central American context, development and trade policies, S/he will bring innovative approaches to networking and
co-ordination among Aprodev members and with partner agencies in Central America, fluency in Spanish and
English.
The Policy Officer is appointed on a one year renewable contract, and is based in Brussels. Salary according to
NGO standards in Brussels.
